 Quality Plan Purpose:

This quality plan was developed to assist the quality team to perform quality inspection
of concrete works performed by Al-Shorouk Construction.

This is a Plan to provide recommendations for development of quality assurance for


conventional concrete used in the construction of the different buildings in the project.

This quality assurance involves the identification of quality objects.

Quality policy
The Quality Policy is to deliver products and services to the Client in conformance with the Contract
requirements, on time, and free of defects. Al-Shorouk Construction have developed a Project Quality
Plan in accordance with the Client’s quality requirements for the Contract. The contents of the Project
Quality Plan are binding on all staff and all the subcontractors in carrying out their duties. The policy
aims to satisfy the following objectives:

 Describing the inspection process and supporting documents, and to ensure that the control over
the tested material is in compliance with the project specification requirements, in order to
guarantee project owner satisfaction and approval.
 Ensure concerned project staff acquisition of all necessary documents.
 Defining the system of receipt and verification of material and its storage, handling and control, in
order to achieve best utilization of resources and minimize wastage.
 Ensure the detection, control and correction of all non-conformances, and to correct the root causes
for non-conformances to prevent recurrence.
 Get approval for all submittals.
 Meeting the requirements of the Contract and the quality achievement criteria in it.
 Forming an organization structure that is adapted to act proactively and smoothly whenever
possible.
 Adopting a continuous improvement mentality that systematically captures and considers the
different experiences as management of non-conformities, internal audits, correction and
prevention measures and management review.
 Continually aim to achieve a fruitful collaboration between the various parties in the project.
 Ensure submittals, work inspections and Material Inspection approvals.
 Follow written and documented procedures to ensure that the work instructions are clear, job
descriptions and responsibilities are well defined, and that all activities and actions are carried out
and in an auditable manner before commencement of any activity.
 Ensure that the correct and updated documents and drawings are distributed to all involved parties.
 Ensure that the most adequate, economical and safe construction methods are adopted.

Quality definitions

 QA / QC Guidelines:

All deficiencies or deviations from specified requirements, with respect to quality,


workmanship, materials, equipment’s or supplies will be dealt with in the following
manner:

1- Deficiencies to be noted on inspection report


2- Deficiencies will be immediately corrected and quality control team to ensure re-
inspection is performed and all deficiencies corrected
3- Track deficiencies using the central inspection record log

The QA/QC team will meet with all parties involved in any deficiencies to determine a
solution to the problem. The solution will then be recorded and implemented in
accordance with the contract documents. Once the deficiency has been rectified, the
quality control inspector will re-inspect the original deficiency in regard to the agreed
solution.

If warranted, deficient work which cannot be satisfactorily corrected in place will be


removed and replaced at the written directions of the inspector. All such re-work shall
be performed using procedures written and approved by the inspector.

 Quality Assurance / Quality control procedures:
1- QA/QC team shall provide general review of the construction of the structural
components of the work to meet the requirements of the technical specifications
and drawings issued by project design consultant for implementation that
should address:

a- Technical construction requirements.


b- Submittals required.
c- Required tests with success parameters identified.
d- Specific requirements for sampling and control testing.
e- Schedule for inspection personnel showing types and phases of work.
f- Test methods, including the name of the test laboratory to be used if
appropriate.
g- Schedule indicating the use of non-unit technical personnel and facilities,
such as manufacturer’s representatives and approved testing laboratories.
h- Procedures and required forms for documenting inspections and testing
results.
i- Tests and inspection responsibilities retained by the controlling headquarters
engineer
j- Unit contingencies for corrective action resulting from test failures and
approval authority for corrective actions
k- Procedures for the inspection system.

2- QA/QC Team Shall:

a- Make a periodic visit to the site to determine, on a random sampling basis


whether the work is general conformity with the structural plans and related
specifications for the structure; Daily observation report.

b- Record structural deficiencies found during site visits and provide to


contractor written reports of the deficiencies and the actions must be taken to
rectify the deficiencies; this report to be issued on day of inspection.

c- Inspect material related to structural works and provide to contractor, written
reports of approval and the actions that must be taken if material is not
approved; this report to be issued on day of inspection.

d- Approve concrete Placing/Pouring by using concrete placement report.

 Material inspection report will be conducted as follows:


Materials, to be incorporated into the work will be subject to periodic inspection
by the quality control staff. The QA/QC team will utilize a five-point field
inspection.
 Proper identification.
 Damage.
 Evidence of prior acceptance.
 Completeness.
 Proper documentation
 A visual inspection will be made for:
 Verification of conformance with the contract documents, the procurement
document and approved submittals.

 Storage of materials, products and supplies of compliance with the contract


documents and manufacturer’s instructions as well as specific requirements
of applicable technical specifications.

 Periodic inspection during installation or incorporation into the work to


ensure continued compliance with the contract documents.

 Items, which are observed to be in non-conformance with specifications, will


be identified, record on a notice of non-compliance and segregated from
accepted materials, products and supplies. These materials will not be used
until corrective action has been taken.

 Material Test Procedures:

A. Testing:
The QC team will take random samples and test them for conformance with the
contract documents. These results will be distributed to all parties. The Quality
Control Coordinator will review all test results and follow up as appropriate.

B. Samples:
Approved samples of materials to be incorporated into the job will be
maintained in the site office for use in comparing to installed material. Site mock-
ups, as required, will be maintained during construction at designated location
on site.

Specification for execution of civil Works

All materials and workmanship throughout the works shall comply, at minimum with
requirements given in this specification.

If any type of material or workmanship not mentioned in the following specifications is


to be applied in the work Al-Shorouk Construction shall include in his specification for
execution of the works detailed requirements for such materials and workmanship.

The specifications prepared by Al-Shorouk Construction shall be approved by the


project manager before the start of the construction.

A- Materials and workman ship generally

 All materials used throughout the works shall be of best quality and conform in
all aspects with the appropriate Egyptian standard specification.

 All workmanship shall be executed in accordance with recognized good practice


and in accordance with the appropriate Egyptian standards applicable to the
particular category of work.

B- Excavation Earthworks and Backfilling

 Excavation shall be carried out in a safe manner to suitable lengths, widths,
depths and profiles required for the construction of the works shown on the
drawings.

 Excavation to have stable slide slopes. Al-Shorouk Construction shall have no


right to any materials excavated except as regards the use of materials from the
excavation which may be necessary for the execution of works.

 Al-Shorouk Construction shall be responsible for the safety of excavations

 No excavation shall be filled in or covered with concrete or otherwise obscured


until the sub-soil has been inspected, any necessary tests carried out, and Al-
Shorouk Construction has obtained the engineer’s approval.

 No materials shall be used for backfilling unless approved by the project


manager

 Densities of backfill shall be shown on drawings but in general dry density of


backfill to be not less than 95% at maximum dry density for fill under
foundations, floors or inside buildings and 90% for all other fill.

 All materials obtained from the excavation (surplus or not approved by project
manager) shall be removed to spoil as instructed.

 Before Placement of concrete for foundations Al-Shorouk Construction shall


carry-out any required tests including:

a- Plate bearing tests on major foundations


b- Density tests on cohesion-less surface soils
c- Un-drained shear strength tests on cohesive layers
d- Compaction tests on sub-grade and construction layers during road
construction

C- Concrete

Concrete Mixing

 The concrete components shall be proportioned in efficient, calibrated weight


batching machines. They shall be mixed to produce a homogeneous and uniform
mass

Concrete Placing

Concreting of any portion or section of the work shall be carried out in one continuous
operation and no interruption of concreting work will be allowed without the approval
of the project manger

Concrete shall be placed in horizontal layers and vibrated until it completely fills the
formwork, no external vibration should be used.

Concrete shall not be placed from greater height than 1.2 m to avoid segregation;
engineer’s approval will be required for greater heights. Equipment for mixing and
transporting concrete will be subject to project manager approval and periodical
inspection

Fresh Concrete Protection

 Freshly deposited concrete shall be protected from the sun, wind and rain until it
has thoroughly set. The means adapted for such protection shall be to the project
manager approval.

Concrete Curing and protection

 Concrete shall be kept wet and cured until final setting is achieved

 During the progress of work in the site and upon request of the engineer Al-
Shorouk Construction shall prepare and submit at any time further groups of
two by three test cubes (150 mm side length) in accordance with the Egyptian
standard specifications. The cubes to be tested after 7 and 28 days (depending on
the standards that will be chosen)

 The specimen must be made in steel or cast iron moulds and kept in moist
ambient air at least 90% relative humidity for 24 hours.

 Test cubes will be taken in a minimum rate of one set of 6 cubes every 50 m³ of
concrete if the casted quantity is more than 50 m³. If the casted quantity is less
than 50 m³ per one day, a minimum set of 6 cubes will be taken. Generally test
cubes will be taken as directed by the engineer’s representative.

 In the event of failure of test cubes the project manager may order the drilling
and testing of cylinders from the mass or the carrying out to load test or the other
non-destructive tests on concrete structures.

 In the event that the concrete does not comply with the required quality Al-
Shorouk Construction shall remove the concrete and replace it.

All concrete placement and testing must be witnessed by the project manager or his
representative. 24 hours placement and testing notice must be provided.

Formwork

 All exposed concrete surfaces including the inner surfaces of tunnels shall be of
fair face concrete by using plywood or approved alternative, up to the
satisfaction of the project manager, all edges should be trimmed and/or
chamfered.

 Forms shall be designed, constructed and maintained so as to insure that after


removal of forms the finished concrete members will have true surfaces free of
offset, waviness or bulges and will confirm accurately to the indicated shapes,
dimensions, lines, elevations and positions within tolerances for reinforced
buildings specified.

 All concrete work shall be impervious in order to prevent moisture loss from the
formed surface of concrete. Form materials shall be one of the following:

1- Metal forms joints, must be sealed to prevent plastic concrete leakage


2- No shuttering shall be removed until the concrete has set sufficiently to
withstand safely any stresses to which the structure may be subject.
3- No concrete shall be placed until the project manager has approved the
formwork in which it is to be placed.
4- The system slip-form for silos shall be approved by the project manager.

D- Steel Reinforcement

Steel characteristics

Steel reinforcement shall confirm to relevant general specifications.

Steel reinforcement comply with the requirements of Egyptian standard 262 (steel bars
for reinforced concrete) can be used provided that its characteristics shall be considered
in design.

The following indicates the characteristics of Egyptian steel.

The following test shall be conducted for every 40 tons:

a- Tensile test
b- Cold bend test
c- Chemical analysis test

Placing and fixing of reinforcement

 Reinforcing bars shall be placed in accordance with the drawings. The bars must
be connected with each other and with the stirrups with double iron wire and
must be supported by special bars and specially manufactured concrete spacers
so as to ensure that they do not move during the concrete operations. Concreting
must be done after the reinforcement work has been approved by the project
manager.

 Minimum splicing will be allowed. Welding shall only be done with the explicit
approval of the project manager.

 Mesh reinforcement shall overlap by a minimum of 30 cm.

E- Pre-stressed concrete

Materials

 All materials for pre-stressed concrete shall comply with the applicable

requirements, in particular the following requirements shall be observed

3. Wires and strands: Shall confirm to ASTM and the following

requirements

I- The minimum tensile strength shall be 160 kg/mm²

II- The minimum 0.2% proof strength shall be 136 kg/mm²

III- The maximum relaxation after 1000 hours at 70% of initial

load shall be 5%

 Contractor must submit for project manger’s approval a detailed method of

statement detailing the materials, systems and quality inspection for pre-

stressing activity.
