CO2 pipeline resolution

I make a motion that the State Central Committee of the South Dakota Republican Party, less those
members who have a financial interest and thus a conflict of interest and must recuse themselves from
voting, approve the following resolution registering opposition to the CO2 pipelines:

The State Central Committee of the South Dakota Republican Party opposes the construction of
compressed CO2 pipelines through various counties in South Dakota for the following reasons:

WHEREAS eminent domain is being used by private companies to obtain access and easements to
private land without landowner approval; and

WHEREAS the original intent of the Fifth Amendment of the US Constitution was to allow eminent
domain takings by the government for "public use" such as roads, electricity, and water; and

WHEREAS so-called carbon sequestration has never been determined by law to be considered a "public
good”; and

WHEREAS private companies that are not public utilities are seeking to exploit the eminent domain
concept for the sequestration of CO2 into the ground for private repurposing use, which is not available
for "public use"; and

WHEREAS this use of eminent domain by private companies sets an unconstitutional legal precedent for
future takings for equally nebulous “public good” purposes; and

WHEREAS the compressed CO2 pipelines pose dangers to people, animals and the environment
including our river and ground water; dangers include suffocation risks and water contamination
through creation of carbonic acid when CO2 is mixed with ground water and streams; and

WHEREAS the underlying purpose behind these pipelines is flawed, as CO2 is plant food, and there
are no studies (only than computer models and analysis) that point to CO2 – a trace gas in the
atmosphere – as being responsible for “catastrophic” climate change being claimed by various activists
and pipeline proponents [refer to these links for detailed

NOW THEREFORE BE IT RESOLVED that the State Central Committee of the South Dakota Republican
Party opposes the construction of compressed CO2 pipelines through all South Dakota counties.

Motion Condemning the FBI for Election Interference

I make a motion that the State Central Committee of the South Dakota Republican Party condemns and
opposes the unconstitutional actions by the Federal Bureau of Investigation that interfered with the
2020 election, as conveyed in the following resolution:

The State Central Committee of the South Dakota Republican Party condemns and opposes the political
lawfare being practiced by the Democrat Party against Republican candidates, Republican electors, and
rank-and-file Republicans in violation of rights guaranteed by the U.S. Constitution and Bill of Rights as
set forth below:

WHEREAS the Federal Bureau of Investigation (FBI) is a federal law enforcement agency tasked with
investigating federal crimes and threats to national security; and

WHEREAS the FBI has a long history of misconduct, including abuses of power, entrapment, and other
unconstitutional actions that violate the rights of Americans; and

WHEREAS recent revelations have shown that the FBI has engaged in government overreach, including
the use of politically motivated investigations, illegal surveillance, the targeting of political opponents,
and the withholding of damaging evidence known to be true in order to interfere in a presidential
election; and

WHEREAS the FBI obtained a FISA warrant to conduct surveillance on a former Trump campaign adviser,
Carter Page, by using a dubiously sourced document known as the “Steele Dossier,” and by falsifying
information given to the FISA court in its application for the warrant; and

WHEREAS of the four (4) defendants in the Gretchen Whitmer kidnapping case, two (2) were acquitted
and the other two (2) were not found guilty after revelations that they were essentially entrapped by
the FBI; and

WHEREAS the New York Times has confirmed that at least one FBI informant participated in the events
of January 6th; and

WHEREAS the Washington Post has confirmed that the FBI had foreknowledge of the events that
transpired on January 6th; and

WHEREAS after the events of January 6th, the FBI led a “shock-and-awe campaign,” bringing a swat
team of 25 men to arrest Mark Houck, a pro-life activist and president of a Catholic ministry that
protested a Planned Parenthood facility in 2022 in what appears to be an effort to intimidate the pro-life
movement and who was later acquitted by a federal jury; and

WHEREAS the FBI has targeted the Catholic Latin Mass community with surveillance, undercover agents,
and libelous internal memos which have terrorized and caused harm to these everyday conservative
Christian patriots; and

WHEREAS the FBI has targeted concerned parents who have been outspoken at school board meetings
for surveillance; and
WHEREAS the FBI interfered in the 2020 election by withholding the fact that Hunter Biden’s laptop was
real and the information contained therein was factual and not “Russian disinformation” as claimed by
the Democrats and their media allies; and

WHEREAS the FBI has been weaponized against President Donald J. Trump by raiding Mar-a-Lago with
the unprecedented, detailed search of the residence; and

WHEREAS these actions undermine the trust that the American people have in their government and
threaten our constitutional rights; and

WHEREAS these actions have directly led to the terrorization of American citizens.

NOW, THEREFORE, BE IT RESOLVED that the South Dakota Republican State Central Committee
condemns the Federal Bureau of Investigation for its misconduct, government overreach, and politically
motivated weaponization; and

BE IT FURTHER RESOLVED that the South Dakota Republican State Central Committee calls for a reform
of the FBI, to ensure that it operates within the confines of the Constitution and respects the rights of
American citizens; and

BE IT FURTHER RESOLVED that the South Dakota Republican State Central Committee calls upon the
Chairman to transmit this resolution to Senator John Thune, Senator Mike Rounds, Congressman Dusty
Johnson, Attorney General Marty Jackley, and United States Attorney General Merrick Garland.

Resolution against Democrat lawfare

Resolution Summary: The State Central Committee of the South Dakota Republican Party condemns
and opposes the political lawfare being practiced by the Democrat Party against Republican candidates,
Republican electors, and rank-and-file Republicans for entirely political purposes in violation of rights
guaranteed by the US Constitution and Bill of Rights, as conveyed in the following resolution:

The State Central Committee of the South Dakota Republican Party condemns and opposes the political
lawfare being practiced by the Democrat Party against Republican candidates, Republican electors, and
rank-and-file Republicans in violation of rights guaranteed by the US Constitution and Bill of Rights as set
forth below:

WHEREAS lawfare is defined as s the use of the law and legal proceedings to accomplish what otherwise
might require traditional political means, i.e., through the expression of the “will of the people” via their
elected representatives in the US constitutional Republic; and

WHEREAS the Democrat Party has resorted to lawfare to bypass the deliberative legislative process
through judicial fiat in order to create laws not supported by the majority of Republicans, e.g.,
“legalization” (sic) of abortion, racism disguised as “affirmative action” (sic), and the rights of children to
“gender-affirming care” (sic); and

WHEREAS the Democrat Party has accelerated the use of lawfare to intimidate or hinder their
Republican opponents and supporters; and

WHEREAS the Democrat Party perpetrated an unprecedented three-year investigation of a known hoax
that culminated in a partisan impeachment of a sitting US president; and

WHEREAS the Democrat Party used that faux investigation to political gain control of the US House of
Representatives in 2018; and

WHEREAS the Democrat Party perpetrated a second impeachment of that same president on the basis
of a legitimate phone call to a foreign leader; and

WHEREAS the Democrat Party used that second impeachment process (lawfare) to interfere with the
2020 presidential election on behalf of their presidential candidate; and

WHEREAS the Democrat Party has weaponized the Dept of Justice to violate the Sixth Amendment right
of Americans to a speedy trial for their unarmed protesting the outcome of the 2020 election, and many
of whom were guilty of nothing more serious than the misdemeanor of criminal trespass of the US
Capitol; and

WHEREAS the Democrat Party has used lawfare to intimidate Republican electors in Michigan and other
states; and

WHEREAS the Biden administration took the unprecedented action to raid a former president’s
residence in an ongoing effort to interfere with the 2024 election process and suppress the
constitutionally-guaranteed political speech of that president’s supporters; and
WHEREAS Democrat prosecutors in several states, in a direct example of election interference, have
taken unprecedented actions to indict a former US president AFTER the declaration of his candidacy,
who is the leading Republican candidate for the 2024 nomination by an overwhelming margin [a clear
attempt to suppress political speech guaranteed under the First Amendment]; and

NOW THEREFORE BE IT RESOLVED that the State Central Committee of the South Dakota Republican
Party condemns and opposes the political lawfare being practiced by the Democrat Party against
Republican candidates, Republican electors, Republican lawyers, and rank-and-file Republicans in
violation of rights guaranteed by the US Constitution and Bill of Rights; and

BE IT FURTHER RESOLVED that the South Dakota Republican State Central Committee calls upon the
Chairman to transmit this resolution to Senator John Thune, Senator Mike Rounds, Congressman Dusty
Johnson, and Attorney General Marty Jackley, as well as to the Republican National Committee.

Resolution opposing Voter manipulation schemes

I make a motion that the State Central Committee of the South Dakota Republican Party adopts this
resolution that condemns and opposes vote manipulations schemes in South Dakota and supports a
return to the simple and proven methods of precinct voting with paper ballots, as set forth below:

WHEREAS the mission of the South Dakota Republican Party is to serve as the political party that
encourages and enables the broadest possible participation by voter while assuring that the Republican
Party of South Dakota is open and accessible to all South Dakotans; and,

WHEREAS voting and election administration is a critical and foundational component to maintain a civil
and decent society decentralized from a federal government as the Founders intended; and,

WHEREAS South Dakotans expect accurate and timely determinations as it pertains to elections and
administration of elections; and,

WHEREAS election have been under assault from the Left as they attempt to implement schemes and
intentionally chaotic administrative changes that have drastically changed how elections are conducted
in counties and states across the nation; and,

WHEREAS Republican officials are explicitly asking for decisive direction and support from the state
Republican Party apparatus and elected Republican leadership; and,

WHEREAS the grassroots activists of the Republican Party of South Dakota have made it abundantly
clear that electronic election procedures are not to be trusted, including further complications of
modern systems that complicate, belabor, and slow down our election processes; and,

WHEREAS the Republican Party of South Dakota has opposed complicated election schemes like Ranked
Choice Voting that is a clear example of the chaos being pushed on other states.

NOW THEREFORE BE IT RESOLVED that the South Dakota Republican Party State Central Committee
members:

• Boldly oppose means of voting that are exclusively delivered electronically and call on every
county in the State of South Dakota to use as the default ballot systems that are fully auditable,
namely hand-marked voter-verified paper ballots.
• Call on the Secretary of State to implement anti-counterfeit ballot printing, tracing, and
verification procedures.
• Support impaneling an ad hoc election committee to offer ideas, suggestions, and reports on
election equipment and voting procedures.
• Applaud counties that are willing and able to implement voting procedures that do not require
the use of machines.
• Call on the state legislature and county and municipal governments to pass laws and municipal
codes that allow for full and transparent hand counting procedures by the public and registered
parties.
• Call on the state legislature and governor to defend geographically-defined and assigned
precinct places for means of balloting and tabulating paper ballots by geographic unit while
eliminating voting centers.
• Stand firmly behind voter identification laws and call on the state legislature to pass laws to
ensure every qualified voter is a legal citizen and verified to be the actual voter regardless of
method in which they vote at the time of voting, casting, or delivering a ballot.
• Oppose all efforts to expand time periods for early or vote-by-mail that make ballot counting
procedures intentionally unmanageable and impossible to complete expeditiously.

AND THEREFORE BE IT RESOLVED that the Republican Party of South Dakota calls for a necessary
“return to the excellence” – in short, a return to the original intent of South Dakota election laws by
providing simple and proven methods of precinct voting with paper ballots in fair, manageable, and
limited time periods using proper identification to strengthen voter confidence and to ensure that South
Dakota’s election procedures are a fair and open process for all to participate.
