This document provides a ballast water management plan for two tug boats, ARCO MARINE I and ARCO MARINE III, operating at the Neom Bay Airport Temporary Jetty Project. The plan outlines responsibilities, equipment, ballast water exchange procedures, sampling requirements, and record keeping. The ballast water for the tug boats is managed through a closed-cycle system using potable water tanker trucks rather than direct exchange with sea water. The plan aims to prevent the introduction of harmful aquatic organisms while protecting vessel safety.

2 PURPOSE AND SCOPE OF WORK.

Efficient interconnectivity and waterborne accessibility to NEOM regions are enabled

through the strategic development of different water mobility hubs, terminals, and
stations.
The project's main purpose is to facilitate transportation from NEOM Bay Airport to
Sindalah Island, the temporary docking facility is designed to be short-term uses,
meanwhile long-term docking facility structure shall be initiated to replace the temporary
docking facility.

The ballast water management plan aims to assist governments, appropriate authorities, vessels'
Masters, operators, owners, port authorities as well as other interested parties, in preventing,
minimizing, and ultimately eliminating the risk of introducing harmful aquatic organisms and
pathogens from vessels' ballast water and associated sediments while protecting vessels' safety.

Good record-keeping is critical to the success of a sound ballast water management program.
The appointed ballast water management personnel are responsible for ensuring the
maintenance of appropriate records and that the ballast water management and treatment
procedures are followed and recorded.

3 APPLICABILITY.
This plan shall be applied on the tug boats, since the tug boat which have water tanks responsible
of balancing of the tug.
Located on the site 2 tug boats [ARCHO MARINE 1 & ARCHO MARINE 3]; The ballast water of
those tug boats is closed cycle, which mean that the ballast process is done by tanker trucks for fill
or off-load; without any direct impact on the marine echo system.
This process shall be commenced by locate the vessel along side the jetty or nearest point to the
loading area to facilitate the out reach of the water tube from the truck to the hose of vessels water
tank.
with reference to the existing condition, the vessels which under this plan doesn’t conduct any ballast
water exchange under the project scope, with taking into account that the ballast water operation
might not be performed during the period of the project.
EPM/NEV shall be notified prior commencement of any process, if needed.

8 BALLAST WATER EXCHANGE

Three methods of ballast water exchange have been evaluated and accepted by IMO.
The three methods are the sequential method, the flow-through method, and the dilution
method. The flow-through method and the dilution method are considered as "pump-
through" methods.

Regulation B-4 of the Convention requires that vessels shall conduct ballast water
exchange:
• at least 200 nautical miles from the nearest land and in water at least 200 meters
in depth; if this is not possible
• at least 50 nautical miles from the nearest land and in water at least 200 meters in
depth; or
• in areas designated by the Port State.

Based on the above convention a pump through method shall be applied in the ballast
water plan, and/or any water ballasting operation in the project.

It is the Master’s responsibility to control the safety of the vessel at all times. This includes
the evaluation of stability and longitudinal strength throughout the sequential exchange
sequence.

When a vessel is required to conduct ballast water exchange and does not do so in
accordance with these requirements, the reasons shall be entered in the ballast water
record book.

The applied ballast water exchange method for those vessels located on the project is the
following:

9 FLOW-THROUGH METHOD
General
The flow-through method is a process by which replacement ballast water is pumped into
a ballast tank intended for the carriage of ballast water, allowing water to flow through
overflow or other arrangements to achieve at least 95 percent volumetric exchange of
ballast water.
Pumping through three times the volume of each ballast water tank shall be considered
to meet the standard D-1. Pumping through less than three times the volume may be
accepted provided the vessel can demonstrate that at least 95 percent volumetric
exchange is met.

The flow-through method has the advantage that it can be applied in weather conditions
which would be dangerous for the use of the sequential method, since there is little change
to the condition of the vessel, and is relatively easy to follow by the vessel's crew.

Based on the above mentioned MBL had agreement with authorized and approved
supplier to supply the used potable water as shown below.

10 RISK AND SAFETY CONSIDERATION.

The following safety issues must be addressed:

- Provision should be made to avoid the risk of over-pressurization of ballast tanks or

ballast piping;
- if watertight closures (e.g., manholes or hatches) were opened to avoid over-
pressurization, these are to be re-secured as soon as appropriate;
- Crew safety is of paramount importance during this operation;
- direct contact may also pose a health hazard to the crew. In addition, pumps and piping
will experience an increase in workload; and
- Where peak tanks are partially filled, the flow-through method should be avoided to
prevent inadvertently exceeding permissible hull girder bending moments and shear
forces.
- Because of the possibility that partial exchange may encourage re-growth of
organisms, ballast water exchange should only be commenced in any tank if there
is sufficient time to complete the exchange to comply with the standard in
Regulation D-1.

- In addition, if the master reasonably decides that an exchange would threaten the
safety or stability of the vessel, its crew, or passengers because of adverse weather,
vessel design or stress, equipment failure, or any other extraordinary condition he
is not required to comply with the above requirements.

11 PRECAUTIONARY PRACTICES
Minimizing uptake or transfer of harmful aquatic organisms, pathogens and sediments

Wherever possible, ballast water should be taken outside of port waters and as far from
the coast as practicable. Consideration should also be given to the use of dockside water
supplies (water not taken directly from the harbor, such as fresh water, potable water etc.)
as source for ballast water.

When loading ballast water, every effort should be made to avoid the uptake of potentially
harmful aquatic organisms, pathogens and sediments that may contain such organisms.
The uptake of ballast water should be minimized or, where practicable.

12 BALLAST WATER SAMPLING

The sampling of ballast water is primarily a matter for the authorized inspection officers.
For crew members there is unlikely any need to take samples except at the express
request and under the supervision of authorized inspection officers.

General
The table below indicates sampling and access points in pipelines and tanks, to enable
crew members to quickly assist the authorized officers of a party that has reasons to
obtain samples.
