The ballast water management plan aims to assist governments, appropriate authorities, vessels'
Masters, operators, owners, port authorities as well as other interested parties, in preventing,
minimizing, and ultimately eliminating the risk of introducing harmful aquatic organisms and
pathogens from vessels' ballast water and associated sediments while protecting vessels' safety.
Good record-keeping is critical to the success of a sound ballast water management program.
The appointed ballast water management personnel are responsible for ensuring the
maintenance of appropriate records and that the ballast water management and treatment
procedures are followed and recorded.
3 APPLICABILITY.
This plan shall be applied on the tug boats, since the tug boat which have water tanks responsible
of balancing of the tug.
Located on the site 2 tug boats [ARCHO MARINE 1 & ARCHO MARINE 3]; The ballast water of
those tug boats is closed cycle, which mean that the ballast process is done by tanker trucks for fill
or off-load; without any direct impact on the marine echo system.
This process shall be commenced by locate the vessel along side the jetty or nearest point to the
loading area to facilitate the out reach of the water tube from the truck to the hose of vessels water
tank.
with reference to the existing condition, the vessels which under this plan doesn’t conduct any ballast
water exchange under the project scope, with taking into account that the ballast water operation
might not be performed during the period of the project.
EPM/NEV shall be notified prior commencement of any process, if needed.
6 RESPONSIBILITIES
In this paragraph, the main responsibilities of key personnel are defined for activities as
described in this plan. This section is to define and clarify the relations between different
trades, moreover, determine the communication flow to avoid any discrepancy and/or
ambiguity.

- Contact the Marine Coordinator control authority in case of any arrangement related
to the ballast water plan.
• CONSTRUCTION MANAGER
- Control and manage the site activities in compliance with environmental regulations.
- Control and manage the implementation of the ballasting water plan.

• Environmental Manager
- Ensure that the ballast water plan is carried out according to the conditions mentioned
in Accord, ESIA, and CESMP.
- Instance report of any emergency related to the ballast water management plan.
- Ensure environmental emergency preparedness at the site.
- Initiate the proper arrangement for the water ballasting process.
- Ensure a proper communication with the marine crew regarding water ballast plan.
- ensure that ballast water management and/or treatment procedures are followed and
recorded.
• DIVER
The diver shall be attending the ballast water process as emergency precaution in case
of failure during the ballasting process.
Based on the existing marine vessels located on the site which applicable with this plan,
a certain equipment shall be used during the ballasting operation.

• TUG BOATS
Refer to the marine vessels which shall applied this plan.
• ELASTOMERIC TUBE
Refer to the connected tube for the tanker from end; and vessels tank hose from the other
end.
• SUCTION PUMP.
Refer to the used pump in the ballast water process.
Regulation B-4 of the Convention requires that vessels shall conduct ballast water
exchange:
• at least 200 nautical miles from the nearest land and in water at least 200 meters
in depth; if this is not possible
• at least 50 nautical miles from the nearest land and in water at least 200 meters in
depth; or
• in areas designated by the Port State.
Based on the above convention a pump through method shall be applied in the ballast
water plan, and/or any water ballasting operation in the project.
It is the Master’s responsibility to control the safety of the vessel at all times. This includes
the evaluation of stability and longitudinal strength throughout the sequential exchange
sequence.
When a vessel is required to conduct ballast water exchange and does not do so in
accordance with these requirements, the reasons shall be entered in the ballast water
record book.
The applied ballast water exchange method for those vessels located on the project is the
following:
9 FLOW-THROUGH METHOD
General
The flow-through method is a process by which replacement ballast water is pumped into
a ballast tank intended for the carriage of ballast water, allowing water to flow through
overflow or other arrangements to achieve at least 95 percent volumetric exchange of
ballast water.
Pumping through three times the volume of each ballast water tank shall be considered
to meet the standard D-1. Pumping through less than three times the volume may be
accepted provided the vessel can demonstrate that at least 95 percent volumetric
exchange is met.
The flow-through method has the advantage that it can be applied in weather conditions
which would be dangerous for the use of the sequential method, since there is little change
to the condition of the vessel, and is relatively easy to follow by the vessel's crew.
Based on the above mentioned MBL had agreement with authorized and approved
supplier to supply the used potable water as shown below.
- In addition, if the master reasonably decides that an exchange would threaten the
safety or stability of the vessel, its crew, or passengers because of adverse weather,
vessel design or stress, equipment failure, or any other extraordinary condition he
is not required to comply with the above requirements.
11 PRECAUTIONARY PRACTICES
Minimizing uptake or transfer of harmful aquatic organisms, pathogens and sediments
Wherever possible, ballast water should be taken outside of port waters and as far from
the coast as practicable. Consideration should also be given to the use of dockside water
supplies (water not taken directly from the harbor, such as fresh water, potable water etc.)
as source for ballast water.
When loading ballast water, every effort should be made to avoid the uptake of potentially
harmful aquatic organisms, pathogens and sediments that may contain such organisms.
The uptake of ballast water should be minimized or, where practicable.
General
The table below indicates sampling and access points in pipelines and tanks, to enable
crew members to quickly assist the authorized officers of a party that has reasons to
obtain samples.

13 RECORDING REQUIREMENTS
The ballast water management responsible person is to ensure that the Ballast
Water Record Book and any other necessary documentation and forms are
kept up-to-date.
The Ballast Water Record Book may be an electronic record system or may be
integrated into another record book or system.
