information. While there have been many great developments brought about by technology, there
are also drawbacks that need to be taken into account. The infringement of personal data is an
excellent example of this.
The "tsismis culture" of the Filipino people, which is well-known and prevalent in the nation,
when combined with the widespread use of the Internet, social media sites like YouTube and
TikTok, and mobile phone access across the nation pose a serious threat to patient privacy. A
person's right to privacy is essential to their sense of security, autonomy, and dignity. However, it
is evident that the Philippines lacks a "privacy culture," with social norms and practices
frequently harming the confidentiality of personal information. Social media's introduction has
increased the influence of tsismis culture. Social media sites like Facebook, Twitter, and the
increasingly popular Tiktok and YouTube among Filipinos, which are well-known for their
entertainment value, act as virtual gossip that facilitate the rapid spread of private information.
People are more vulnerable to unjustified inspection when privacy settings and protections are
routinely disregarded.
Tsismis culture functions within unofficial networks where word-of-mouth travels quickly.
These networks can be a source of emotional support and connections, but they also create an
atmosphere in which private information—often sensitive information—can be widely shared
without the necessary permission. In the case of former President Arroyo, medical records and
information were passed on without consent, making the victim unaware that she was becoming
the talk of the town due to a data privacy violation.

privacy infringement. Users' privacy may be at stake when they disclose private information
without fully realizing the consequences or dangers. Informed permission is a crucial component
of protecting privacy when exchanging health information. Social media sites might not clearly
outline how users' health data is handled, and users might not be entirely aware of this.
Additionally, consent may not always be explicitly obtained. Unintentional privacy infringement
may arise from this lack of transparency.
One instance of this is connected to the initial incident known as the "Cebu Spray Scandal,"
in which the patient was undergoing surgery to remove a foreign body that had become lodged in
his rectum. The patient was unaware that the medical personnel in the operating room were
making fun of him and filming the procedure. However, the sinister doesn't end there. One of the
employees uploaded the video online, where it has attracted a large number of views as well as
mockery, criticism, and discrimination from other people. This teaches Filipinos to always
observe and obey the law, especially the Data Privacy Act of 2012, which has been broken by
many, regardless of their status. Given the power of technology, people who share health-related
information on public platforms run the risk of being labeled or subjected to prejudice. A video
that has been posted can persist even after it has been removed. This leaves the victims

Facebook and the increasingly popular Tiktok and YouTube among Filipinos which are well-
known for their entertainment value.
Word-of-mouth spreads rapidly through the famous Tsismis culture. Social media can
offer connections and emotional support, but they also foster an environment where private
information, often sensitive information, can be extensively disseminated without proper
authorization. In the instance of former President Arroyo, information and medical records were
disclosed without permission, and the victim was not informed that she was becoming popular in
society as a result of a breach of data privacy.

been raised regarding potential privacy abuses concerning health information. Users are often

aware of how social media sites manage their personal health data because these policies are not
always explicitly stated on the sites. Also, clear permission may not always be acquired. This
lack of transparency could lead to unintentional privacy violations.
