Introduction:
The present study is conducted with an aim of project management according to the provided
scenario. The city of hull, UK is looking forward to become the world’s Tech Savvy City as
stated by the council and the specialists engaged in plan. The more posturing as it seems to,
the tech squad along with the support of UK administration and the countrywide tech groups
are employed in collaboration on the project which will make it a existence. The main aim of
this research is to get the idea on every facet of the project how different aspects of project
will affect the final delivery of the project. The operational understanding of approaches to
solve the problem and facet of making the decision will play a role in overall progression of
current project.

The Project Manager

Usually, when we review role of Project Manager in any project we look forward to certain
common skills like Communication, Organization, Leadership, Negotiation, Time
Management, Team Management, Problem Solving, Risk Management, Budget
Management, Technical Writing, Motivation, Reporting skills, technologically savvy,
Research Skills, Active Listening, Interpersonal Skills, Research Skills, Conflict
Management, Project Management Methodologies, Policy Knowledge. The Project Manager
of Smart city OS needs to offer technical leadership and some administrative support in order
to harmonize and apply the project actions across hull while making sure the applicable
linkages to the main aims of hull. He needs to prepare some annual work on the plan of
submission to head the services of digital transformation. In addition, he needs to design and
document the evolving strategy for the fir, entailing making relevant slides, key messaging
and presentation. Prepare and review the investigation and exploration on sector using global
plus regional resources involving industry and academia (Nabeen, 2017). Assist the firm in
introducing new associates and strengthening the pledge of current partners. He needs to
create close connections and working preparation with diverse team involving the experts
from the administration, non-administration and private sector firm and various professional
links to make sure that there is good coordination, timely conducting of activities and
collaboration among them. The PM needs to complete the deployment of funds or the capitals
from various progress partners and organizations to complete the funding of hull project. In
order to keep the track of the activities he needs to provide constant reports on the
development of the project actions and problems rising. Parallel to this participation in the
local project meeting and workspaces and various actions is required. Other accountabilities
and duties involve preparing the terms of reference and highlight institutions and consultant
to undertake the assignments along with accepted annual work plan. Evaluate plus monitor
the work of advisors, government staff, institutions plus different partners, address the
conferences plus ensure as far as probable the responsive plus timely distribution of outputs
and the reports. Offer consultant and institution engaged or visiting in assignments, involving
preparing of itineraries, assisting and appointing with travel and different logistical
arrangements. (Anon., 2021)
The smart city manager does face certain challenges like exterior pressure for double
emphasis on project quality plus delivery, pressure to manage data of various standards plus
quality and incorporate them efficiently in information system, burden from the distributed
resources plus the need to incorporate object-oriented method while sustaining authority of
practical levels, collaboration and interaction at interdepartmental level. According to some
analysis, there are five categories of skills which needs to be possessed by the Project
manager. First is City planning competences, these involve urban novelty plus more mostly
regional planning and administration of municipal amenities. They consider those abilities
which are linked to the expansion of premeditated, long-term tactics for maintainable urban
amenities. Second is legal capabilities which include the legal features of the public obtaining
and the predetermined problems included in public-private corporations. The third aspect is
soft skills, these refer to personal feelings like flexibility, compassion open-minded
behaviors, output-oriented plus the capability to meditate the battles and build relations,
attitudes of project management, strategic vision and capability of leadership (Chen & Talent,
2021). All such features have been underlined by different researchers as well like Virthnen
(2000), Muller and Turner (20100 and Nalbandian et.al (2013). The examination also showed
the significance of Financial source Management which involve the management of tools like
public financing, new financial tools like crowd backing plus bonds of social impacts and
more information of economic rudiments. At the end SC Manager is essential to depict some
major dimensions which are part of every general management program: understanding with
ICT, knowledge of distant languages, and familiarities of previous professionals, which are
more plus more obligatory not only for the white-collar positions but for larger sum of
specialists. (Fania, et al., 2016)
Problem Solving and Decision Making
It is significant to identify the stakeholder so the we can plan plus perform a significantly
severe process of stakeholder Administration as the plan Stakeholder has great influence on
project Management Process. The Project Management was highlighted as the core motion
for designing success of project (Fania, et al., 2016). Project Stakeholder Management
involves documentation, classification, announcement, engagement, enablement and risk
regulator. In order to develop smart city certain trials are present which can create problems
linked to various stakeholders, increased level of interdependence, social and political
complexity and increased level of interdependence plus competing values. Alteration from
non-smart to a smart city include collaboration of institutional plus political components with
expertise such as smart city novelty which include significance of stakeholder administration
in smart city plan. Stakeholder management is aim in starting the smart cities which is to
develop a livable plus sustainable city. It is quite significant to involve the stakeholders
making sure that their actions are in line with the aim of smart city project. There should be a
better awareness of the investors who have influence or role in the projects. As stated by
some of the authors, analysis of the stakeholder support in assisting the administration in
allocating with the requests of the stakeholder and the rising contribution from the investors.
Stakeholders of development project of smart city assist in succeeding the goals of realization
of smart cities. Hence there is an increasing concern on the documentation of stakeholders of
smart city project to attain the success of goal. (Ibrahim & Morsy, 2016)
The following diagram provides a brief idea of stakeholders involved in the project
Figure 1 Stakeholder Influence Map

Justification
If procedure of arranging the stakeholder is related and is central for the point that
understanding of where to capitalize all the related capitals plus to whom this will be
extremely significant. the main decision makers are hence identified effectively while making
sure that all the best fit people are engaged and deliberated at every step of the development
of the plan. Through the help of above stakeholder encouragement map, the practice of
planning the stakeholder will be executed efficiently. The level of control of stakeholder are
holding presently plus the level of interest they hold is significant. Getting aware of all the
negative and positive influence is something which is determined and renowned using the
inspiration of stakeholder. The overall behavior of how stakeholder are able to involve the
achievement of the project plus how efficiently they are proficient to promote the stakeholder
analysis. The dependency of the stakeholder on the plan plus the unease of them regarding
the plan is a practice which is conducted efficiently and the development of stakeholder
analysis would also be managed effectively (Praharaj, 2019).

Critical discussion on the involvement of the stakeholder:

As soon as the investment, observation and interest of the stakeholder is analyzed effectively,
they are managed properly with the facet of making definite that they are engaged
successfully in the existing project in order to have proper outcome of the project. Depending
on the significance that they have and their impact on the project, they will be involved and
intricate in the plan (Harmon, et al., 2105). The feature of ensuring that they are prioritized in
the shareholder examination with the help of shareholder inspiration map, hence directing the
same with contribution of prior thoughtful and getting intricate in the project accordingly will
provide some better outcomes. In context of relative power which is possessed by concerned
stakeholders to make regret and are able to come up with a concrete variation is something
which needs to be considered. The level of the interest stakeholders will show in projects
while analyzing the material suppliers are buying and how actively every member of the team
is participating in the project plus the financers like how much they are spending and how
much they are going to invest in the project depending on where plus how much is vital.

Figure 2 Stakeholder analysis

The Project Triangle

The triple constraints of the project management mean working within the three constraints.
You cannot change the triangle or triangle constraints of the project management cannot
without changing all the parts. Every the parts exist in and operate in a functional way in an
interconnected manner in which one can be affected by other and hence cannot be changed
without altering the other. Such limitations which operate in functional way are scope, cost
and time. Such as broadening the scope will increase gradually with time also the aspects of
price which is quite inter linked. The expansion of deadline or limit effectively narrow down
as well as confine the aspect of the cost and scope (Calzada & cowie, 2017). Every
constraint is capable enough to make a change plus cannot do it without changing any aspect.
The including part of every feature of project triangle can be understood effectively and is
quite relevant in such aspect. For example, Limitation or cost of the financial plan for Smart
City. Hull is something which is tremendously important for the Project Administrator. Cost
Approximation will ultimately plan the overall plan. Still the constituent of costing and
project itself is something which has devotions to the feature of estimate of the budget.
Various factors which can possibly change the facet of cost in context of Smart City OS, Hull
UK were features such as charges increased by the providers which in turn can alter the
feature of price. The fluctuation in exchange for the project can also alter the price as well.
Supplementary requirements of deliverable are able to have an effect on the feature of price.
The feature of time is a thin which can be influenced by the things like under estimation of
the duration of task is something which is of high importance considering the level of plan.
The feature of opportunity is something which is indicated to the feature of because of
victory of smart city OS Hull in which the areas which are covered properly will be
accustomed consequently and by harmonizing the scope efficiently of the plan in context of
cost and time will enable them to have valuable predictions and will also enable the
stakeholders also clients so that they can perform all of the changes to enhance the scope of
the plan which is of Smart city OS hull consequently. (Collins, et al., 2021)
Influence of possible changes in the project
In any project, change management is the most significant facet of the overall plan. Hence,
the characteristic of not capable to manage the variation on time will have some major impact
on the complete plan of Smart City OS, Hull UK. For example, if the probable variations
inside the plan concerning any type of new fibre internet link or LAN link or directing
distinct OS for the town plus coming up with any type of productive or technical variations
which can be a likelihood. Proposing or requesting any sort of variations which can be a
likelihood still have both optimistic and pessimistic effect on complete project. If there is
good organization of variations on the company which will result in successful achievement
of the planned infrastructure plus the building whereas poor administration of changes will
lead the Smart City OS to face various disasters in context of how the plan will receive the
problems or any sort of intervention after all which will perhaps lead to missed target for
every success of project or project structure of smart city (Preston, et al., 2020). Misconduct
of infrastructure will ultimately lead to the possible development of budget overrun
something which should be predicted in cost estimation went in vain attempt. As a result of
this project will fail and can result in the development of over failure in the project plus
complete disaster in the project. If any feature of the plan fails to accomplish or anything
which can be done in the provided time, more work could be required possibly which will
result in development of large prices of plan completion. The need to increase financial plan
after call to the plan will lead to poor change administration of the plan and this will result in
poor delivery of the project which will create inconvenience in future and will not be
accepted successfully at all. The demon of additional assets is another condition which will
be trendy due to the variation in the plan plus will influence the project accordingly. (Russo,
et al., 2016)

Handling Finances
Actual advices for resource condition to the Project Manager:
During handling a project, the feature of assigning the resources efficiently plus ensuring that
all the features of the project can be met by good use of possessions efficiently to a
significant point which will create a effective achievement of project. The use of possessions
effectively and assigning them properly will help the plan to create properly plus in time.
Some of the major actual ways of how the project administrator will use and allocate the
resources are as follows:
 The operative documentation of the funds by the project administrator is in need plus
hence the examination of all the possessions plus supporting them effectively is
demanded.
 Planning an efficient corroborate for any sort of change in the requirements stated by
or which are client faced.
 Utilization of resource histogram which will permit the administrator to use the
capitals effectively while ensuring that they have right level of skills and abilities and
are rightly utilized in the project. (Praharaj, 2019)
 The act of dividing the project into small parts is another way to utilize the resources
and understand their requirement as well.
 Tracking the progress of the project after every milestone which will allow potentially
to have a hold on the plan and get aware of the requirements of the capitals.
 The over assigning of resources is also somewhat which have to be monitored
realistically plus demand a constant plan management and knowledgable of the
resources which are provided plus the to the awareness of the project manager.
(Picon, 2015)
 The participation of the complete method by the supervisor in Smart City hull UK,
will assist the plan manager to have idea of how to control the project plus the
resources plus monitor them effectively.
 Utilize the tools for management of the source which will permit the project manager
to mange the resources plus get the idea regarding the demands which will fulfill it
without any type of inconvenience. (Muvuna, et al., 2019)
Effective technique for cost estimation
The cost estimation technique for the project is the most effective way of effectively
estimating the cost of the project which are effective and credible with an additional
requirement of the project deliverables or any type of requirements from the clients side
which will not imitate the cost-forecasting of the project overall. This also permit the project
manager to have some rough estimate of Smart city OS. The forecast of cost estimation is
quite significant as it will allow the project manager and all members of every department to
take a step towards the budget estimation. This will permit the project executives and the
person to get involved in the cost estimation. There are various techniques for cost estimation
which usually used in project management like parametric estimating, bottom up, three point
and even analogous assessing. In the project of Smart City Hull UK, the implementation of
parallel assessing has been implemented. This will permit the project manager have some
estimated cost which will be acknowledged using a common plan which is of similar type
and how this method will permit the project manager to have operative plus dependable
estimation of cost in the existing project. (Muvuna, et al., 2019)
Explanation:
With the help of previous data plus collecting archives of the plan of same type will help the
project manager to comprehend efficiently and evaluate unevenly of how much the sum of
the plan will be included. In order to use the basic analogy, the characteristic of
contemplating any type of similar operations or designs which have been planned by the
current plan in that Smart City Hulls UK, utilization of previous data will also help the
project manager to have an actual approximation of cost which will be demanded by the
project. One more thing which needs to be under consideration is that project is new and
contemporary and will have the possibility to have less prior data which will be used on the
basis of similarity. Still having an indication of the plan which will use frameworks of similar
type will permit the project to have efficient density of the budget of the project, this will also
assist the project manager to forecast any possible risk or any finance related issue,
something which will permit the project to have a understanding on the future catastrophe
and astounded them or take the protective measures to handle project effectively. (Chen &
Talent, 2021)

Risk Management Within project

The practice of risk examination is something which is compulsory to be directed in order to
understand efficiently the probable risk which will come up and appear from the plan
deprived of any momentous interruption. The practice of forecasting or predicting the
prediction is a feature which is compulsory to be in line with the type with general projects
and how they will affect the project. In such scenario, the plan of Smart City, Hull UK, the
creation of risk register will be designed and shaped with the help of spreadsheet in which
manager will mention risk and affect of same risk which has been enlarged plus their effect
plus level of probability have been identified successfully. With the help of urgency level an
recognizing who is reliable for the risk and some most effective ways to find solution for
them. There are some effective risk which are identified in Smart City Project:
1. There are various risk which will originate from operative side of plan along with the
limitation of gap or scope in the anticipation of how the plan will be provided. If the
plan is not provided till its capability plus it gets transported with a significant space
the probability of the project risk increases expressively.
2. Cost risk is one more feature which needs to be taken in consideration in the plan of
Smart City UK, in which the swamped of budget or poor approximation of cost of the
plan will result in some financial crunch plus will place significant amount of load on
the financers.
3. The feature of performance risk is added risk which will play a role on the delivery of
the project. This occurs because of the fact that project has not been executed with
similar steadiness and the variation in the employees is quire consistent or individuals
departing the project will be extra frequent which is need to be taken to some level of
inconsistency in the project. (Cowley & Caprotti, 2019)
4. The broader requirement of gratifying all the infrastructures related to tech plus the
digital instalments and the physical building of different projects of similar demands
which will be an unethical use of natural demand. One more risk lack of concern
towards the environment which will collapse the project potentially after the fruitful
achievement. Such as, the smart City is created, still the issue of the atmosphere are
gathered and even increased as a consequence of having no unease during the similar
procedure.
5. The permissible risk is something which is involved heavily and follows city council
or state requirement and will include the national regulation. The concern of
designing a building in line with legal compliance will be violated provided how big
is the project.
hence, the aspect of ensuring that the project is handled correctly without any
interruptions will provide an effective way to conduct a similar project which will be
harmful from the remaining.
6. The feature of strategic risk is one more aspect prior to the designing of any project
such as understanding right software for project management or technique will
decrease the poor designing of the project. (Fitsilis, 2015)
7. In context to the business, management and the board, the risk recognized in the
supremacy meaning which in regard to the society in which thye are serving, residents
of Hull, the reputation of the business, community and stewardship, the risk involved
in it will be from the risk register.
8. The feature of operational risk is another feature of the project risk investigation.
Considering poor execution of any requirement of the plan in Smart City OS will lead
the poor delivery of the project. Such as process issues, inconsistency in procurement
or problems in distribution or production is most significant operational risk in the
process.
9. The characteristic of external dispute risk is also one type of risk which is usually
random and is above control of anyone else. This involve people, nature society plus
the government – risk from these zones can be beyond the regulator of project
manager plus it has been acknowledged to be included in the risk register which can
impact potentially and lead to disaster from different areas will hurt the overall
provision of the project of Smart City Hull UK. (Newman, 2018)

Conflicts plus Negotiation

During the development of the project, the feature of having conflict in the project are
moderately known and thus the understanding of these conflict is significant to potentially
diminish in decrease the effect of conflict on the supply of the project. In the enlargement of
the Smart City, the feature of ensuring that the project will be delivered in its full potential,
irrespective of having conflicts which were identified and comprehended and this will assist
in executing the conflicts credibly. There are some of the significant conflict which are
identified during the course of assessment and are discussed below:
1. conflict in the vision of the project is something which is quite common and vision in
the mind of client and that of the project manager is quite conflicting. In this project
UK is the client and even the city council. In case the project manager understand
different aesthetic of the project or the development of the infrastructural expansion as
compared to the client, the disagreements can arise plus will influence the project
even if it is handled effectively. The team will have different ideas as compared to the
project manager and this will definitely lead to more conflicts.
2. The nature of not being team angled and involving various groups in one project is
not just well-suited with views of each other and will result in the expansion of the
divergences in the group variances. (Gandy & Nemorin, 2019)
3. The ability of management by the project Manager and the squad lead or anyone is
also a fact of creating a conflict in the development of team. Not being able to lead the
team of workers will also lead to the development of conflicts.
4. The nature of not working or collaborating and arising of unanimous issue will also
result in conflicts or disagreements in the project. This usually don’t happen often but
the purpose of conflict manager will be reduced potentially and the duration of the
project and delay in the deliveries of the project.
5. Poor communication will also be another factor during the delivery of the project
which will increase the conflicts in the project. Poor communication will also include
contradictions and will lead to damage the final delivery of the project.
6. The facet of reserve plus the rivalry among the contractors will result in the arising of
the disagreements. Such as if the supplier included in the Smart City project is
engaged in the competition of getting better resources in its place of working in
collaboration for the effective delivery of the project utilizing the resources
competently will result in increase in the issues. (Arafah & Winarso, 2017)
Strategies for Conflict Management and Negotiation

As long as there are possible conflicts in the project, having a potential conflict management strategy will
lead to a successful development of conflict management which will decrease the effect on each and the
conflicts mentioned above. The conflicts due to unfortunate concept, the practice of having a group
dialogue plus deciding commonly which one will be more helpful for the stakeholders and the end
operators, Hull residents, clients plus the entire team which will decrease he conflicts eventually (Calzada
& cowie, 2017). The execution of transparency among various groups which have visible differences and
having them on single ground plus encouraging them to work regarding a similar goal which will lead
towards the success delivery of the project and will decrease the conflicts in various among the groups
(Collins, et al., 2021). If the leader is capable to lead the teammates effectively along with the involvement
of additional team leaders who will help the team to be back on track and guide them and make them
improve which will lead to the successful flow of the project and its own consistency (Arafah & Winarso,
2017). The nature of conflicts and poor collaboration will be achieved with the help of operative argument
and making definite that they are able to understand the reason behind coming on a mutual ground will
benefit both them plus the project (Anthopoulos, 2017) .At the end the competition among the resources
will be moderated with the involvement of offering and understanding of the supplies and the managers
which will tell how the combined capitals will advantage the project and everyone who is convoluted in
the project.

Teamwork
In order to create a diverse team project manager needs to be very effective and needs to
consider certain actions.

 Aspect off conducting a group dialogue plus deciding communally which one will be
the best for both the investors that are users, Hull residents, and the client.
(Anthopoulos, 2017)
 Enactment of transparency among various clusters who are visibly different and
acquiring them effectively will be on mutual consent and motivating them to vote for
the common cold which would lead to the successful delivery of the project and will
decrease the conflicts. (Fitsilis, 2015)
 In the setting of the assorted group the occurrence of effective argument and making
sure that they're able to understand the fact that reason behind they are on a mutual or
common platform which will be benefiting them and the project.
 In setting of a assorted team, the disagreements can be managed effectively by the
involvement of the project mediator or the representatives which will help them to
keep the communication smooth among various subdivisions and the battle can be
achieved by the project manager. (Alshawish, 2016)

Possible challenges of operating in a diverse team:

 The dispute in vision among the assorted team will be perplexing for Smart City UK.
 Having no knowledge of culture and history of each other will also lead two
disastrous management all of the individuals and group. (Newman, 2018)
 The lack of capability deletes the focus to the success of the project will also result in
the arising of conflict and confronts in the assorted team.
 The absence of collaboration in the team will lead to a common issue which will
result in the creation of struggle in the project. (Agbali, 2019)

Concluding Remarks
Being a Project Manager, one should be confident about their communication, aspect of time
Management, Effective problem Solving, using effective mode of communication, searching
and opting for effective services and various other factors. Along with this project manager
needs to tech savvy and smart. But in order to benefit the residents and pace the complete
aspect of development he needs to work on certain aspects like problem solving and decision
making skills needs to be improved, he needs to work on various points like the location,
suppliers, Project cost estimation, project triangle which is Cost, time and quality. He needs
to work on Risk analysis, design risk register and implement plan according to it. The project
Manager should identify the stakeholders as well who will be having a significant role in the
project. By identifying some of these pointers, the project manager can sail the ship
smoothly.
