2. Date for Commencement of Works: Within 7 days from written notification of Project Manager

3. Date for Possession of the Site: Within 3 months from written notification of Project Manager (Tentative: Q3/Q4 2024)

4. Time for Completion of the Works: 265 calendar days from and including the date for possession of the Site

5. Defects Liability Period: Twelve (12) months from completion of the works

6. Period of Interim Payment Certificate: Please refer to Conditions of Contract

7. Retention Money (Percentage): Ten (10) per cent of total certified sum

8. Limit of Retention Money: Five (5) per cent of the Contract sum (round up to the nearest thousand dollars)

10. Liquidated Damages for Delay: HK$16,900 per calendar day (calculation based on construction duration of 265 days)

Design Proposal
City University of Hong Kong's Veterinary Clinical Sciences Department has planned to
build an Operating Theatre/ Anaesthesia Suite in Jockey Club Tower, a new building

This project requires expertise in medical gas installation and in-depth knowledge of
surgery suite operation. Therefore, the awarded specialist contractor is responsible for a
design that is fit for purpose.

Biocline's integrated design and delivery methodology provides a single po int of

accountability, improved risk management and construction quality, and measurable cost
and schedule efficiencies. Our design proposal has outlined our understanding of the
project and our design considerations.

Our Understanding of the Assignment Objective

The objective of this Agreement is for the awarded specialist contractor to successfully
design and build an education-focused, state-of-the-art clinical veterinary area for JCC's
Veterinary Clinical Services Department. The end product aims to provide a teaching
facility that facilitates/ demonstrates gold-standard veterinary theatre management.

• When considering the overall layout, we have considered the people flow, animal

patient flow, and material flow for a surgery and anesthesia suite suitable for 14-16
people to work in and a minimum of 8 cats and 4 dogs under examination.

• Animals/patients enter the main entrance and can be immediately placed in the
patient ward which is also linked to the patient examination/ medical laboratory room
for easy examination/ monitoring. The kennels are designed to fit minimum of 8 cats
and 4 dogs.

• Faculty staff and students enter from the main entrance and go straight into the
changing room (right next to the main entrance) where they can then enter the clean
areas (under high-level aseptive standards). Changing rooms are also adjacent to
lavatories and laundry area.

• High-level aseptic standards are applied for clean areas (OT, scrub room, sterile
storage, etc).

• Nurse stations are placed next to the recovery area with a full-height vision panel so
that they can monitor the patients with ease.

Use of Palmeco Wall System for Non-Sterile Area

Biocline's approach to building sustainable clean rooms is to select building

materials that are eco-friendly, easy to install, and fit for purpose. For non-
sterile areas, we would like to suggest the use of a Hong Kong brand,
Palmeco, which offers fire protection wall panel systems that are safe and
green.

Palmeco Master Board is a class A1 fire-rated building board with strong fire
and water resistance. It is made of recycled material that is non-toxic, and
green, providing a safe environment. The board thickness can vary from
4mm to 12mm according to requirement and application. It is durable, fire
and moisture/termite resistant, lightweight, and easy to cut and install.

The wall can be easily constructed by lightweight metal C&H channels to

form a solid non-load-bearing partition wall without any wet trade. It is fast,
clean, and requires no special skill or labour as the Geo-Panel is
prefabricated in the factory. It reduces material wastage and debris on the
job site.

Subsequent to the issue of the Tender, please note the following queries (using the exact
wordings provided by the tenderer) raised by the tenderer and also our answers to the
queries.

Query No. 1 (General Item)

Please clarify if there are any nominated sub-contractors for the works involved in the
project, especially for FS AFA, CCMS/BMS and access control systems.

Answer:
There are no nominated sub-contractors.

Query No. 2 (General Item)

Please provide base building plan, structural and BS drawings showing Employer's
provisions and bare shell for reference.

Answer:
Please find attached "Item 2_Building and Structural Plan.pdf' for 9/F building plan and
9/F & 10/F structural plan (3 pages). The Contractor shall refer to Tender document "6 -
Background information and Interfacing Requirement" for Building Services

Query No. 3 (Builder's Work)

Please confirm any fire compartments within the premise and fire ratings of the builder's
works.

Answer:
The entire 9/F of JCT is a single fire compartment.

Query No. 4 (Builder's Work)

Please clarify if the 2 nos. main entrance door and the 1 no. emergency exit are provided
by Employer or under this contract, as the door access control system at main entrance are
provided by Employer.

Answer:
2 nos. main entrance door and 1 no. emergency exit door shall be provided by Employer.
