HOW TO USE THE COMPETENCY-BASED CURRICULUM (CBC) EXEMPLAR

Welcome to the CBC Exemplar on Driving NC II, a qualification under the


Automotive and Land Transport sector.

The CBC Exemplar on Driving NC II was prepared collaboratively by the


Curriculum and Training Aids Development Division (CTADD), trainers, content experts,
industry experts and other stakeholders to provide complete guidance in the conduct
of TVET programs in Driving NC II. This pertinent document serves as a basis for the
groundwork and actual implementation of a training program as well as a reference
for program registration under the UTPRAS.

Sourced from the stipulations in and analysis of the related/corresponding


Competency Standards, this CBC Exemplar sets out the specifications for a course or
subject (module) which describes all the training experiences that a trainee or learner
undergoes that leads to an appropriate certification. It generally includes the
following components, namely:

COMPONENT DESCRIPTION

Learning Outcomes Clear statements of what a learner can be expected to


(LOs) know, understand and/or do as a result of a learning
experience. (IRR of RA No. 10968)

Contents Specific knowledge, skills and attitude that are to be


addressed within this learning outcome.

Conditions Specify the conditions under which the learning and


assessment will take place. This can include a list of
tools and equipment, access to learning resources and
equipment manuals, and type of facility. This should
specify the scope or range of the equipment and
facilities to be assessed.

Methodologies Instructional strategies utilized to facilitate the transfer


of knowledge to the learners allowing them to perform
the given tasks or work activities according to defined
standards.

Assessment Methods Techniques used in gathering different types of evidence


to evaluate a candidate for a particular qualification.

The CBC Exemplar contains the minimum specifications for a training program
which TVIs must adhere to prior to integrating additional contents.

The nominal duration of the program indicates the contact hours between the
learner and the trainer, regardless of the modality, either face-to-face or online
synchronous activities. The Supervised Industry Learning (SIL), or training under a
workplace environment, is also included.

The TVIs are required to conduct an assessment per module based on the
assessment criteria specified in the CBC Exemplar. Learners have to complete all the
requirements (in a form of formative assessments or performance tasks, among others)
of a competency prior to the issuance of a Certificate of Achievement. This essential
document allows a learner to proceed to the remaining modules of the succeeding
competency/ies.

In addition, a summative institutional assessment must be administered to learners


for them to proceed in taking up the corresponding National Competency Assessment.

With the rise of dynamic and emerging technologies brought about by area-
based/demand-based requirements in the regional and provincial levels, the users of
the CBC Exemplar may constantly review and update this document depending on the
needs of their industry counterparts to ensure the delivery of quality TVET programs.

COURSE DESIGN

COURSE TITLE : DRIVING NC II

NOMINAL DURATION : 154 hours


(plus 40 hour SIL)

COURSE DESCRIPTION :

This course is designed to equip the individual with desirable attitudes,


knowledge and skills required to carry-out tasks of a light vehicle driver in accordance
with industry standards, and in adherence to the regulatory requirements of the Land
Transportation Office (LTO), and other government agencies and/or private entities. It
covers the following four core competencies: Carry Out Vehicle Maintenance and
Servicing, Drive Light Vehicles, Obey and Observe Traffic Rules and Regulations and
Implement and Coordinate Accident/Emergency Procedures.

This course contains module and contents required of the Land


Transportation Office and in consonance with the agreement between TESDA and LTO
on the implementation of Driving courses. It also includes basic and common
knowledge, skills and attitudes capturing the 21st education requirements and in
accordance with land transportation industry standards.

Learners who are non-holders of Students-driver’s Permit, Non-Professional


or Professional Driver’s License are required to complete and pass the institutional
assessment designed for the module “Theoretical Driving Module” under the unit of
competency “Move and Position Vehicle”. Learners who completed/passed the
assessment should secure “Student-driver’s Permit” from the nearest Land
Transportation Office, prior commencing to work on the modules related to the actual
driving activities. On the other hand, learners who have Student-driver’s Permit, Non-
Professional or Professional Driver’s License may proceed working on modules all
throughout this course.

ENTRY REQUIREMENTS:

Trainees or students should possess the following requirements:

➢ good moral character;


➢ ability to communicate both oral and written;
➢ digital and ICT literacy skills; and
➢ Physical and mental fitness.

TRAINER’S QUALIFICATION

Must be / have / not have:

➢ a holder of a Driving NC II;


➢ a holder of a National TVET Trainer Certificate (NTTC I);
➢ digital and ICT literacy skills;
➢ able to communicate, both orally and in writing;
➢ physically and mentally fit;
➢ a holder of professional driver’s license restriction code number 2, for at
least 5 years;
➢ any traffic violations for the past twelve (12) months prior to application as
instructor/trainer; and
➢ a history of suspension or revocation of driver’s license for any cause.

MODULE DESCRIPTOR : This module covers the knowledge/information, and
