Hon’ble Chairman, CBSE again welcomed all the members of the Governing
Body and new members of the Governing Body. He at the outset appreciated the
efforts made by his predecessor Smt. Anita Karwal who is presently Secretary
(SE&L), MHRD for the tremendous contribution made by her in new areas to move in
by the Board and setting up systems. While discussing the progress of the Board
and the initiatives taken by the Board since the last Governing Body meeting,
Chairman, CBSE informed the members about the new developments/initiatives
taken/being taken by the Board. He elaborated the following:
3. There is a wide difference among schools which are at the top and those who
are at the bottom of the ladder in terms of performance of students even among
CBSE schools and steps need to be taken to ensure uniform quality of education
and outcomes in schools.
4. We should keep in mind the fact that there is a draft New Education policy that is
going to be published which lays a roadmap for the future of education in the
country and CBSE should be proactive and in a state of readiness to implement
the policy.

7. He elaborated on the areas which CBSE will be and has been focusing on like
shifting from present pedagogy to experiential learning, competency based
learning which will be a sea change in terms of making learning child centric and
joyful.
8. Board has taken a decision to introduce competency based testing for 10th and
12th Board exam. The start was made last year which was 10% for Class 10th
and will be 10% for Class 12th and 20% for Class 10th this year. But now in
conjunction with what are the purposes and aims of the Foundational learning
mission we will try to introduce this in Class 3rd, 5th and 8th also in a gradual
manner. This will be a huge exercise where we will build up the skills of teachers
and administrators to start implementing this.
9. We should not put these issues and semantics of education in an expert area.
Ultimately the teachers, parents and students should be able to understand it
and therefore the imperative to demystify and democratize semantics of what we
deliberate at policy levels.
10. Board’s core strength lies in examination. There have been a lot of steps taken
in this regard in terms of ensuring credible examinations but there is a need for
setting up a good infrastructure in 2 or 3 years through which Board will be able
to provide assessment which is online and adaptive so that over a period Board
will be able to develop proficiency and systemic ability to conduct examinations
based on the science of assessment.
11. The primary shifts for the 21st century is the need to shift from providing
information to make students analyse and think. Any student can surf the
internet and have access to knowledge which wasn’t available to earlier
generations. This will enable the students to work in an environment where the
half life of knowledge is decreasing rapidly and make them adaptive learners.
Earlier what was taught in school would serve you for nearly 40 years, but now
with the half life decreasing it is no longer relevant for more than 4-5 years. Our
job is to develop a hunger for learning in students and provide them an
environment where they become life long learners.
12. Some of the other challenges that Board faces is the process of accreditation
and affiliation. The process of affiliation has improved substantially and we are in
the process of reviewing it further. The Academic Unit has come up with the
SQAF framework which the schools can use to develop and orient themselves
for accreditation which will strengthen schools and improve their quality.
13. Major strength of CBSE is collaborating with schools, Partner Institutions, NGOs,
who actively collaborate with CBSE to strengthen the education system and we
hope to traverse this journey together.
Thereafter the Secretary, CBSE and the concerned Directors of the Board
went through the Power Point Presentation on the various activities undertaken by
the Board since the last Governing Body meeting of the Board.

Following the Power Point Presentation the Secretary, CBSE and Directors of
the Board discussed their respective Agenda Items and also briefed about the
important initiatives/ decisions taken by the Board.
The members noted the action taken by CBSE on the minutes of the
meeting held on19th December, 2019.
The members were informed about the decision taken in the Finance
Committee meeting held on 22nd June, 2020. The members approved
the recommendations made by Finance Committee in its meeting.

The Board has to get quality certification that will help in streamlining
the in-house processes. An agency will be engaged for this purpose.
Keeping strategic future in view the Board will engage an agency that
will do the entire planning for Board like Manpower planning and
restructuring of the organization which is necessary for Board to serve
well in coming 5 years.
Besides the digilocker and other things the Board is planning to put up
all the results and Certificates in block-chain system within current year
so that it become immutable and people can access it. Also the Board
plans to build up data visualization and machine learning or Artificial
Intelligence competencies.
