SUBJECT : Progress Report re: Stabbing Incident Resulted to the Death of
Peter Dominggo Salas
DATE : January 4, 2023
3. The stabbing incident was reported to the authority by the victim’s cousin who
was with him during the incident named Arman Salas Lim. The incident resulted
to the death of the victim which obtained seven (7) stab wounds at the back
portion of the victim’s body. The victim was hurriedly brought to Carigara District
Hospital, unfortunately, the attending physician confirmed the victim was “dead
on arrival”.
5. The bladed knife used during the perpetration of the crime was recovered and
was turned-over to the authority subject for further examination and can be used
as an object evidence in court.
6. The suspect was temporarily detained at Jaro Municipal Police Station for
proper case disposition. A case for Murder under Article 248 of the Revised
Penal Code was being prepared for an immediate filing in court.

and was turned-over to the authority subject for further examination and can be

there’s an existence probable cause and shall proceed to held for trial.

SUBJECT : Spot Report re: Stabbing Incident Resulted to the Death of
Peter Dominggo Salas
DATE : January 2, 2023
1. Dated January 1, 2023, Sunday evening exactly around 10:30 PM, stabbing
incident transpired particularly at the waiting shed located outside the Alta Vista
Elementary School at Santiago St. Brgy. Poblacion 1 Jaro, Leyte. The identified
victim was Peter Dominggo Salas, 25 years old, was born on December 7, 1997,
male, single, college undergraduate a mall security guard and a resident of #25
Real St. Brgy. Poblacion 1 Jaro, Leyte was stabbed by the identified suspect
Jovet Seron, 27 years old, male, single, a tricycle driver and a balot vendor, high
school graduate and a resident of Clarissa Ville Brgy. Poblacion 2 Jaro, Leyte.
2. The initial investigation disclosed that the victim Mr. Salas and his cousin
Arman Salas Lim started walking around 10:10 PM during that night on their way
home along the road of Santiago St. Brgy. Poblacion 1 Jaro, Leyte after having a
drinking spree at Tipsy KTV Bar Brgy. La Concepcion Jaro, Leyte. They were
unaware of the presence of the suspect at the stated place of incident then the
victim was stabbed seven (7) times at the back portion of the victim’s body that
resulted him to laid on the ground which was witnessed by the victim’s cousin.
3. The suspect run away from the scene and Mr. Lim immediately look and
shouted then and there for help to nearby establishment and houses, at that
exact moment it so happened that two police officers are conducting patrol
namely PCpl. Anthony Gonzaga and Pat. James Zabala, the witness immediately
informed the incident and pinpointed the suspect that run away from the crime
scene. The victim was assisted to be brought as fast as possible to Carigara
District Hospital, but unfortunately, the attending physician declared the victim
was “dead on arrival”.
4. The suspect Jovet Seron was taken into custody and subsequently detained at
Jaro Municipal Pollice Station detention and presumptive case of Murder under
Article 248 of the Revised Penal Code will be incurred.

5. The parents of the victim identified as Dominica Dominggo Salas 55 years old
the victim’s mother and Robert Alon Salas 56 years old the victim’s father
appeared at this office and gave her voluntary statement and then filed their
complaint against the suspect in behalf of their deceased son.
6. A case of murder under Art. 248 of the Revised Penal Code was filed at the
Prosecutor’s Office under National Prosecution Service Docket No. 01-03-04
dated January 20, 2023 wherein “treachery and evident premeditation” were
present during the commission of crime that served as the qualifying aggravating
circumstances.
7. Hence, the Duty Inquest Prosecutor William Santillan Cruz had signed an
inquest resolution which directs the arresting officers to turn over the accused to
Tacloban City Jail.

Death of Peter Dominggo Salas

5. Sworn Statement of Renzo Mansano marked as Annex “B” neighbor of the victim
claimed that the incident emanated when the victim allegedly courting and having
random dates with the ex live-in partner of the suspect named Angelina Dacillo
Lopez which the suspect believed that they allegedly had a relationship between
the ex live-in partner and the victim. He also added that on the same day of the
incident, he saw that the suspect passed by almost twice on the street where he
and the victim resides.
6. Joint Affidavit of Arrest marked as Annex “C”, the arresting officers PCpl.
Anthony Gonzaga and Pat. James Zabala, claimed that upon the arrival and
inspection of the place of incident they subsequently run and search the place
where the suspect run to avoid him to flee. Fortunately, through the fast and
immediate response, the arresting officers was able to arrest the suspect,
afterwards, informing the suspect’s Miranda rights.
IV. INVESTIGATION/FINDINGS
8. According to the statement of the neighbor’s victim Mr. Mansano, it so happened
that on the same day he also saw the suspect passed by twice on their street
and the incident emanated that the suspect may have assumed that the victim
and his ex live-in partner already have a relationship. The presumptive motive of
the incident, the suspect felt intense feeling of jealousness towards the victim.
Based on further investigation conducted, during the interview of the victim’s
cousin Arman Salas Lim revealed that the suspect had been probably hiding and
then surprisingly stabbed the victim at the back because it was too dark on the
portion of the waiting shed that’s why he and Mr. Salas didn’t notice the suspect,
wherein it contemplates murder’s qualifying aggravating circumstances of evident
premeditation and treachery.
V. CONCLUSION
9. Based on the pieces of evidence collected and the statements of the
witnesses and complainant gathered the violation of Article 248 of the Revised
Penal Code was consummated wherein the victim was stabbed by the suspect
with treachery and evident premeditation which resulted to his immediate death.
VI. RECOMMENDATION/DISPOSITION
10. The case should be considered closed and solved. Moreover, I commend the
officers involved for their efficient performance and accomplishment.
