With this letter I would like to forward to you an invitation to nominate suitable candidates for one
iteration of the Battlefield Evidence Institutional-level Training Course that will be delivered by the
NATO Stability Policing Centre of Excellence, in coordination with the NATO International Staff
Operations Division, in Vicenza (Italy) from 10 to 14 June 2024 (Arabic interpretation foreseen).

This course aims to improve the ability to fight terrorism by building relevant capabilities in the area
of Battlefield Evidence in a sustainable and whole-of-government approach. It will provide training
and advice on counter-terrorism interagency cooperation, specifically among military and law
enforcement, and in particular on how to strengthen the ability of civilian criminal justice actors to
investigate, prosecute, and adjudicate terrorism cases.

The training is tailored towards tactical units’ Officers and Warrant Officers from both law enforcement
and the military. Participants will acquire basic skills and knowledge on incident scene preservation,
on the management and collection of information and material that may be used as battlefield
evidence, as well as an understanding of related investigations. The training is supported by the
United States within the framework of the NATO Voluntary National Contribution Fund.

Engagement and cooperation with partners is a cornerstone of NATO’s counter-terrorism work,


including through dialogue, training, education and capacity-building activities. I am therefore pleased
to be able to extend the invitation to this training course to partners from the Mediterranean Dialogue
and Istanbul Cooperation Initiative, and eligible G5 Sahel countries.

The attached Calling Notice contains further details about these training courses, including

Subject: Invitation to the "VII. Battlefìeld Evidence Institutional Level Course".

1. Please fìnd attached the information on the "Battlefield Evidence Institutional


Level Course" (VII. Iteration), which will be conducted from June 10,2024, to June
14, 2024, at the NATO Stability Policing Centre of Excellence (NATO SP COE) in
Vicenza, ITALY.

2. The course was developed at NATO International Staff's request within the
framework of the "The Voluntary National Contribution Fund (VNCF) Battlefìeld
Evidence (BE) Institutional Training Project", thanks to a grant bestowed by the
United States. The aim is to support NATO's overall objective to improve partners'
ability to fight terrorism through building their counterterrorism capabilities in the area
of BE, in a sustainable and whole-of-government approach.

3. The course is meant to previde tactical military and police units' commanders and
personnel with basic skills and knowledge on crime scene preservation, as well as on
information collection management and investigation with a view towards facilitating
the sharing of information obtained by the military to support law enforcement
processes as battlefìeld evidence (see Annex A and B). As the focus of this course is
operational in nature, justice officials may be considered but are not the priority
candidates.

4. The working language is English, translation to Arabie will be provided, as


appropriate.

5. Please note that, due to organisational constraints, neither substitutions nor last
minute changes will be allowed.

6. The NATO Stability Policing Centre of Excellence actively encourages the


participation ofwomen to its activities, fully in line with Uniteci Nations Security Council
Resolution 1325 (2000), which advocates far a wider role and contribution ofthe latter
in fìeld-based operations.

Requirement for the Creation of the Course: The course is meant to fill the requirement
for tactical military and police units to perform basic crime scene preservation and evidence
collection.

Aim: The course aims to provide tactical commanders in operational deployment with
fundamental knowledge of forensic procedures and techniques enabling collection of
information and material in the battlefield.
2. Performance Objectives:
In accordance with NATO Bi- Strategic Command Directive 075-007, the course is conducted
to provide the attendees with the basic knowledge and the foundation skills that should
enable them to deal and understand Battlefield Evidence collection issues in the military
applications.

of NATO operations.
PO 2. Organize on-site collection activities.

Subject Matter Experts in the field.

Releasable to the Public.
8. Instructional system design: NATO Bi- Strategic Command Directive 075-007, Education
and Individual Training is the base for the course. The course has been designed to ensure
that the attendees will be able to deal with BE issues in a military environment in the best
possible way.
9. Instructional sequencing: The agenda of the course – attached to this document – gives
information about the topics and the way they are dealt with in the course, starting from the
general concepts to practical experience.
10. Student Assessment Plan: There is only formative assessment during the course, based
on attendees’ interactivity. No test will be given to the attendees at the end of the course.
11. Update/Revision Plan: Daily feedbacks received from Students, Internal Evaluator,
Lecturers, Course Director, Course Assistant or other Supporting elements at the end of this
course will be evaluated for possible course changes/improvements.

The aim of this brochure is to familiarize students with the NATO Stability
Policing Centre of Excellence (NATO SP COE) and its facilities as well as to provide
the students useful information before attending the Battlefield Evidence Institutional
Level Course.

I. Introduction

The NATO Stability Policing Centre of Excellence (NATO SP COE) is


located in the “Gen. CHINOTTO” Barracks where also the Center of Excellence for
Stability Police Units (COESPU) and the European Gendarmerie Force (EGF) are
seated.
The NATO SP COE is a multinational military body, whose functioning and
relationship are governed by the cited MoU. The COE is manned and funded by Italy,
as the Framework Nation represented by the Ministry of Defense, and by the Czech
Republic, France, Greece, Poland, Romania, Spain, The Netherlands and Turkey.
The Lead Service of the Framework Nation is the Carabinieri Corps. The contributing
Services of the SN are: the Czech Military Police, the French Gendarmerie, the Greek
Army, the Polish Military Gendarmerie, the Rumanian Gendarmerie, the Spanish
Guardia Civil, the Royal Dutch Marechaussee and the Turkish Gendarmerie.

II. Before the course

1. REGISTRATION

mean that you are accepted to the course. You will be informed in due time about the

2. SECURITY CLEARANCE
Not required.

3. COURSE FEE
Free of charge.

4. VISA REQUIREMENT
After receiving approval from NATO SP COE to attend the course the attendees
will be provided with a VISA support letter. It is responsibility of the attendees
to apply for Visa if needed.

5. TRANSPORTATION
NATO SP COE will provide attendees with round trip flight tickets in economy class,
according to the data reported during the registration process.
NATO SP COE will provide transportation from airport of arrive to Chinotto
barracks and vice versa. Details will be provided in due time.

6. ACCOMMODATION
The accommodation will be provided free of charge within the Chinotto barracks,
in single room with private bathroom.

III. During the course

1. BADGE
An identification badge will be provided during the in-processing. The identification
badge must be displayed at the entrance of the installation and must be visibly worn
all time within the installation.

2. IN-PROCESSING
In-processing is provided through a briefing delivered the first day of the course.
Students will receive Welcome Package containing basic instructions and stationery.
There is no need to bring own equipment.

3. STANDARDS OF CONDUCT
“Gen. CHINOTTO” Barracks is an Italian military installation, where also
international personnel are serving. Attendees at the NATO SP COE courses are
required to behave accordingly and to comply with the military regulations and
dispositions issued by the COESPU Director, who is the base Commander, and the
NATO SP COE Director. The Course Director will give more instruction on the daily
activities.

4. BOARDING
Full board will be provided for free in accordance with the instructions issued by
the NATO SP COE and will be served in the mess hall aligned with the respective
course schedule. Food restrictions are to be communicated during the registration
process, generally there is always the possibility of having “no pork” meal.

The working language is English. Translation to Arabic is provided.

IV. Miscellaneous

1. CURRENCY
The currency in Italy is Euro. It is highly recommended to exchange the money
before the arrival at Chinotto barracks.
The nearest ATM (Unicredit Bank) is located in Via Medici 200m from the main
gate of the Barracks

2. COMPENSATION FOR DAMAGE SUFFERED BY THE ATTENDEES


NSPCoE is not accountable for any costs related to medical care, travel accidents,
injuries or loss of goods incurred by the trainees out of the working hours, before you
board the bus after arrival in Italy and after you disembark the bus, when you arrive to
the airport to depart from Italy.

3. DRESS CODE
Battle dress uniform, boots and waterproof jacket

4. ELECTRICITY
Italy uses a 230 volt 50 Hz system. Sockets have the European standard and plugs

5. LEGAL RESPONSIBILITY FOR DAMAGE CAUSED BY THE TRAINEES


The NATO SP COE disclaims legal responsibility for damage caused by the
attendees to a third party (including people, property or animals) while involved in
training activities. The same applies to damage directly or indirectly linked with their
presence in the Italian territory, whenever their guilty or fraud is ascertained on the
basis of evidence emerging from investigation by the Italian Authorities.

6. MEDICAL CARE
First aid is provided free of charge by the installation’s Medical Section at the
Infirmary and, in accordance with the Italian medical assistance laws and regulations
and international agreements relevant for the treatment of foreigners, by the Italian
public health care service.
The installation's Medical Section ensures first aid during working days from 07:30
to 17:00. In case of emergency during the working hours, transportation from the
installation to the City Hospital will be provided.
The NATO SP COE will not cover trainees’ expenses for medical treatments not
related to injuries suffered during training activities. Attendees are advised to check
their insurances.

7. PHOTOS AND VIDEO CLIPS POLICY
During the courses (trainings) the Public Affairs Office may wish to take pictures
or to shoot videos for their subsequent use in publications and media products such
as brochures, newsletters etc., which could be potentially posted on the NATO SP
COE website and on other social media.
If attendees do not wish to be portrayed, the Course Assistant/Course Director
should be notified as soon as possible.

8. PARKING
Parking in the barracks is permitted for duty cars only, upon confirmation.

9. SMOKING POLICY
Smoking is only permitted outside the buildings.

10. TIME ZONE


Italy is on the Central European Time Zone.
