1 Introduction
Agricultural management information system (AGMIS) is designed to track the overall agricultural sector
performance monitoring platform. It is multitenant web application and it makes it first in its kind to be
implemented in ministry of agriculture and probably in Ethiopia. The multitenancy means one platform
supporting multiple tenants (isolated applications) , it runs as one system but each tenant have its own
independent database. If we have 10 or 12 projects in the ministry all projects will have their
independent database to utilize AGMIS but they will be using the same web and mobile application for
their activity.

AGMIS as current state have two parts mobile and web application. Therefore, this manual is divided in
to two core parts mobile and web.

2 AGMIS-Web (Web Application)


AGMIS-Web is the heart of the AGMIS platform it is where one can design all components, activity,
indicators and all other required information to operate the system. This user manual is prepared for
end user utilizing the AGMIS and will focus only on the utilization of the system.

2.1 Opening Web application


To open the web application on your desktop you are required to have the following prerequisite.

a. You computer is required to be connected to the internet


b. You have latest web browser (Chrome, Edge, Safari, FireFox , …etc)

If all required prerequisite are satisfied you can open AGMIS by :

a. On your desktop right click on your browser and click open as shown in figure below

b. Then you will be presented with chrome web browser as shown in the figure below

c. On the address please type AGMIS URL: www.moardme.gov.et as shown in the figure
below

d. Then you will be presented with login Screen as shown in the figure below

2.2 Logging In
To login please enter your username and password provided to you on the login screen shown
below

2.3 Home Page
On successful login you will get home screen as shown below.

2.3.1 Home Screen

In the home screen you have the following sub screens

1.1.1.Current user information bar

Information bar indicates the administrative location of current user, components user
allowed to work on and current logged in user name as shown in the figure below.

1.1.2. Mini statistics

Mini statistics shows number components, users, indicators and administrative location
registered into AGMIS system as shown in the figure below.

1.1.3. Dashboards

Dashboards graphical reports designed to help user to visualize selected indicator status.
They are dynamically created and user always can add and remove dashboard as per
his/her need. For demonstration purpose only one dashboard is added as shown in the
figure below

2.4 AGMIS Menus


In this section all AGMIS menu will be explained.

2.4.1 Daily Report
Although it is strongly recommended to create daily report in AGMIS-Collect mobile app but it can also
be done from we application and this is where we create template , populate data , submit for approval,
approve submitted report , view tabular summary report and view chart summary report.

Daily report menus are the following:

a. Daily time critical, here we will create daily report template, populate data and submit for
approval.
b. Received Daily Time Critical, with higher administrative location user receives daily report
for approval and will have option to approve the daily report.
c. Approved Daily Time Critical, use can get already approved daily report here.
d. View Daily Time Critical Summary, user can generate tabular summary report here
e. View Daily Time Critical Chart, user can generate chart summary report here
f. Add Daily dashboard, user can add dashboard to home screen here

2.4.2 Weekly Report

Weekly report menu is where we create weekly report template, populate data, send for approval,
approve weekly time critical and generate tabular summary report.

a. Weekly Time Critical, to create weekly time critical template, to populate data and submit
data for approval.

b. Received weekly time critical, higher administrative level user view received time critical for
approval.
c. Approved weekly time critical, user can see approved weekly time critical
d. View weekly time critical summary, user can generate aggregated tabular report here

2.4.3 Plan

Plan menu is where annual plan is created , quarterly breakdown and monthly breakdown.

2.4.4 Achievement

Achievement is a place to populated monthly and quarterly achievement against the plan

2.4.5 User

In user menu user can close application by clicking logout, change password and change language.

2.5 Change language


a. To change the system langue click change language then you will be presented with the screen
as shown below

b. Now select your preferred language as shown in the figure below

c. Click Change Language then your preferred language will be changed. For your language
preference to take effect you have to logout and login again.

2.6 Change Password


User can change their password anytime they want to to do that

a. From right top menu click your name and from sub menu click Change password . Then you will
be presented with change password screen as shown in the figure below

b. Please provide your old password, new password and repeat your new password.
c. Click change password then your password is successfully changed.

2.7 Daily Report


From daily report menu click daily report. Then you will be presented existing daily report as shown in
the figure below.

2.7.1 Creating Daily Report online
a. To create new daily report from daily report screen click register new daily report as shown
in the figure below

b. Then you will be presented with daily report generation screen as shown in the screen below.
Your location is selected by default .

c. From component select the component you want to create daily report for as shown in
the figure below

d. From Form-TO Date select your date range where you want to collect daily report as shown in
the figure below.

When you finish daily report data collection template will be generated for each data on
the interval you provided.

2.7.2 Insert data on daily report


It is strongly recommended to utilize AGMIS-Collect to insert daily data but still you have option
to insert data online . To do that

a. From daily report screen click open and you will be presented with daily report
data collection web form as shown in the figure below.

b. Insert your data Infront of the indicator and click save when your are done.
c. If you want to submit the data for approval click submit

2.7.3 Opening Received Daily Report


With higher administrative hierarchy (Woreda approve kebele report) can receive submitted
report for approval.

a. From daily report menu click received daily time critical report and you will be presented
with the received daily report as shown in the figure below.

b. To see received report click open

2.7.4 Approving Submitted Report


a. From menu open received daily report
b. From list of received report open the one you want to approve by clicking open the
you will be presented with update daily report screen as shown in the figure below

c. On the screen you can see that the status of the data is on submitted
d. To approve click Approve and confirm your approval
e. Then your data will be approved your data will be presented with screen below

f. Please notice that your workflow status is now moved to approved state.

2.7.5 Creating Custom Dashboard


User can create dashboard by clicking Daily Report -> Add Dashboard menu.

1.1.3.1. Indicator based dashboard


a. Then you will be presented with daily dashboard create screen as shown in
the figure below

c. Select component
d. Select data source level, where the data is collected
e. Leave Is location based unselected for now
f. Select indicator , you will be presented with list of indicator available under selected
component.
g. Select From data, selected from data then your report will be generated from
selected data to the date your are viewing your dashboard.
h. Select chart type , from the range of chart type select the one that best
describes your indicator
i. Finally click save chart then your dashboard will be shown in home screen as
shown in the figure below

1.1.3.2. Location Based
a. Daily dashboard create screen as shown in the figure below

b. Select component
c. Select data source level, where the data is collected
d. Select Location based
e. Select indicator , you will be presented with list of indicator available under
selected component.
f. Select From data, selected from data then your report will be generated from
selected data to the date your are viewing your dashboard.

g. Select chart type , from the range of chart type select the one that best
describes your indicator
h. Finally click save chart then your dashboard will be shown in home screen as
shown in the figure below

2.7.6 Removing Dashboard


To remove the dashboard click Remove and refresh your page , the dashboard will be removed.

2.7.7 Generating Summary Report Tabular


1.1.3.3. Aggregate for all location
This report aggregates data into dimensions. The first dimension is across
administrative hierarchy and the second dimension is date.

a. From menu click Daily Report


b. From sub menu click View Daily Report Summary then you will be present with
daily report summary screen as shown below

c. Select Location, if you want to get aggregated report select higher administrative
location woreda, zone based on your privilege , but if you want to generate
specific location report please select that specific location.
d. Select Component, you can select specific sub component
e. Select data source level, kebele, woreda or zone based on your privilege.
f. Report data, you have to select date range based on your need . if you require
weekly report select a week date range, if you require monthly report select a
month date range …etc.
g. Finally click show report the you will be presented with aggregated report as
shown in the figure below.

2.7.8 Generating Summary Report Chart
1.1.3.4. Aggregate for all location
a. From menu click Daily Report
b. From sub menu click View Daily Report Summary then you will be present with daily
report summary screen as shown below

c. Select Location, if you want to get aggregated report select higher administrative

d. Select Component, you can select specific sub component
e. Select data source level, kebele, woreda or zone based on your privilege.
f. Report data, you have to select date range based on your need . if you require
weekly report select a week date range, if you require monthly report select a

g. Select Chart type based on your need
h. Finally click show report the you will be presented with aggregated report as shown
in the figure below.

i. You can also change chart type then the chart will be change automatically as
shown in the figure below

2.8 PLAN DATA
AGMIS system support to register plan once annually across each level. The plan is registered once
in a year and will be breakdown into quarterly and monthly.
a. To open annual plan , from menu click plan and click annual plan
b. Then you will be presented with annual plan as shown in the figure below

2.8.1 Generate Annual Plan
a. From annual plan screen select Register New Plan
b. Then you will be presented with annual plan screen as shown in the figure below

c. Select component
d. Select fiscal year
e. Click submit and your annual plan template will be generated.

2.8.2 Insert Data To Annual Plan


a. Form annual plan screen click on annual from the list
b. Then you will be presented with the update annual plan screen as shown in the figure below

c. Populate your annual plan data
d. Click save when your done
e. If you want to submit your plan for approval click submit.

2.8.3 Insert Plan Quarter Breakup


a. Form annual plan screen click on quarter from the list
b. Then you will be presented with the update quarter plan screen as shown in the figure below

c. Breakup your annual plan into quarter
d. Click save when you are done

2.8.4 Update Plan Monthly Breakup


a. Form annual plan screen click on month from the list
b. Then you will be presented with the update month plan screen as shown in the figure below

3 AGMIS Collect (Mobile Application)


AGMIS Collect is android based mobile application to collect daily report , weekly , monthly and
quarterly report . This mobile application requires internet connectivity only to create or download data
collection template and to send collected data, during data collection internet is not required it will
work offline.

3.1 Opening Application


a. On your tablet you will find MOA log with AGMIS text underneath as shown in the figure
below

b. Tap the logo then the AGMIS collect application will open

3.2 Logging In
a. After opening AGMIS you will be presented with login screen as shown in the figure below

b. Please write your username and password provided to you
c. Touch SIGN IN , if your credential are correct you will be logged in and presented with home
screen.

3.3 Home Screen
a. After successful login you will be presented with home screen as shown in the figure below

b. At the top of the screen you are presented with information bar about, user, location .

c. You are also provided with Daily Report, Weekly Report , Monthly Report and Quarter report
menus. Each of the menu will take you to specific screen that will be discussed below.

3.4 Side Menu


a. If you click three line at top or if you swipe left to right at the left corner you will be presented
with side menu as shown in the figure below

b. The first menu is Home and it will always takes you back to home screen
c. Daily Report, Weekly Report , Monthly Report and Quarterly Report will take you to their
respective screens.

d. Download data is to download and synchronize your data with online version. This download
might reset your data back to default unless synchronized. This functionality requires internet
connection.
e. Send , is to synchronize data collected on tablet to the online system and requires internet
connection .
f. Logout , this will clear all data downloaded or collected and logout the user. Care have to
be given to synchronize data before logout, otherwise collected data will be lost.

3.5 Daily Report


3.5.1 Creating Daily Report Form
Creating daily report requires internet connection.

a. From home screen or from side menu touch DAILY REPORT then you will be presented with
daily report list as shown in the figure below

b. From top menu click pen as shown in figure below

c. Then you will be presented with new daily report screen as shown in the figure below

e. Select from date
f. Select to date
g. Click save, your daily report template is generated for each day

3.5.2 Inserting Daily Report data


a. From daily reports screen select daily report you wat to insert data to, please check
component, location, date
b. Then you will be presented with list of sub component as shown in the figure below

d. Select on sub component you want to inert data to then you will be presented with list of
indicators as shown in the figure below

f. Select indicator to insert data then you will be presented with data insertion form as
shown in the figure below

i. You can insert data and navigate by clicking next or previous (by swiping left and right) the
data will be automatically will be saved as you navigate . At the end you are required to click
save .

3.5.3 Submitting Daily Report Form for Approval
a. To submit daily report click check the checkbox Infront of submit button

3.5.4 Sending Collected data to the server
a. To send the data go to swipe side menu and click send
b. Or from daily report screen click send button as shown in the figure below

c. Then send data screen is shown in the figure below

d. Click upload data to send the data online , this action require internet
e. And your data is synchronized with the server.

3.5.5 Approving Daily Report Form


a. If you are higher level admin location user you will get reports submitted for approval as
shown in the figure below

b. To approve submitted data check the checkbox Infront of Approve.

c. Then it will be set as approved.
d. If you want to approval to be synchronized send the data
