INTRODUCING THE STATE.
Manipur is situated between 23"-50' and .25"-41' north and 93 '-2' and 94 -47' east,

1J,nd covers an area of 8,622'3 sq. miles. On the north, it is bounded by the. dis-
trict. of Naga Hills, on the west by Cachar, on the south by the Lushai Hills and
Burma and on the eaRt by Burma.
Till October, 1949, when it a~ceded to India, it was a native state under the
Maharaja of Manipur. Under the new Co'nstitution, it is a Part C State, administered
directly by the Centre under a Chief Commissioner. There is a Deputy Commissioner
[pr Manipur, who has only recently been appointed .
. ) ,

The greater part of the State consists of ranges of hills, whose general trend is
north and south. Towards the east, the direction of the upthrust is not so well-
,defined and the country lying between Manipur and the Kubo VaHey consists of
a tumbled mass of hills with a. general tendency to run east and west. In the
centre of the State is the yalley of Manipur, about 30 miles in length and 20 in
breath.
Mountain System:-The following list of the hill ranges of Mariipur is taken
from the Gazetteer by Captain Dun:-The ranges on the west are (1) Nunjaibong ;
(2) Kalanaga; (3) Chakka-Nungba; (4) Kaupum (really only a spur from the Laima.-
tol); (5) Kopru Laimatol. On the north (I} The Kunho spurs; (2) Thumion-Mayang-
Khang; (3) Laisom ; (4) Sirohifara. On the east (1) Sarl.l>meti or Ching-angauba; (2)
Somra ; (3) Kassom; (4) Nupitel or Mapethe; (5) Yomadung. On the south (1) Haobi.
The greatest altitude is attained in the extreme north where Mao Thana is over-
,hung by a peak nearly 10,OOO~ feet above the level of the sea. ·The hills rUllc~s
a rulel in irregular serrated ridges, rising here and there into peaks, but west ii>f
the valley assumes a ·more open and rolling- character. Between Cachar and Manipnr,
they are covel'ea with dense· eve:r-green forests and bamboo jungle. In the country
to the west, pine trees _are common.
Rivers: -The rivers of the valley take their rise in the hills towards the north.
, Oil the east, is the Thoubal, which rises in the· hiBs not far from Ukhrul. West of
, the·' Tb,oubal, is the Iril, which rises about fifteen miles east of Maram, and after skir-
ting the ,town of Imphal falls, like the Thoubal, into the ·Imphal river. Through
. the capital itself flow the Imphal and the Nambol. The last-named riv-er falls into
the Laktak, from· which it emerges under the name of Kortak. This stream even-
tually joins the ImPhaJ, and another· river called Nambol, which rises neat Kangjup-
khul and flows to the west of Imphal and the Loktak. Their united waters, which
are known as ~the Achauba, Imphal, or Manipur river, finally ,fall ,into :h:lle Kendat
and thus into the Chindwin. In ,the hills these rivers are bright and sparkling
streams, flowing along over their rocky beds, but in the valley they assume the
disagreeable characteristics often found in the rivers that traverse an alluvial plain.
In the.. cold, weather they arc .shallow muddy stream.s, creeping along at the bottom
of the .deep channels which they have cut through the alluvium, but in times pf

ten miJes east .of Mao Thana, and flows a westerly course as far as Kairong, where
it crosses the Manipur-Kohima road. Here it takes a bend towards the north, and then·
turns westward, till it reaches the north-west corner of the State. The river then curves
away towards the south, and flows the whole way to Ti~iD'J.ukh alon:!; the eastern side of
the last main ran\!e of hills which separates Cachar froIn Manipur. At Tipaimukh the
Barak turns sharply to the north and as far as Jirighat flows almost parallel with.
thougb. in the opposite direction to, the sect'ioh Of the river that lies between Ka-
bi.naga and 1'ipal.mld.{h. In this portion _ of its coftrse. it forms the boundary between
-(:,"'achi:lr arid Maniphr, but at Jirighat it turns· again to the west lind after a tClt-

TW9 -9ther rivers. of some importa.nce, cros.sed by the traveller from Cac)J.Q,r to .)k-
nipur, are the Jiri, which for a considerable distance forms the western boun~"

~~rry Qff the dxain~ge of the slopes on either side are of .sufiioient size :to merit sp13c ial
mention. In the. <lry season the hili rivers consist, as a rule, of still deep pools
iinked together by shallow rocky reaches. In the rai~s they are liable to suqden
fT~he~, and, though tb.ere is nO very; ,great depth .of water in the riyer, t~be cur-
rent is extrenH~iy swift and strong. The Barak at Kairong only Contains a few l~­
ches. of water iI). the cold weather, but, during the. rains, carts used sometimes 'to

Sham Shaee, Jeet Shaee, one of his younger sons, sent a force which surprised and

The thorne of Manipur quiokly clJauged the h,wtis three timer,; between 1754 and
1764. The Burmese ievaded the country in 1763 and though tIlt'Y only occupied
it for a few days, they were guilty of terrible atroCities and carried away with

which the Manipuris were defeated at r.farnmu, during the. reign of Jaie Singh

given up to_anarchy and confusion. one pretender following another in quick succe-
ssion 011 the throne, some of tbe~n heing Manipuds Cl.nd some BUl'mes·e. In the short
space of 60 years betweyn J 764 and 182!" Manipur passed through a very dark period
of its history, atld was invaded no less than four time::! by the Burmese; for the
last five years of this pedod they had remained in occupation of the country~ No ,.

which' it will be difficult to find a parallel. After the appointment of a political
Agent in 183'.5, the Manipuris were practically guaranteed against invasion from

of primogeniture is but imperfectly acknowledged, and any descendent of the ruling
house who felt tbat he had the very smallt'st prospect of success, did not hesitate
to make an attempt upon the gadi. There wa'l another revolution in the 8t'1te
in 1890, whiCh sllcceeded in driving Sur Chandra Singh [!'OJll his palacl;,' at the
instigation' of Senapati 'l'ell::endra.jit. '1'h8 Government of lndia recogni.sed the new
claimant, hut decided that Tekendrajit should be deported fl'om the State. When
the Chief Commissioner, with an escort of 400 sepoys, personally proceeded to lHanipur
to carry out these order.s, be, with all the British officers, was' murdered while
holding' a durbar. A British force was at once despatched to Manipur, which speedily
reduced it to order. The actin'g Raja. with his brother and' Tekendrajit, were t~'ied

POPULATION.

During the decade 19 !1-51. the general health of the people of M;).nipur
-remained good except in the year 19,~:O d'uring which an epidemic of cholera. broke
--out in Mayang Impha1. Thouhal ~Lnd Moimn3-" In Irnphal area also it slightly
prevailed but mortality 'was not so heavy as in the rural areas. Unfortunately no
'I'tatistics of birth a.nd death can be gi ven as there is no birth and de3.th l'egistration
in the ~t'l.te. In 19!f7 thBre was high £looi callsin~ exteosive darnaga to crops, for
which land revenue l·emi .. sinn amount.iog to more than 2 la.khs of rupees was given.
'The GrEat :Ea.rthqun,ke of 19,50 left the State practicillly unharmed. '1'he E'xcessive
-rainfall of ,9"'7 was followed two yeflTs later 'by a very se-ver'e drought in 1950,
,the sevedty of which was unprecedented in the course of tha last SO years. The
population of th6 State in 1951 "vas 5,77,6::\5 against 5,12,069 in 1941. an increase
of 65,566. This total increase is almost identical with that registered in the pre-
vious decade, which was to the extent of 66,463 and shows an increase of 12.8%
<over its ] 941 population against 14.92 registered in the preceding (iecadf'l. This is
tho lowtlst percentage rate of increase in the last 3 deca.des. The present density
of 1Vlanipur is 67 persolls per sq uars mile, an advance of 8 over its last decade"s
figure. In 1921 the density was only 45 per squ(:l.re. which means that the den-
sity of lUanipul' js increai'ed by almost ~O% in the last 30 years, showing how
steadily and rapidly the pressure of population in the State is increasing. The
whole of the Htato ~eing hill area with 11. densit.y less than 100, in subsidiary table
1(1) in features in the vary first group. As the State authorities were not able
to snpply the figures of its subdivisions, I am not in a position to "York out its
density snbclivislonwise, nor am 1 able to compare their growth of population in
the subdivi3bns in the last '3 decades because in the previous censuses the prac-
tice was to give these figures by Panahs. The State has now heen divided into
R Plains and 5 Hills Ruhdivisions. The majority of the population, as is natural,
lives in J\cfanipur Plains, more especially in the Sadar ~ubdivision, which alone has
a l lO pubtion of 2,70,972. .1iribam is the smallest suhclivisi·)n w.ith a population of
'7,541 only. while Thoubal is the second largest with 1,".3,754.
2. 'rhe population inCl'ease ill l\!Canipur during the dAcade shows no unusual
features, being exactly in line with its tendency in the past; only 1,nO:tJ refugees
Rnd Ii shelter in the State. All of them being ag1'iculturists have l)een reha.bilitated
without any diffioulty. Tbere is very litt1e immigration into the Shate. As many
l.ttl 57l lakhs ont of its total population were born in the State, remaining only I>

{"'T18UF'. giving the pupubtioil of each viHag~ and shQwing the distribution of com·
mnnities and of literat.e p"'l'sons. In VibW of the importance of the 195 \ CensHs, at
wLi,',h in addition to the u"u",l population datil, valuable information was collected
';':mcprning the ::>ooial and eCOnOtrllC life of the people, it was decided to puhlish a
J)ifltdet Census Handhook containing the more important Census abstracts avd tables.

ficatiull based on religion. '1'he people have heen divided into two broad livelihood
categories, namely, the agricultural classes and the non-agricultural clat;ses. 'l'here
ar.e four agricultural classes defined as below :--
(1) Cultivators of land wholly or mainly owned and their dependants.
(II) Cultivators of land wholly or mainly un-owned and their dependants.
(III) Cultivating labourers and their dependants.
(IV) Non-cultivating owners of land, agricultural rent receivers and their-
dependants.
There are &imih.ry four non-agricultural cbs<3es defined as persons inoluding
dependant.s who derive their principal means of livelihood from;-
(V) Production other than cultivation.
(VJ) Commel"ce.
(Vl1 ) Transport.
(VIII) Other services and miscellaneous sources.
The above eight classes have bE-en referred to as livelihood classes.
Each of the above eight livelihood cla~ses has been divided into three sub-classes
with reference to the economic status as below . -
(i) Self-su pporting Persons;
(ii) Non-earning Dependants; and
(iii) Earning Dependants.
(i) A 'Self-supporting Person' is one who earns an income in cash or kind'
sufficient at least for his own maintenance.
(ii) A 'Non-earning" Dependant' is a person who bas no income of his own
either in cash or in kind.
(iii) An 'Earning Dependant' is a person who earns a regnlar (not casual)
income not Eufficient even for his own maintenance. It includes seasonal inoome also.
All self-supporting persons are; OI'dioarily. economically aotive. But there al'e
certain classes and. groups which constitute an exception to this ,·ule. '1'hese are

(i) All sfllf-support,ing persons of A gricultural Class IV.

CENSUS TRACT-SAMPLE POPULATION AND DISPLACED PERS()NS.

Census st.atistiCR of the urban and rural population can be studied in various
ways. 'l'he re8uHs of such studies in comparing the conditions and characteristics
of the urban and rUt'al people in the matter of births, oeaths, sex composition,
sanitation, levels of living etc. would he of great value ,in eoonomic planning _and
developxent .of social welfare work in the State and its, different parts.
Each district was, the~efore, divided for purposes' cir 'the Census into a number
of rural and urban trac~s according to the, size of tha ,populati0n.
Preparatory to the' sorting, and tabulation of census, information. rllral and urban
areas of a. district were grouped into Census Tracts on the basis of instructions
issued by the Registrar General of India. With the approval of the Regis.trar
