CHAPTER II
GOALS AND OBJECTIVES
2.1 Goal
The goal of this contingency plan is to provide effective, efficient, timely, well
organized, and well-defined response mechanism for the consequence
management of the impact of Armed Conflict.
2.2 Objectives
2.2.1 On Coordination
1. To harmonize the response of all Teams which comprises the School
DRRM Team into one Command, Control, and coordination.
2. To establish the School Emergency Operations Center as the center
for policies and direction inside the school.
3. To activate the SDRRMT as the Incident Management Team which has
the sole authority in terms of command, control, and coordination.
2.2.2 On Roles
1. To delineate the roles and functions of local agencies, clusters and
local Government Units involved in the operation.
2. To define lines of authority and coordination for the different agencies
and clusters.
3. To ensure immediate and appropriate response and achieve efficient
and effective delivery of emergency services.
2.2.3 On Resources
1. To ensure that Incident resources (human resource, materials,
methods, machines, and money) are readily available to address the
impact armed conflict.
2. To coordinate with the national and regional agencies and local
government units on the availability of required resources.
3. To predetermine availability of resources outside of the local
government organization.

CHAPTER IV
ACTIVATION/DEACTIVATION/EFFECTIVITY
4.1 ON ACTIVATION
The SDRRM Team shall activate the contingency plan based on the
accurate reports from government authorities and other reliable sources of
information that are in operation within the vicinity where the school is
located. Verified information must come from reliable sources but are not
limited to the PNP, AFP, NBI etc. Once activated, all teams that comprises the
SDRRM Team of the school shall readily activate based on the execution plan
protocol that is inherent in the Contingency Plan. All resources of the SDRRM
team shall be augmented. Such cases shall be under the command, control,
and supervision of the Crisis Situation Team of the SDRRMT.

4.2 ON DEACTIVATION
Upon normalcy of the situation which requires the standing down of the
Operation, the RO (School Head) shall meet with the SDRRM EOC and order
the deactivation of the Contingency Plan. The next step will be the
demobilization of all resources not belonging to the school while those that are
school owned must be returned to their standby locations. The teams shall
oversee these activities as they are knowledgeable as to the whereabouts of the
resources in terms of their origins and designated places in school premises.
After finishing this phase, they themselves will be the next to demobilize to
each of their respected homes and wait for further instructions. Upon complete
demobilization of teams and resources, the SDRRMT officially ceases its
operation and subsequently, team members will return to their former stations
in school in resumption of normal school operations.

4.3 EFFECTIVITY
This contingency plan for ARMED CONFLICT shall be effective upon signature
of the School Head. The plan shall be considered a “working document” and
shall be subjected to continuous review and updating by the School DRRM
Technical Working Group based on the latest policy guidelines that will be
mandated by the Central Office through its Division Offices and other
Government Agencies that are actively involved and has jurisdiction and
authority in maintaining the Peace and Order situation in the country.
