Introduction

• Company Emergency Response Team (CERT)


– A group of selected personnel competently trained in preventing
any emergency from escalating into a major disaster
– Primary role is to mitigate & control an emergency situation of
affected premises during the initial stages
– Effective CERT response is a critical component of a ERP
Introduction

• Public and Industrial Building (PIB) meeting the following criteria are
required to set up their in-house CERT

• Public Building with


– 9 storeys or more (including basement), or;
– Gross floor area 5000sqm or more, or;
– Designed occupancy load 1000 persons or more, or;
– Licensed by MOH as a hospital

• Industrial Premise with


– Site area or GFA 5000sqm or more, or;
– Designed occupancy load 1000 persons or more

• Petroleum & Flammable Material (PFM) Premises with


– Stores more than 5 metric tons of PFM

• Minimum composition of 6 personnel:


– 1 x Site Main Controller (SMC)
• A management representative
– 1 x Site Incident Controller (SIC)
• A operations representative
– 4 x Response Team (RT) members
• Trained in Rescue & Firefighting
• Trained in AED, CPR & First Aid
– Effective 01-Apr-2018

• Larger/Riskier Premises should consider


having a larger CERT

• The key activities to establish a CERT as follows:


– Determine premise tier-level
– Determine the competency level of the CERT personnel
• Establish the competency level of the CERT personnel
– Determine the equipping requirements
• Establish the equipping and procurement plan
– Establish the CERT structure of 6-man team
– Establish the appointment & roster of the SMC and SIC
– Establish the training & deployment of the CERT responders
– Establish the roster of the duty CERT personnel

• The capabilities of the CERTs will be tested and evaluated periodically by SCDF
to ensure their competencies and readiness. The CERTs are assessed on:

• Documentation of records (40%):


– Emergency Response Plan (ERP)
– Training Records (preferred to be from WDA accredited ATO)
– Equipment maintenance records

• Response to simulated practical scenarios (60%):-


– Activation and Response of CERT
– Incident Size Up
– Conducting Mitigation Operations
– Support Activities
– Linking up with SCDF
– Ongoing Operations & Recovery

• The audits serve to identify areas of strengths, weaknesses and to propose


recommendations for improvements.
