1.0 PURPOSE
Purpose of this procedure a sequential system control on the R.O.U. Clearing and Grading activities for main
pipeline to achieve the desire product.
2.0 SCOPE
This procedure covers the ROW method for pipeline, ROU, Clearing & Grading.

5.0 METHODOLOGY
a. The Right - of - way shall be cleared and prepared for the convenient passage of all construction equipment
required for various pipe laying operations by removing there from all bushes, trees, undergrowth, stamps,
rocks and other obstacles liable to impede the convenient passage of the equipment and the laying of the pipe
to the specified width and as shown in map or plan exhibit or to the limited width specified in the grant of the
right-of-way, to the satisfaction of the Engineer –In –Charge.
b. While firming up the alignment based on pre-construction survey, BPCL will take care that no
tree/bushes/shrub is removed. However, in case of unavoidable circumstance for a suitable alignment, it shall
be brought to notice of pmc/VCS for seeking of advice and necessary permissions. All consideration shall be
given to the preservation of trees within right-of-way as directed by the Engineer-In-Charge.
c. BPCPL shall prepare the alignment sheet based on Pre-construction survey for company’s review. Any
obstruction /restrictions in ROU corridor shall be brought to knowledge of company.
d. Boundary wooden pegs shall be installed for delineation of Right of user prior to cleaning & grading.
e. After clearing of right of way, grading shall be performed so as to allow passage of loaded trucks and
equipment without undue wear and tear thereon. The right of way shall be graded preceding the trenching
operation in order to permit the trench to be properly graded for placement of the pipe with no sharp over
bends or sags.
f. Clearing and grading shall also include all necessary right-of way, such as excavation, filling etc., at points
where the pipeline route crosses roads, railways, streams, ditches, landfalls, etc., for easy passage of trucks
and equipment, Necessary grading of the right-of way at all such special crossings and other locations where
needed to provide a suitable ditch for the laying of the line and to protect the line from injury and damages to
the entire satisfaction of the Site Engineer/Engineer-In-Charge.
g. Necessary arrangements shall be made such as ramps, temporary bridges, etc., near canals, ditches and
streams, etc., to the extent necessary for crossing them with men and machinery. This should, however, be
done in such a way as to permit the natural flow therein and to preserve the banks thereof.
h. Any materials or structures removed from the right-of-way shall be treated as property of the PJPL and shall
either be carefully dismantled kept for re-use during restoration or destroyed or otherwise dealt with as per the
direction of the Site Engineer/Engineer-In-Charge.
i. Care must be exercised in clearing all debris from the right-of way to prevent the soil from the ditching
operation intended to be used for backfilling the ditch becoming mixed with such debris.
j. All personnel working on the pipeline, which is being laid in the area influenced by the over head
high voltage system, will be given instructions on safety measures to be taken for the height of the
equipment.
❖ All vehicle & equipment working in the area influenced by the high Voltage System will be
earthed for the safety of the workers, Drivers &Operators.
❖ Measures shall be taken to prevent excavating and hoisting equipment from approaching high
voltage line to within any of the following distance. This distance depends on the voltage carried.
For individual connection the distance shall be-Ref.IND-NCJ-00-PL-DST-006
0 - 50 KV 3m
40 - 200 KV 5m
200 - 380 KV 8m
k. In the case of Right -of-way clearing and grading on hillside or in steep slop areas, proper barriers or other
structures shall be provided to prevent the removed materials from rolling downhill. The Right -of-Way
crossfal shall not exceed 10%
Jaihind Projects Ltd. shall take all safety measure/precautions for Safe working. PPE’s shall be followed.
SOP shall be followed.
7.0 APPENDICES/FORMATS
Note: All precautions and safety aspects to be followed while caring out the work so pipeline are being laid in
existing ROU. Slandered operating procedure as laid in tender document must be followed and trial pits/ of existing
pipeline must be ensured before start of work.
In case of any conflict between the above procedure and project specification the later shall govern without any
prejudice to the term & condition of the contract.
