1. Introduction

The Ministry of Education of Ethiopia has announced the implementation of exit


exam for all undergraduate program students (public and private), beginning from the
2022/2023 academic year, in order to improve the quality of graduates produced by
higher learning institutions. The exit exam aimed at checking whether students have
acquired the required knowledge, skills and attitudes or not. To implement this, it
requires determining competency areas for a specific program, which is already
completed. Based on the competency areas prepared, there is a need to plan the
construction of tests.

Planning of a test is a first and vital step in the construction of an achievement test.
An achievement test demands very systematic and careful planning as good planning is a
symbol of success. Tests are the tools that provide scores that measure level of student
learning and study program learning outcomes. In order to achieve a valid and reliable
measurement of student learning and program learning outcomes, the development of
valid and reliable test is mandatory. A test should be able to measure students’
performance in all dimensions of knowledge, skill and attitude. A carefully planned test
construction helps to improve the overall quality of the test in terms of test content
validity, difficulty level, discrimination power and test reliability. Test preparation is not
an easy task; it requires a careful planning and guideline to make the task simple. Test
construction needs the preparation of test blueprint. Test blueprint is defined as a
complete plan that explains how to develop a test. The term refers to a map or
specification of assessment to ensure that all aspects of the curriculum and educational
domains are covered by the assessment programs over a specified period of time. It helps
curriculum developers/test constructors to match various competencies with the course
content and the appropriate modality of assessment.

Generally, test blueprint will help to ensure that tests: 1) Appropriately assess the
achievement of instructional objectives of the course; 2) Appropriately reflect key course
goals, objectives and the material learned or covered during the instruction period; and 3)
Include the appropriate item formats along with the knowledge and skills being assessed.

Keeping this in mind, the team has prepared this test blueprint manual for control
engineering program in order to help test developers or content specialists in the process
of valid and reliable test construction. The major points considered in preparing this test
blueprint guideline were the core competencies that have been already identified for the
themes of courses, the course contents (syllabus), course credit hours, and the learning
outcomes with their corresponding levels of achievement by learning domains.
In this blueprint, the total number of test items that will appear in the exit exam for
control engineering program is set to be 100 in order to adequately assess the
performance of students in the relevant competency areas. Once this number was set, it
was further distributed among themes, with the share of each theme determined by its
total credit hour. Themes with large credit hours take large share of the total items while
themes with small credit hours take small share of the total items.
1.1. Why this blue print needs to be prepared separately for EDU?

The engineering programs offered at the Ethiopian Defence University College of


Engineering are designed to enhance and modernize various defense sectors across different
engineering fields. As a result, specialized courses with a military focus have been
incorporated into all programs. However, the competencies developed for graduates of
Higher Education Institutions (HEIs) in related programs and streams may not fully align
with the objectives and competencies established for graduates of the Ethiopian Defence
University College of Engineering. In light of this, a distinct test blue print has been created
specifically for the control engineering program at the Ethiopian Defence University,
focusing on the competency requirements of courses like Combat Vehicle Automatic Control
System.

1.2. Objectives of the Exit Examination

The national public administration exit exam shall have the following objectives

 To produce skilled and competent manpower for national and international


markets.
 Inspire graduates in acquiring fundamental skills and knowledge in
Communication Engineering core courses.

 Enhance graduates’ chance to win scholarships for further studies and projects.
 Assessing students’ educational achievement in major areas of Communication
Engineering.
 Ensuring whether the graduation profile of the Electronics Engineering curriculum
has achieved at least common standards of knowledge and practical skills.
 Improving Ministry of Defence & Public trust and confidence in graduates
working as industry specialists, entrepreneurs, education sectors, and Defence &
public administration activities of professionals.
 Facilitating the efforts of students to revise the core learning outcomes of the
courses covered by the exit examination
 It is used to evaluate the competency requirements of diverse stakeholders within
the defense sectors. This entails assessing the knowledge and skills necessary to
meet the specific demands and expectations of defense-related professions.
 By aligning the exam with the needs of stakeholders, it ensures that graduates
possess the competencies required to excel in defense-related roles and contribute
effectively to the defense sector
 Creating a competitive spirit among Electronics/Electrical Engineering
departments in Ethiopia with the view to encouraging them to give due attention
to the national standards.

2. Objective of Test Blueprint Preparation

Test blueprint preparation is generally opted to assist the preparation of a test that is
representative, broadly sampled, and consisting of complete knowledge domain expected of
the Ethiopian higher education students on completion of their study program. The specific
objectives of test blueprint are to:
 Facilitate the construction of a representative and balanced test items for the selected
courses in accordance with the competencies identified.
 Guide test developers or writers to write or set appropriate test items.

Generally, test blueprint will help to ensure tests:

 Appropriately assess the achievement of instructional objectives of the course;
 Appropriately reflect key course goals, objectives and the material learned or covered
during the instruction period; and
 Include the appropriate item formats along with the knowledge and skills being
assessed.
Keeping this in mind, the team has prepared this test blueprint document in order to help
the test developers or content specialists in their process of valid and reliable test
construction. The major points considered in the process of preparing this test blue print
guideline were the core competencies that have been already identified for the themes of
courses, the course contents, course credit hours, and the learning outcomes with their
corresponding levels of achievement by learning domains. In line with these, the number of
test items that should adequately assess the performance of students in all the content topics
will be determined through discussion with the content specialists who construct the blueprint
and test for their corresponding study program.

3. Program Objectives
3.1 General Objective

Bachelor of Technology Degree (B-Tech) in Electrical Engineering with Stream in


control Engineering aims:
 To design, develop and analyze control of a system applied for monitoring,
data acquisition and data analysis of electrical and non-electrical systems including
digital, analogue, robust and higher order controllers.
 Plan, produce, install, implement, operate and maintain the control of a
system.

3.2 Specific Objectives


After completing the Electrical Engineering program, graduate students will be able to:

 Train engineers in Electrical engineering with a specialization in Control engineering.


 Enhance kills, knowledge, and attitude necessary for modification, upgrade, model,
design, and research of control systems.
 Focus on the development of cutting-edge technologies in control systems, including
real-world experience in modeling control system problems, analysis, design and
implementation,

 Develop state space representation of control system, analyze system modeling,
 Construct an algorithm for Process control using PID tuning methods and implement
it for real time application,
 Classify different types of process control configurations
 Evaluate the various control systems of Combat vehicles.
 Prepare engineers for applications of these technologies in various defense and allied
industries,
 Modernize existing defense technologies used by the Ministry of Defense.

On successful completion of the program, the graduates will acquire the following attitude,

10.Conclusion

Exit examination can have a vital role in producing knowledgeable, skillful and attitudinally matured
graduates. It also helps in improving academic programs quality and effectiveness. Furthermore, it can create
the platform for cooperation among academic programs at different universities to work jointly to improve
the programs quality.
Based on identified graduate profiles, competencies and learning outcomes fourteen (14) courses
were selected to evaluate the competency of the target group through exit examination. The draft exit exam
test blueprint is prepared to assist the preparation of a test that is representative, broadly sampled, and
consisting of complete knowledge domain expected of the Ethiopian higher education students on
completion of their study program. This draft exit exam test blueprint should be reviewed and discussed with
all the other universities and stakeholders (Defence sectors). Accordingly, the list of courses may be updated
based on curriculum revision if there is an addition or removal from the identified set.
For successful competency evaluation of the students the following key points should be taken into account.
 The examination questions should focus on key knowledge of each specific course instead of detailed
assessment that has already been undertaken in their course work.
 The examination questions should focus on long-term knowledge and transferrable skill. It should also
take into account the student credit hour load during graduation time.
 The timing and administration of the competency examination should not be a hindrance for timely
graduation.
