NOTIFICATION

The draft of the following rules further to amend the Karnataka Civil Services
(General Recruitment) Rules, 1977 which the Government of Karnataka proposes to
make in exercise of the powers conferred by sub-section (1) of Section 3, read with
Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990)
is hereby published as required by Clause (a) of sub-section (2) of section (3) of the
said Act, for the information of all persons likely to be affected thereby and notice is
hereby given that the said draft will be taken into consideration after fifteen days from
the date of its publication in the Official Gazette.

Any objection or suggestion which may be received by the State Government

from any person with respect to the said draft before the expiry of the period specified
above will be considered by the State Government. Objections or suggestions may be
addressed to the Secretary to Government, Department of Personnel and
Administrative Reforms, Vidhana Soudha, Bengaluru-560001.

DRAFT RULES

1. Title and commencement.- (1) These rules may be called the Karnataka Civil
Services (General Recruitment) (Amendment) Rules, 2024.

(2) They shall come into force from the date of their final publication in the
Official Gazette.

2. Amendment of Rule 9.- In the Karnataka Civil Services (General Recruitment)

Rules, 1977 in rule 9, in sub-rule (1), after clause (1D) the following shall be inserted,
namely: -

“(1E) Notwithstanding anything contained in the rules of recruitment

specially made in respect of any services or post, in all direct
recruitment two percentage of the sanctioned cadre strength of each
Department is set apart for that method in each of the categories of
General Merit, Scheduled Castes, Scheduled Tribes and in each of the
categories among other Backward Classes shall, subject to any general
instructions that may be issued by the Government regarding the
manner of appointment, be filled from among sports achiever
candidates:

Provided that, every Appointing Authority shall provide a separate column for
Sports achievers in the application for recruitment to any category of Group-A, B, C
or D posts for the convenience of sports achiever persons.

Provided further that, if sufficient number of eligible sports achievers are not
available, to the extent of two percent, the unfilled vacancies shall be filled by others
category belonging to the same category.

A candidate shall be considered as a meritorious sportsperson only if he has

participated in the sports or games specified in the table in the National or International
events hereunder either as an individual participant or a member of the team sports or
games:

Note:
(a) The achievements in above sports / games in para category shall be treated on
par with the achievements of the able-bodied sportspersons;
(b) The reservation of 2% for sports category will be confined to sports person who
represents Karnataka State.
(c) In the reservation of 2% set apart for sports reservation, individual events will
be given preference over team events within each category of posts if many
meritorious sports men applied for the post.
(d) Participation at higher level will be considered only when it is supported by
winning medal at lower level.
(e) By whom eligibility sports certificate to be issued will be included in the
notification in consultation with Department of Youth Services and Sports.
For the purpose of this sub rule a sports achiever person shall have priority as
follows:-
