Report at cyber cells- You can approach cyber cell to file a complaint of cybercrime
in any city as cybercrimes don’t have any jurisdiction.

If you are a woman facing such issues and not able to seek help from any other
source, you can write a complaint of being blackmailed to the National
Commission for Women.

you on WhatsApp with explicit content?

1. Harassing/blackmailing is a form of criminal intimidation. Thus if someone is


blackmailing you with video to cause injury to your reputation or property, you
can file a complaint under Section 503 of the Indian Penal Code.
2. Often offenders blackmail with video by forcing or making demands to the victim
which are unlawful. This amounts to extortion which is a punishable offence
under section 384 of the Indian Penal Code. A case under section 384 of
IPC can be filed against the offender.
3. The victim has the authority under Section 108(1)(i)(a) of the Criminal
Procedure Code to contact the magistrate in her area and inform him/ her about
the person she suspects could distribute any obscene matter. The magistrate
has the authority to detain such individuals and require them to sign a bond
prohibiting them from disseminating the video of the victim.
4. Section 292 of the Indian Penal Code can be used by the victim of blackmailing
where the offender threatens to disclose compromising pictures through
electronic media.
5. A case under section 66E of the Information Technology Act 2000 can be filed
for violating the privacy of an individual by capturing videos or disseminating
pictures of an individual without their consent.
6. Similarly, a case under Section 67 of the Information Technology Act
2000 can be filed against the blackmailer for circulating videos to defame an
individual.
7. Section 66A of the Information Technology (Amendment) Act, 2008 prohibits the
sending of offensive messages though a communication device (i.e. through an
online medium). The types of information this covers are offensive messages of a
menacing character, or a message that the sender knows to be false but is sent
for the purpose of ‘causing annoyance, inconvenience, danger, obstruction,
insult, injury, criminal intimidation, enmity, hatred, or ill will.’ If you’re booked
under Section 66A, you could face up to 3 years of imprisonment along with a
fine.

India

New Delhi: Delhi police today arrested the mastermind in a sextortion racket who had
blackmailed several people across the country. Mahendra Singh, who was caught in
Haryana's Mewat, had been running the scam for the last few years.
He came under the police radar after a Delhi man lodged a complaint that he was being
blackmailed. The man had first received a call from a woman who agreed to an intimate
video call with the victim.

Bhubaneswar: The Odisha Police on Wednesday arrested a person and detained four

threatened to circulate those.
The police action came on the basis of written complaints filed by two persons from

New Delhi: A retired government employee one day received a WhatsApp video call
from an unknown number, and ended up losing ₹ 61,000 after accepting the call and
falling prey to 'sextortion' -- a cyber scam where unsuspecting men are approached by
women, who pose naked and strip on video calls, and end up paying money out of guilt
and shame.
The elderly man, 68-year-old DP Yadav, said a half-naked woman started stripping on
camera as soon as he accepted the call. He disconnected immediately but the next day
approached by a scammer who pretended to be a DCP from the Delhi Police "cyber cell
crime branch". The caller said the woman has been arrested and will be produced in
court, and he too needs to be there, Mr Yadav narrated, adding that he was told he
needs to get the video deleted from YouTube if he wanted to protect himself.

He was given a phone number, where he was asked to pay ₹ 20,000 to get the video
deleted. Mr Yadav paid, and asked for a receipt, but was told that would cost an
additional ₹ 41,000, which he again paid.
"Had it (the threat of releasing the video) been real, I would have gone and laid down on
a railway track," he told NDTV.

Kanpur: With the arrest of six men, the Uttar Pradesh Police on Tuesday claimed to
have busted a "sextortion" racket being run through a gay dating app in Kanpur, officials
said.
Additional Deputy Commissioner of Police (west) Lakhan Singh Yadav said the accused
created fake profiles on the gay dating app 'Blued'.

They engaged in friendly chats with the victims and after some time, take them out on a
date. They would indulge in sexual activities and shoot naked videos of them, he said.
They would then rob them of their valuables and transfer money from their bank
accounts through UPI using their phone by threatening to circulate the videos on social
media, the officer said.

scam, said the officer.

New Delhi: Delhi police on Friday busted two gay sextortion rackets active in South-
East Delhi and arrested four persons who allegedly used to trap victims through a gay
dating app.
Police recovered two mobile phones allegedly used in the offence from the possession
of the accused.
District Commissioner of Police (Southeast), Rajesh Deo said that the accused used the
'Grindr' app to trap the victims.
"Two gay sextortion rackets active in the southeast district have been busted. Four
accused have been arrested," DCP Deo added.
"The victims, due to fear of stigma, surrendered to the illegal demands of the accused
persons and transferred the extorted money to accounts of accused persons," the
official said.

Pune: The Pune police have arrested a 29-year-old man from Rajasthan in connection
with the "sextortion" case of a teen from the city, who allegedly died by suicide after he
was harassed and blackmailed by online fraudsters.
A 19-year-old man died by suicide after being harassed and blackmailed by online
fraudsters in Dattawadi area of Pune on September 28. The college student had fallen
prey to threats of online fraudsters and paid ₹ 4,500 to them, but ended his life as he
could not take the pressure.
"The investigations in the case led us to Gothri Guru village in Rajasthan's Alwar district,
where we apprehended Anwar Suban Khan. He is the mastermind behind the sextortion
racket being run from the village," senior inspector Abhay Mahajan of Dattawadi police
station said.

9. Sextortion racket in Chandigarh and police tips to prevent it

Chandigarh Police’s Cyber Cell has arrested two men for allegedly extorting money
from a local after blackmailing that nude clips of women speaking with him on video
calls would be leaked.

The accused were identified as Dinesh Meena (23) and Girdhari Singh (20) of Jaipur in
Rajasthan. While Meena is a graduate, Girdhari has passed secondary school. Police
said that the two were arrested pertaining to a case registered last month where the two
cheated one Rohan Goyal of Sector 15 of Rs 3.41 lakh.

Police said Goyal had reported to police that he received a friend request from a woman
named Rashi Agarwal on Instagram. After accepting her request, she begins to chat
with him and asks for his WhatsApp number.

After this, she made a video call from her Whatsapp number to the complainant. As he
answered that call, a nude video call started and the complainant tried to cover his face
but till then his face was captured by the caller.

10. Student held in sextortion vase

Chandigarh: The accused was identified as Aryan Singh, hailing from South AB Nagar,
Unnao, Uttar Pradesh, was arrested from his hometown.The cyber-crime cell of
Chandigarh Police on Tuesday arrested a 22-year-old BCA student for allegedly
blackmailing a city resident with objectionable photos and videos and seeking ₹20,000
in ransom.
The victim, in her complaint, said that she had and her boyfriend had stayed at a hotel
in Lucknow, UP, around three months ago.

On March 30, Aryan sent objectionable of the victim to her via Instagram and demanded
₹20,000 in ransom, threatening to share the photos online and with the victim’s family.

The police said that the victim informed the police when Aryan asked for money even
after the victim paid the said ransom.

Police confirmed the said videos were found in Aryan’s phone. A case has been filed
under Sections 384 (extortion), 420 (cheating) and 120-B (criminal conspiracy) of the
Indian Penal Code and under relevant sections of IT Act at Chandigarh cyber-crime
police station.
