Project Constraints
Unlike risks, critical project barriers are insurmountable issues that can be destructive
to a project’s initiative. In this project, the following are possible critical barriers:
Should any of these events occur, the Project Plan would become invalid.
The information contained within the Project Plan will likely change as the project progresses.
While change is both certain and required, it is important to note that any changes to the
Project Plan will impact at least one of three critical success factors: Available Time, Available
Resources (Financial, Personnel), or Project Quality. The decision by which to make
modifications to the Project Plan (including project scope and resources) should be
coordinated using the following process:
STEP 2 The Project Manager will review the change and determine the associated
impact to the project and will forward the issue, along with a
recommendation, to management for review and decision.

8. Site Control
Registered Asbestos Contractor (RAC) would implement control measures for its employees,
work site of client and all who will be conducting site visits at the demarcated work area.
Asbestos supervisor would be appointed in writing over the asbestos work as required by
Abatement Asbestos Regulations, 2020 and also provide overall supervision of the work on
daily basis.
SHEQ Solutions would be responsible for the control measures that relate to prevention of
asbestos disease, fibre release and conduct air monitoring as agreed in this asbestos work
procedure for between them and contractor.
9. Asbestos-cement Procedure
The following procedure shall be followed during the dismantling, removal and disposal of
asbestos-cement roof sheeting.
The Work Area would be barricaded to close off the immediate work area.
Employees would sign an attendance register and site clearance form before proceeding
for the dismantling, removal and ethical disposal of asbestos-cement wall gladding.
Employees would be provided with SABS homologated respirators with, at least, FFP2
classification after they have undergone training regarding its limitation, use and fitment.
Roof sheets will be kept damp in the immediate work area using a fine pump up garden
spray with TSW. Over wetting which will result in slippery conditions should be
avoided.
Asbestos staff shall observe high standard of personal hygiene. When work is
completed and before taking a meal, all employees leaving demarcated work area shall
ensure that the protective clothing and foot wear must be stored safely. Used
respiratory protective equipment shall be disposed of as asbestos waste.
Asbestos products shall be removed with the aid of hand tools i.e. bolts undone or
cropped, screws unscrewed and cement chipped away. Where special cutting of a
grinder is required permission would be allowed to grind asbestos containing material.
Asbestos products shall be removed intact as far as possible; care shall be taken not to
break or damage the material. Smashing out of asbestos material is forbidden.
shall ensure that all accidents and incidents are reported to the client and investigated
in accordance with the requirements of General Administrative Regulation 9.
Housekeeping
The AAIA shall monitor the regulated asbestos fibres during the course project.
Air monitoring shall be conducted at the start of the work and at interval agreed thereafter. At
least one sample shall be taken inside the demarcated work area to establish the efficiency
of respiratory protection and a minimum of two samples on the perimeter to ensure that dust
suppression measures adequate to prevent pollution of the environment.
Regulated asbestos fibres inside the demarcated work area shall not exceed 2.0 f/ml
which is the protection afforded by the FFP2 respirators that are prescribed.
Regulated asbestos fibres on the perimeter of demarcated asbestos work area shall not
exceed 0,01 f/ml
Monitoring would be carried out according to the method described in the HSG 248 Asbestos;
The analyst guide for sampling analysis and clearance procedures, HSE (United Kingdom
UK).
Records of personal and area sampling regulated asbestos fibres levels shall be reported to
the asbestos contractor. The records of regulated asbestos fibre level shall be kept and
maintained for a minimum of 40 years after the termination of the employment asbestos
workers and submitted to the divisional inspector of the department of labour upon cessation
of the registered asbestos contractor activities.
The Approved Asbestos Inspection Authority (AAIA) will conduct clearance indicator air
sampling after all operations involving asbestos work have been completed. Clearance
indicator sampling will only be done when the area is dry and visual inspection reveals that it is
free from asbestos containing material.
Sampling shall be conducted in accordance of the prescribed method in section 10 and will be
accompanied by activities designed to raise dust from surfaces within the asbestos work area.
One sample would be taken after all surfaces have dried out preferably within 48 hours after
the work has been done.
The concentration of regulated asbestos fibre shall not equal or exceed the 0,01 f/ml or
alternatively exceed the level of the background asbestos concentration in the area that was
recorded before the start of the work. The AAIA shall issue clearance certificate once the
clearance indicator sampling complies with the set standards and the amended asbestos work
procedure. All demarcation shall remain in place until the AAIA has cleared the site for
reoccupation.
The registered asbestos contractor shall after receiving the disposal certificate, send the
certificate to the AAIA for the provision of the clearance certificate.
The asbestos work area will remain the responsibility of asbestos contractor until the
clearance certificate has been issued to them, no one will be allowed to occupy the area until
authorization has been issued by AAIA that the area is ready and safe for reoccupation.
11. Training
Registered asbestos contractor must provide proof that all employees who will be involved in
the asbestos work have been thoroughly trained prior to the start of the work by a competent
person who has both the practical and theoretical experience of all aspects relating to
asbestos.
The training must include the following in complying with Regulation 7 of Abatement Asbestos
Regulations,2020:
All employees, management personnel and visitors shall undergo induction training carried out
by the Site Manager or a designated deputy before going onto site for the first time.
All inductions shall be recorded and maintained on site for the duration of the project.
Proof of the medicals must be kept as record in the safety file of the asbestos contractor and
made available to the relevant authorities.
Employees will regularly undergo medical examination as set out in the Asbestos Abatement
Regulations. These will include X ray of the chest, pulmonary test and other physical
examinations as instructed by an Occupational Health Practitioner. The results will be kept on
employees file and be sent to the Department of Employment of Labour.
A first aid box will be provided and allocated to a trained, certified first aider; every injury
occurring on site will be treated and reported. Should an injury require professional medical
treatment, the supervisor in charge will complete an appropriate accident report.
A first aid box is kept at the site and the first aid equipment will be identified by SANS symbolic
safety sign GA1.
A first aider and assistant would be appointed to treat injured persons on site. In case of
serious injury, the injured person would not be moved, especially if it’s a neck or back injury.
The responsible supervisor would be notified of the injury as soon as possible.
Escape route must be clearly demarcated using SANS symbolic safety signs GA3 and GA4.
Fire Prevention
All operations conducted on site shall be conducted in a manner to prevent the risk of fire.
Flammable materials shall be stored or locked in a suitable location and adequate firefighting
equipment installed in suitable locations around the area. Smoking and open flames are not
permitted in any areas, which contain flammable materials, or any ‘No Smoking” are indicated
by no smoking signs.
Site Access
Working on site outside these hours is prohibited unless arrangements have been made with
the Asbestos Supervisor for competent supervision and the correct equipment will be on site.

All processes and procedures in terms of procurement will be followed. All buying will be strictly be done
in accordance with the specification and descriptions provided in the specifications.
The undersigned acknowledge that they have reviewed the Asbestos removal and disposal of the

presented within this document. Changes to this Project Implementation Plan will be coordinated with,
