The Philippine
Constitution

The constitution serves as the


fundamental law of the land. It is a
charter that creates a government and
speaks for the entire people from whom
it derives its claim to obedience
The 1987 Philippine Constitution was ratified by the
Filipino people in the plebiscite held on February
2,1987. Embodied in the constitution is the
Preamble, which serves as its prologue. It provides
an introduction to the main subject. It sets the
origin and purpose of the constitution and serves as
an aid in its interpretation.
We, the sovereign Filipino people, imploring the aid of
Almighty God, in order to build a just and humane
society and establish a government that shall embody our
ideals and aspirations, promote the common good,
conserve and develop our patrimony, and secure to
ourselves and our posterity the blessings of
independence and democracy under the rule of law and a
regime of truth, justice, freedom, love, equality and
peace, do ordain and promulgate this Constitution.
SECTION 1

Section 1 of Philippine Constitution provides that the following are


the citizens of the philippines

The Flag and


Heraldic Code of
the Philippines
Republic Act 8491 is known as the "Act Prescribing the
Code of the National Flag, Anthem , Motto, Coat-of-Arms
and other heraldic items and devices of the Philippines"
The National Flag, which is the most important symbol of
the country, shall be in blue, red and white with and
eight-rayed golden yellow sun and three stars that are
five-pointed, as consecrated and honored by the people. It
shall be displayed everyday in public buildings, official
residences, public plazas and institutions of learning.
The National Flag shall be permanently hoisted in front of the
following:

1 Malacañang Palace

2 Senate of the Philippines building

3 Rizal Monument in Luneta

4 Bonifacio Monument in Caloocan


The National Flag shall be permanently hoisted in front of the
following:

5 Emilio Aguinaldo Shrine in Kawit, Cavite

6 Barasoin Church Historical Landmark in Malolos, Bulacan

7 Marcela Agoncillo Historical Landmark in Taal, Batangas

8 Tomb of the Unknown Soldiers (Libingan ng mga Bayani)


The National Flag shall be permanently hoisted in front of the
following:

5 Emilio Aguinaldo Shrine in Kawit, Cavite

6 Barasoin Church Historical Landmark in Malolos, Bulacan

7 Marcela Agoncillo Historical Landmark in Taal, Batangas

8 Tomb of the Unknown Soldiers (Libingan ng mga Bayani)


The National Flag shall be permanently hoisted in front of the

9 Mausoleo de los Veteranos de la Revolucion, North Cemetery


in Manila

10 All international ports of entry

All other places as maybe designated by the national

The National Flag shall also be displayed in private buildings and
residences or raised in the open-flag staffs in front of the said
building every:

Labor Day- May 1

National Flag Days - May 28

Independence Day - June 12


The National Flag shall also be displayed in private buildings and

the buildings and places where it is displayed, as provided, on the
day of the official announcement of the death of any of the
following officials:

President or former President, for 10 days

Vice-President, the Chief Justice of Supreme Court,


President of the Senate and Speaker of the House of
Representatives, for 7 days
The National Flag shall be flown at half-mast as of mourning on all
the buildings and places where it is displayed, as provided, on the
day of the official announcement of the death of any of the
following officials:

Cabinet Secretaries, Associate Justices of the Supreme


Court, Members of the Senate and House of Representatives,
the Chief of Staff of the Armed Forces of the Philippines,
and the Director General of the PNP or equivalent in rank,
for 5 days

Heads of National Government Agencies (NGA's) including


Government Owned and Controlled Corporations (GOCCs) and
Government Financial Institutions (GFIs), for 3 days
The National Flag shall be flown at half-mast as of mourning on all
the buildings and places where it is displayed, as provided, on the
day of the official announcement of the death of any of the
following officials:

The Commanding Generals of the Philippine Air Force and


the Philippine Army and the Flag Officer in Command of the
Philippine Navy, for 3 days

Governors, Vice-Governors, City and Municipal Mayors, City


and Municipal Vice-mayors, for 3 days
The National Flag shall be flown at half-mast as of mourning on all
the buildings and places where it is displayed, as provided, on the
day of the official announcement of the death of any of the
following officials:

Members of Sangguniang Bayan on the day of Interment

Veterans of the previous wars, Barangay Chairman, and


Barangay Council on the day of interment
Former National or Local Government Officials, appointed
or elected, other than those specified above, on the day
of internment, within their former respective territorial
jurisdiction and by resolution of the respective
Sanggunians
The National Flag shall be flown at half-mast as of mourning on all
the buildings and places where it is displayed, as provided, on the
day of the official announcement of the death of any of the
following officials:

Regional Directors, Superintendent, Supervisors,


Principals, Teachers, and other school officials, on the
day of interment and by order of the proper school
authorities concerned

Recipients of national orders and decoration, on the day


of the interment and by order of the President of the
Congress
The National Flag shall be flown at half-mast as of mourning on all
the buildings and places where it is displayed, as provided, on the
day of the official announcement of the death of any of the
following officials:

Other persons to be determined by the Institute,


including the Former Vice-President, the Chief Justice of
the Supreme Court, the President of the Senate and the
Speaker of the House of Representatives for a period of
less than 7 days
VOLUNTEER ACT
OF 2007

Former President Gloria Macapagal- Arroyo signed the


Republic Act 9418 on April 10,2007. Also known as the
"Volunteer Acts Act of 2007", institutionalized
voluntarism as a strategy for national development
and international cooperation. It aims to promote the
participation of various sector of the Filipino
society in public and civic affairs and "adopt and
strengthen the practice of voluntarism as a strategy
in order to attain national development and
understanding
What is Volunteerism?

it refers to an act of involving a wide range of


activities, including traditional forms of mutaul aid and
development interventions that provides an enabling and
empowering environment both on the part of the beneficiary
receiving and the volunteer rendering the act, undertaken
for reasons arising from socio-developmental, business or
corporate orientation, commitment or conviction, for the
attainment of public good, where monetary and other
incentives or reward are not the primary motivating factor
What is a Volunteer?

an individual or group of people who for reasons arising


from their socio-developmental, business and corporate
orientation, commitment or conviction; contribute time,
services and resources whether in full-time or part-time
basis to a just and essential social development cause,
mission or endeavor in the belief that their activity as
well as to themselves
What is a Volunteer Service Organization?

a local or foreign group that recruits, trains, deploys


and supports volunteer workers to programs and projects
implemented by them or by other organization.
