LESSON 1

1. Why is there need for educational planning?

Educational planning is important to know because it serves as guides to the


planner for elaborating national objectives.

Planning is necessary to ensure success of the enterprise. it takes into


consideration the important factors, issues, and conditions in education. it
requires future objectives, good vision and perception and ability to profit
from theory in advance of action. it makes the goals and the means to achieve
them clear and thus eliminates the chances of failure and ensures success of
the activity.

Efficient and effective planning saves time, effort, and money. because of
clear insight it increases the power of efficient accomplishment of the desired
purposes. it is a time saving, an effort saving and a money-saving activity. it is
a fundamental part of the successful administrative activity and a vital step in
the educational enterprise.

Planning is a good method of solving problems it eliminates the trial-and-


error method of doing things. so, it is indispensable for the best utilization of
available resources. it checks wastage and failure and contributes to the
smoothness, ease, and efficiency of the administrative process.
the need for planning arises from the two basic reason. firstly, education is
how society preserves and improves its future value system and way of life,
its knowledge, skills, and appreciations, i.e its cultures. secondly, the
operation of the educational system utilities a large proportion of the
country's educated talent and a major part of public expenditure. the
educational system, its nature and its ends and means are determined by
these things. hence, arises the need for planning.

Planning is necessary to keep pace with the time. rapid and far-reaching
changes are going on economy, industry commerce, educational theory and
practice, social culture and moral values. educational process has to keep
abreast of these changes and shape itself accordingly, otherwise it will
become a dead weight on society's shoulders and prove injurious to its
health.
2. As planner/administrator, how do you understand the term “educational
development”?
Suggest other facets of educational development.
Educational development – is an active learning process, founded on values of
solidarity, equality, inclusion and co-operation. It enables people to move from
basic awareness of international development priorities and sustainable human
development, through understanding of the causes and effects of global issues
to personal involvement and informed actions.

As a planner/administrator, educational development is a circumstance


wherein the institution is focusing in escalating the school's credibility in
terms of services and identity. Some institution provides trainings for the
faculty for the faculty development. Some institution provides training for
the faculty for their professional growth like seminars trainings and
postgraduate studies. This would help the institution to establish more
credible faculty members that students could learn more in addition
instructional development is another facet that would help institution to
adopt innovative plans in case of transition of curriculum and situations
like the pandemic which is a need to provide new modalities of learning
to be implemented. Institutions must have the effectiveness to maximize
they plan to continue providing quality education despite the changes.

Lastly is organizational development. In this facet the institution


must focus on the structure of the institution which can support the needs
of the students and teachers in their teaching and learning process.
Leadership capacities must be taken good care for the institution would
have a healthy relationship and provide a non -toxic environment to
implement the plan effectively and efficiently.

3. What may bring about feasible and workable educational development


plan in your region/division/district/institution?

First and foremost, the institution must know what the strengths and weakness
of the organization for them are to know what the problem would be to solve or
what are the things that they need to improve. With that they will know what the
reason they are establishing the plan. Upon knowing the problem, strengths and
weaknesses, the goals will be formulated, factors that is needed to be
considered will follow, schedule of the task must be planned already, and a good
communication will help. A plan that is well formulated will be feasible and
workable if each member of the organization will cooperate. An educational
development plan claims to be designed to meet the unique educational needs
of the learner.
In all cases the educational development plan must be tailored to the
individual student’s needs by the evaluation process and must especially help
teachers and related service providers understand the student’s learning
process.

4. What do you think is the ideal approach to be used as basis of planning


activity in your area? Why?

The socio-cultural approach is ideal because it is important to retain a broad


perception of literacy instruction as it is currently practiced in our society.

LESSON 2

1. Why is there a need for an educational planner to have a basic knowledge


and understanding of his society?

Because it will help him to advance the education of humankind through the
application of knowledge, resources, and creative abilities to encourage,
support, guide and advance educational research and evaluation cooperatively
with educational planning.

And simply because the educational planner is involved in our society, she/he needs to study
his/her society so that she/he can easily to think and decide what is the best way to solve the
problem or the development that needed on particular area( society).

2. What are the principal cost elements of education?

The three principal cost elements of education are the investment in capital
(school building, site, etc.), current costs (teacher’s salaries, books, chalk, etc.)
and indirect cost (when people are in school they do not participate in
production, what they would have earned had they worked is the indirect cost.

3. Why should an educational planner know the educational system? –


Educational planners everywhere face a series of major problems in the coming
decade while one central problem is to continue the trend of quantitative
expansion which has been marked in the past decade, this is by no means the
only problem. And a planner you should know all the factors that needed
in your educational system because you’re the one who will facilitate all the
materials will be needed in your system and also you have a big responsibility for this
because you will handle and you will implement the suited goals for your system.
LESSON 3
1. Why is institutional planning important and necessary?

A. FOR BETTERMENT AND IMPROVEMENT


All institutions have some plans. All the heads of institutions make plans and
each teacher also plans. In fact each headmaster and teacher does plan but
this planning my not be systematic adequate and clear. This planning may
not exist in a definite or regular form. Planning may mostly be routine
planning of the syllabus timetable and examination etc. and it may not exist
in a definite or regular form and it may be repeated from term to term and
from session to session without much thinking.

B. TO GIVE PROPER DIRECTION TO EDUCATIONAL OBJECTIVES


Institutional planning will give you right direction to the educational planning
in the country i.e, the upward direction from bottom to top. In today the
normal trend followed the direction of planning is from top to bottom.
Institutional planning is the recognition of the role of administrators‟
teachers, parents, students, educationists, and social reformers in the
process of planning of education in the country.

C. FOR MAXIMUM UTILIZATION OF RESOURCES


Institutional planning leads to optimum use of the existing resources. As a
nation we face a great scarcity of resources with increasing needs and
demands from every quarter. Therefore, we must plan for maximum
utilization of scarce resource.

D. FOR NATIONAL DEVELOPMENT


Educational planning must fit into the overall national planning for
developmental purposes. As such it gets importance from the need for
collective efforts of the people. In the words of B.D. Nag Chaudhari, Since the
implementation of plan’s and programmes is as important and vital as plan
formulation. Institutional planning has a special contribution to make in
national development.

E. TO ENCOURAGE INITIATIVE OF INDIVIDUAL TEACHER


Institutional plan encourages initiative freedom and creativity of the teacher
makes the individual teacher effective. It motivates them too strive harder for
achieving excellence. It draws out the best of the teachers.

F. FOR DEMOCRATIZATION OF PLANNING


Institutional planning democratizes the process of planning because it takes
into confidence the students the teachers the parents and the head of the
institution. Sh.J.P.Naik says, “A major reform, I propose, therefore is that the
planning that resembles an inverted pyramid should be broad-based and
decentralized by introducing the system of institutional plans.” He strongly
planned to have a fine blend of the centralized and decentralized systems of
educational planning in our country.
