AN ORDER TEMPORARILY CLOSING THE JUSTICE HALL, RIZAL, TAGUDIN, ILOCOS SUR
WHEREAS, Section 15, Article Il of the 1987 Philippine Constitution states that ‘The State shall
protect and promote the right to health of the people and instill health consciousness among them’;
WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code
of 1991 provides that, "Every local government unit shall exercise the powers expressly granted, those
necessarily implied therefrom, as well as the powers necessary, appropriate, or incidental for is efficient and
effective goveriance, and those which are essential to the promotion of the general welfare. Within their
respective jurisdictions, local government units shall ensure support, aiong other things, the preservation
and enrichment of culture, promote health and safety, enhance the right of the people to a balanced
ecology, encourage and support the development of appropriate and self reliant scientific and technological
capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment
among their residents, maintain peace and order, and preserve the comfort and convenience of the
inhabitants
WHEREAS, President Rodrigo Duterte has issued proclamation no. 922 series of 2020 declaring a
State of Public Health Emergency in the Philippines mandating all local goverment units to render full
assistance and cooperation and mobilize the necessary resources to undertake urgent and appropriate
response and measures in a timely manner to curb and eradicate Covid-19 threat;
WHEREAS, by virtue of the above — cited provisions, LGUs are empowered to immediately act to
meet the health crisis and to prevent, among others, the further transmission and loss of lives, and to utilize
resources to implement urgent and critical measures to contain, manage, and prevent the spread of COVID-
19;
WHEREAS, on 01 May 2021, the Department of Health reported one (1) COVID 19 patient who
works at the Provincial Prosecutor's Office Tagudin Sub - Office located at the Justice Hall
WHEREAS, LGU contact tracers where able to identify primary and secondary contacts of the
COVID-19 patient, all of whom are working within the premises of the Justice Hall,
WHEREAS, the Justice Hall is constructed within the LGUs property;
WHEREAS, in the light of the possible local transmission of COVID-19, stringent health measures
and protocols must be effected and undertaken by this municipality to control and contain the spread of the
virus;
WHEREAS, upon consultation with the LGUs local Inter - Agency Task Force for the Management
of Emerging Infectious Diseases, it was recommended that an Order must be issued for the isolation of all
primary and secondary contacts as well as the temporary closure of the Justice Hall in which the Regional
Trial Court Brach 25, 12h Municipal Circuit Trial Court, Provincial Prosecutor's Office Tagudin Sub - Office,
and the Public Attomey’s Office are co — located until further notice;
NOW, THEREFORE |, ROQUE S. VERZOSA, JR., Municipal Mayor of the Municipality of Tagudin,
llocos Sur, by virtue of the power vested in me by law do hereby order as follows:

FeeuainiansSECTION 1. This Executive Order shall take account the entirety of Justice Hall located at Bray.
Rizal, Tagudin, locos Sur;
SECTION 2. Temporary closure of the offices (Regional Trial Court Brach 25, 12% Municipal Circuit
Trial Court, Provincial Prosecutor's Office Tagudin Sub — Office, and the Public Attomey's Office) located
therein until further notice;
‘SECTION 3. All primary and secondary contacts identified by the contact tracers shall undergo home
isolation/quarantine unti further notice;
‘SECTION 4. The Philippine National Police (PNP), the Bureau of Fire Protection (BFP), the Municipal
Disaster Risk Reduction and Management Office (MDRRMO) and the Barangay Officials of Barangay Rizal,
this municipality, in coordination with each other, shall strictly monitor the compliance of the institutions.
‘SECTION 5. This Executive Order shall take effect from May 3 until the identified contacts yielded
negative RT-PCR test unless sooner withdrawn or extended;
