INTRODUCTION

Following the declaration of Proclamation No. 980/20016 and Enforcement Regulation

No. 392/2017, the former Ministry of Trade launched a 10 million birr project. CUSTOR

Computing PLC won the bid issued by Trade corporation on behalf of Ministry of trade

and industry at a cost of 8.23 million birr and started the project in July 2018.

The software development was divided into two phases. Addressing existing issues,

upgrading the system to support new requirements in accordance with Proclamation

980/2016, merging systems & databases were included In Phase I whereas

Implementation of online service delivery portal where included in phase II. Phase I was

completed in November 2019 and launched through out the country. Currently, the

business registration and licensing system is operating in 1080 stations in all regions.

The development of Phase II also completed on May, 2020. Since then various software

quality monitoring and security checks have been performed by Information Network

Security Agency (INSA).

Integration with Other Government Organization

Easy to integrate with other systems for example eTrade is fully integrated with Federal

Ministry of Revenue system and finical centers like Commercial Banks and ET-Switch.

The system automatically checks validity of taxpayer identification number and

clearance from Ministry of Revenue System.

ከመንግስት ወጪ የሚሆን 10 ሚሊዮን ብር ፕሮጀክት ቀረጸ። በንግድ ሥራዎች ኮርፖሬሽን አማካኝነት ዓለም
አቀፍ ጨረታ በማውጣትና ዓለም አቀፍ ተጫራች ድርጅቶችን በማወዳደር በአሸናፊው ከስተር ኮምፒዩቲንግ

ኃ/የተ/የግ/ማ በ 8.23 ሚሊዮን ብር ወጪ በሃምሌ ወር 2010 ስራውን ጀመረ።

የሶፍትዌር ግንባታው በሁለት ምዕራፍ የተከፈለ ሲሆን ቀድሞ በ 5 ክልሎች በተናጥል ይሰጥ የነበረውን

ሲስተም በሃገር አቀፍ ደረጃ በአዲሱ አዋጅ መሰረት ማስተካከሉን በምዕራፍ 1 እንዲሁም የኦንላይን ፖርታል

ግንባታውን በምዕራፍ 2 እዲሰራ ተደረገ። የምዕራፍ 1 የንግድ ምዝገባና ፈቃድ ሶፍትዌር ግንባታ በህዳር ወር

2012 በማጠናቀቅ በመላው አገሪቷ ስራ ላያ አውሏል። በአሁኑ ሰዓት የንግድ ምዝገባና ፈቃድ ሲስተም

በሁሉም ክልሎች 1080 ጣቢያዎች አገልግሎት በመስጠት ላይ ይገኛል፡፡ የምዕራፍ 2 የንግድ ምዝገባና ፈቃድ

ሶፍትዌር ከግንቦት 2012 ዓ.ም ጀመሮ ተጠናቆ የተለያዩ የጥራት እና የደህንነት ፈተሻ በኢንፎርሜሽን እና
መረብ ደህንነት ኤጀንሲ ሲደረግበት እና የሙከራ ትግበራ ሲያኪያሂድ ቆይቷል።

የኢንፎርሜሽን ኮሙኒኬሽን እና ቴክኖሎጂ የእድገት ደርጃ

የመረጃ እና የግንኙነት ቴክኖሎጂ (አይ.ሲ.ቲ) እገዛ ሳይኖር ዛሬ ላይ ምንም ዓይነት ንግድ የለም ማለት ይቻላል፡፡
ምንም እንኳን የአጠቃቀም ደረጃቸው እንደየሰው በከፍተኛ ሁኔታ ቢለያዩም በዚህ ዘመን አብዛኛቹ የንግድ
ድርጅት የብሮድባንድ ግንኙነት እና ዌብ ሳይቶች አሉቸው ወይም ማህበራዊ ሚዲያዎችን ይጠቀማሉ ።
የኢንፎርሜሽን እና ቴክኖሎጂ አጠቃቀም በኅብረተሰቡ ውስጥ በፍጥነት እያደገ መሄዱን አስከትሎ የንግድና
ኢንዱስትሪ ሚኒስቴርም አገልግሎቱን በማዘምን ኢትሬድ የተሰኝውን ሶፍትዌር አስለምቶ ሥራ ላይ
አውሏል ፡፡

ኢትሬድ፡ የኦላይን የንግድ ምዝገባና ፈቃድ ሲስተም ሶፍትዌር

eTrade ንግድዎን የሚያኪያሂዱበትን ምቹ አሰራር ለመፍጠር ታልሞ በአንድ መድረክ ላይ ሁሉንም የንግድ አገልግሎት
እንዲያገኙ በማስቻል ምርታማነትዎን እንዲያሳድጉ እና የላቀ ውጤት እንዲያገኙ ለማድረግ የተገነባ ሶፍትዌር ነው፡፡
የተቀናጀ ፣ ተለዋዋጭ እና ለአጠቃቀም ቀላል የሆነው ይህ የንግድ ምዝገባና ፈቃድ አገልግሎት ሲጪ ሶፍትዌር
አገልግሎቱን ለማግኘት ይጠፋ የነበረውን ጊዜ በማሳጠር፣ የተገልጋዩን እርካታ ያሳድጋል።

eTrade ከኩባንያ ስም ማስያዣ እስከ ንግድ ምዝገባ ፣ ከንግድ ፈቃድ እስከ የንግድ ስም ማስያዣ ያሉትን ሁሉንም

ሚኒስቴር ሲስተም እና ከተለያዩ እንደ ንግድ ባንኮ እና ኢቲ-ስዊች ካሉ የፋይናንስ ተቋማት ጋር ሙሉ በሙሉ
የተዋሃደ ነው ፡፡ ሲስተሙ ከገቢዎች ሚኒስቴር የመረጃ ቋት የግብር ከፋዮች መለያ ቁጥር እና ክሊራንስን
እንዲያጣራ ተደርጓል፡፡

eTrade API የሚኒስቴር መስሪያ ቤቱን ከሌሎች የመንግስት ተቋማት ጋር ለማያያዝ የተሰራ API ነው። አብዛኞቹ
የመንግስት ኩባንያዎች ተመሳሳይ የሆነ መረጃ የሚፈልጉ ቢሆንም እያንዳንዳቸው መሃል ግን የተወሰኑ ልዩነቶች ሊኖሩ
ይችላሉ፡፡ eTrade API ማንኛውም ተቋም የንግድ እና ኢንዱስትሪን የተረጋገጡ የአብነት ሞዴሎችን (API) እንዲጠቀሙ
በማስቻል ወይም የአብነት ሞዴሎቹ የሚገኘውን መረጃ ምንም ኮድ ሳይቀይሩ እንዲጠቀሙ ያስችላል ፡፡

eTrade ከተለያዩ ትልልቅ እና መከካለኛ ኢንዱስትሪዎች እያደጉ እስካሉ ኢንተርፕራይዞች ከየትኛውም የዓለም ጫፍ ያለ

ወሰን እና ድንበር ማንኛውንም የንግድ ምዝገባ እና ፍቃድ አገልግሎቶችን ከ eTrade የአገልግሎቶች ስብስብ ላይ
በመጠየቅ እና የኢትዮጲያ ንግድ ባንከን የኢንተርኔት ባንኪንግ ተጠቅሞ በመክፈል በአካል ሳይገኙ አገልግሎቱን ማግኝት

ለውጦች
1. የንግድ ምዝገባ እና የንግድ ሥራ ፈቃድ አገልግሎት አሰጣጥ ሥርዓትን ፍትሀዊ፣ ዘመናዊ፣ ቀልጣፋ እና
ተደራሽ በማድረግ የንግዱ ማህበረሰብ ከንግዱ ሥርዓት የሚጠብቀውን አገልግሎት እንዲያገኝ
አድርጓል፣
2. በእጅ እና በወረቀት ላይ የተመሰረቱ ሥራዎችን በመቀነስ እና ድግግሞሽን በማስወገድ ይባክን
የነበረውን የምንግስት ሃብት ቀንሷል፣

 3. የተለያዩ የደህንነት ንጣፎችን በመተግበር፣ ግልጽ እና ዝርዝር ሚናዎችን ያሉት የተጠቃሚ አስተዳደር

2. የደንበኞችን ምልልስ ያስቀራል፣ ጊዜና ወጪን ይቆጥባል እንዲሁም እርካታ ያሳድጋል፣

3. በተቋማት መካከል ቅንጅታዊ አሰራርን ያዳብራል፤

4. ብልሹ አሰራርና የሌብነት አመለካከትና ተግባርን ያስቀራል፤

5. ሐሰተኛ መረጃን እና ሕገ ወጥ አሠራርን ያስቀራል፤

6. በዘርፉ ሥራን በቴክኖሎጂ አሳልጦ የመተግበር አቅምን ያሳድጋል፤

7. የቅድመ ድርጅት ሥም ማጣሪያና ምዝገባ በኦንላይን ማስመዝገብ እና ማስያዝ እንዲሁም ሌሎች የንግድ ምዝገባና
ፈቃድ አገልግሎቶችን ባሉበት ሆነው ወደ ንግድ ተቋማት መምጣት ሳያስፈልግ አገልግሎቱን ማግኘት ያስችላል፣
