Notification No: PSC/Exam/2024/01 Dated: 01-03-2024 Applications, through online mode, are invited from the candidates who have been deciared to have qualified for admission to the J&K Combined Competitive (Main) Examination, 2023, vide Notification No, PSC/Exam/$/2023/90 dated 18.11.2023, and are domiciled in the Union Territory of Jammu & Kashmir, for appearing in the J&K Combined Competitive (Main) Examination, 2023, in accordance with the rules lald down vide SRO-103 of 2018 Dated: 23.02.2018 read with S.0 290 of 2028 dated 27- 05-2023, issued by General Administration Department Government of UT of Jammu & Kashmir, and J&K Public Service Commission (Conduct of Examination) Rules, 2022, as amended from time to time IMPORTANT The Application Form together with instructions for fling up the Application Form willbe available at the website of the Commission from 04.03.2024. Candidates are advised to go through the instructions and all the eligibility conditions prescribed for the post before fling the online Application Form. Last date for filing of online Application complete in all respects along with the requisite fee (online mode only) is 10.03.2024 The minimum and maximum age will however be reckoned with reference to 4st January, 2023. Candidates are advised in their own interest to submit online applications much before the closing date and not wait til the last date to avoid the possibilty of disconnectionvinabilty to pay fee or failure to login to the online application portal on account of heavy load on the website during the closing days. The Mains Examination shall tentatively commence from 26.03.2024. The detailed date sheet shall be issued separately. 1. Conditions of Eligibility The conditions of eligibility and age limit etc. of a candidate shall be determined with reference to the SRO 103 dated 23.02.2018, read with S.O 290 of 2023 dated 27-05-2023, read with Notification No, 12-PSC(DR-P) of 2023 dated 13.04.2023 and Corrigendum dated 05.06.2023 to Notification and shall further be subject to the fulfilment of the following parameters:- a) he/she should have qualified the Combined Competitive (Preliminary) Examination, 2023; and b) must be a domicile of UT of J&K; and, c) must hold a Bachelor's Degree in any subject from a recognized University in India or from a Foreign University declared by Government in consultation with the Commission to be equivalent to a degree of a recognized University. Further, the candidates who have appeared in the bachelors degree examination in 2023, shalll have to provide a proof to the effect that he/she had appeared fully in the required examination on or before the last date for filing/submission of Application Form for Preliminary Examination viz. up to 19.06.2023 and had qualified the said Examination at the time of filing up the online Application Form for the Main Examination, failing which, such candidates shall not be admitted to the Main Examination. Candidates who have passed the final professional M.B.B.S or any other Medical Examination but have not completed their internship by the time of submission of their applications for the Combined Competitive (Main) Examination, willbe provisionally admitted to the Examination providéd they submit, alongwith their application a copy of certificate from the concemed authority of the University/nstitution that they had passed the requisite final professional medical examination. In such cases, the candidates willbe required to produce at the time of their interview original degree or a certificate from the concemed competent authority of the University/Insttution that they had completed all requirements (including completion of internship) for the award of the Degree. Provided also that the candidate(s) already holding a civil post in the Union Territory of J&K, shall submit the hard copy of the downloaded online application(s) through their respective Heads of Office to the Commission and in case the Commission receives intimation for withholding permission from the employer in respect of a candidate who has applied for or is appearing in the Combined Competitive Examination, his/her application shall be rejected and candidature also cancelled. Such a candidate may, however, be allowed to appear in the examination as a fresh candidate subject to the condition that the said candidate is otherwise eligible under rules. Note: Two years of service for the above purpose will be determined as on 01.01.2023 as Ist January is relevant for purpose of determining the age Reservation i) A candidate seeking his/her consideration under Reserved Categories must ensure that he/she possesses a valid requisite Category certificate on the last date prescribed at the time of submission of online application for Preliminary Examination viz. 19.06.2023. ii) The candidature of the candidates shall be provisional til the genuineness of the reserved category certificate is verified by the Appointing Authority il) Candidates may note that in case a claim for reservation is made on the basis of falserfakeffraudulent certificate, he/she shall be debarred from the examination(s) conducted by the J&K Public Service Commission, in addition to any other penal action as may be deemed appropriate. Horizontal Reservation Two (02) posts (One post each) in the J&K Administrative Service & J&K Accounts (G) Service earmarked for selection of candidates from the category of Physically Handicapped/Disabled Persons in terms of the rules framed under the Rights of Persons with Disabilities Act, 2016 and Govemment Order No. 163-JK (SWD) of 2021 dated 05.11.2021 Page 3 of 10 i Mandatory Documents to be uploaded i) The candidate must upload the below mentioned requisite documents after successful submission of the online application form for J&K Combined Competitive (Main) Examination, 2023:- a) Domicile Certificate b) Date of Birth Certificate c) Bachelor's Degree Certificate/Final Year Consolidated Marks Sheet d) Character Certificate e) Category Certificate, if any {) Physically Handicapped Certificate, if any g) In-service Certificate, if any Note: Character certificate shall mean a certificate issued by the Head of the Educational Institute or by the University last attended by the candidate or by any gazetted officer of the UT. In case of a candidate already in Government Service, the Character certificate shall mean a certificate issued by his Controlling Officer. ii) In case the mandatory documents as prescribed above are not uploaded with the Online application form, the candidature of the applicant is liable to be cancelled. Domi The candidate should be a Domicile of the Union Territory of Jammu & Kashmir. The candidate must possess the Domicile Certificate issued by the Competent Authority in the prescribed format as on the last date prescribed for submission of online application form for Preliminary Examination viz 19.06.2023, Centre of Examination (Mains) 1. The J&K Combined Competitive (Main) Examination will be held at Srinagar and Jammu for which a candidate shall exercise an option. 2. The Commission may however, at its discretion allot a different centre to a candidate and ‘once a centre is allotted to a candidate, request for a change of centre will not be entertained. 3. Information about the Examination indicating the timetable and Centre of Examination for the candidates will be uploaded on the websites of the Commission about one week before the date of examination. If any candidate does not find his/her Roll Number on the website of the Commission, one week before the date of examination, he/she must immediately contact the Commission's Office at Srinagar/Jammu, with proof of having submitted his/her application. Failure to do so will deprive him/her of any claim for consideration, 4. Candidate must submit his/her online application form, Email ID and Mobile Number along with his/her Name, Date of Birth and Name of the Examination, while addressing Page 4 of 10 10. any communication to the Commission. Communication from the candidates not furnishing these particulars shall not be entertained. 5. Admit Cards will be available for downloading about one week before the date of examination on the official website of the Commission i.e. jkpsc.nic.in. Candidate must bring printout of the Admit Card/Roll Number Slip to the Examination Hall. 6. For securing entry into the centre of examination, in addition to the Admit Cardiroll Number Slip, it is mandatory to carry at least two passpor size recent color photographs (taken not earlier than 01.01.2023) and any one of the original valid Photo-Id proofs ‘mentioned below: i. Aadhar Card/ E-Aadhar, |. Voter's ID Card, ii, Driving License, iv. PAN Card, v. Passport, vi, School /College/University I- Card vil. Employer ID Card. Requisite Fee After successful submission of the online application form, candidate will be required to deposit requisite fee through online mode. The amount of fee to be paid is given below: General Category = Rs.1000.00 Reserved Categories = Rs, 600.00 PHC Candidates = Nil Note i. The application Form submitted without deposition of the fee, which gets substantiated through reflection of the same on the application form, shall be treated as incomplete and candidature shall be deemed to have been rejected without any notice. No representation against such rejection shall be entertained. ii. Submission of multiple applications by way of prefixing Mr/Ms or through generation of multiple User ID's or any other mode, followed by either non-payment of fee particulars ot fee particulars (TID) of one application (RID) being mentioned against another application with a different RID would lead to rejection of the online application. The applicants who are submitting multiple applications should note that only the applications with higher Registration ID (RID) number shall be entertained by the Commission and fee paid against one RID shall not be adjusted against any other RID number. Besides a strict disciplinary action shall be taken including the cancellation of candidature and debarment for future examinations of J&K PSC. Page 5 of 10 Service Preference and Optional Subject: The candidate should carefully mention about his/her choice for the Service and the Optional ‘Subject for the examination, while filing the Online Application Form. Under no circumstances, request for change in the choice once exercised by the candidate shall be entertained. Scheme of Selection/Examinatio1 The Scheme of Selection/Examination for the candidates, who have qualified the Preliminary Examination, shall comprise the following successive stages:- i. Combined Competitive (Main) Examination (Written) forthe selection of candidates for the various services and posts, and ii, Personality Test (Interview) Mains Examination: (1) The Main Examination shall consist of written examination and a Personality Test (Interview). The written examination will consist of eight (8) papers of conventional essay type in the papers set out in part (B) of Appendix-I as per the detailed syllabus in Appendix If (part B) of SRO 103, out of which one (01) paper will be of qualifying nature. Provided the Government, in consultation with the Commission, may revise or update the syllabi for the Combined Competitive Examination from time to time. (2) Candidates who obtain such minimum qualifying marks in the written part of the Main Examination as may be fixed by the Commission at their discretion, in any or all the papers (Paper | to Paper Vil) shall be summoned by them for an interview for a Personality Test, vide part 'C’ of Appendix! of SRO 103 (3) A candidate who fails to secure such minimum number of marks as are fixed by the Commission in their discretion in one or more than one paper, shall, however, not be eligible to be called for Personality Test (interview). (4) The number of candidates to be summoned for the Personality Test (interview) will not be more than thrice the number of vacancies to be filed. The Personaity Test (interview) will carry 250 marks (with no minimum qualifying marks). Failure to appear in the interview shall render a candidate ineligible for being recommended for appointment notwithstanding the marks obtained by him in the written examination. (6) The candidates shall be short-listed for interview on the basis of overall merit obtained by them in the Main Examination itrespective of the category(ies) to which he/shelthey belong: Provided that if the number of candidates belonging to any reserved category, who qualify forthe interview on the basis of the above shortlsting criteria, falls short of upto three Page 6 of 10 16. times the number of vacancies reserved for such a category, the Commission shall call the candidates belonging to such category over and above the number short-listed for interview. Note: The Scheme and Syllabus for the Combined Competitive (Main) Examination (SRO- 103) is available on the official website of the Commission ie. http://www jkpsc.nicin. Physical Standards: The candidates in respect of J&K Police (Gazetted) Service should possess the following physical standards: a. For Males: b. For Females: Height 165cm | Height 450. om Chest girth (min)/Expansion | 84cm/5.cm | Chest girth (min)/Expansion | 79 cm/5 cm Provision of Compensatory Time and Assistance of Scribe: On request of a visually impaired (Blind) or any other candidate who is handicapped to the extent that he/she is not able to write, the candidate shall be provided assistance of an amanuensis (Scribe) on production of a Disability Certificate issued by the Competent Medical Board constituted by the Government for the purpose. After verifying the genuineness of the certificate/satisfying itself, the Commission may provide services of Scribe to the candidate on the day of examination. The scribe should have one qualification down than the requirement for the post applied for by the candidate(s) and further should be from an academic stream different from that stipulated for the post. The scribe shall be paid remuneration charges equivalent to the Invigilator. Provided the concerned Supervisor shall ensure that the scribe provided to the candidate shall not extend any type of help to the candidate in solving the questions. Compensatory time of twenty minutes per hour (20 mins/hour) shall be permitted for the Blind candidates and candidates with Locomotor Disability and Cerebral Palsy where dominant (writing) extremity is affected to the extent of slowing the performance or function (minimum of 40% impairment). The necessary instructions regarding filling up of online applications are given herein below: a) Candidates are required to apply online through the website of the Commission i.e http://www. jkpsc. in. No other means/ mode of application shall be accepted. b) Candidates are first required to go to the JKPSC website www.jkpsc.nic.in and login into your JPSC account, created at the time of fling of the CCE(Preliminary) Form, Page 7 of 10 ©) After logging into your account, candidates are required to fill ll the requisite fields of One Time Registration (OTR) i.e. personal information, contact information & educational qualification, service details etc. The candidate shall also be required to upload the image of date stamped recent passport size color photograph and signature. The photograph should not have been be taken earlier than 01.01.2023. Size of the photograph (passport size) and signature must be between 10kB to 20kB in * jpeg or *jpg only. After successful submission of all the details in OTR account, check the eligibility conditions as mentioned in the advertisement notification before applying for the post. Click on the “show examination” as shown against the respective post/examination helshe want to apply. 2 oe 9) On Clicking on the ‘show examination" a window will appear on computer screen. Select the month of the advertisement notification for which you want to apply, a link(s) for the post(s) will appear on the computer screen. An “APPLY” button is shown against the respective post and the candidate will click on the APPLY button against the post he/she is eligible. On clicking “APPLY” button, an instruction window will appear. Candidates should read instructions carefully before clicking on “APPLY” button at the bottom of the webpage. On clicking “APPLY” button, the system will display all facts/particulars that a candidate may have mentioned while filling up the necessary fields of his/her OTR account. Candidate shall fill up the remaining required fields in the application form and accept the declaration thereof. |) Once the candidate is satisfied about the correctness of the filled in details, then, he ‘or she may click on “SUBMIT” button to finally push the data into server with successful submission report. m) On successful submission of the basic details, the candidates will be required to pay the online fee and uploading of the documents, for final submission of the online application form. n) Candidates can pay the requisite fee through online mode in the “SUBMITTED APPLICATIONS" menu in your account. After successful payment of the fee, the fee status will get reflected on the Online Application form. Candidates can check the fee status by clicking on the Print Application Button in the submitted Applications menu in your JKPSC account. In case the payment status shows either “not submitted or under processing or status has not been reflected on your submitted application form’, candidates are advised to contact the JKPSC office at Solina Srinagar/Resham Ghar Colony Jammu immediately for clarification. Further, where the online fee is paid through other service providers, the candidate must ensure that not only the amount of fee is debited from his/service provider's Account but also credited into the official account of JKPSC. k) 2 Page 8 of 10 ) The candidate would be able get the printout of his/her submitted application only after the payment of the requisite fee and uploading of requisite documents viz Date of Birth Certificate, Degree Certificate, Category Certificate, Domicile Certificate Character Certificate etc. Only those candidates shall fil the form who have been declared qualified for admission to the Main Examination. The candidature of all these candidates is subject to fulfillment of all the eligibility conditions and therefore, candidature will be accepted provisionally. The candidates are advised to go through the requirements of educational qualification, age, etc and satisfy themselves that they are eligible for the post(s). Copies of supporting documents will be sought at the time of document verification. When scrutiny is under taken, if any claim if made in the application is not found/substantiated by proof, the candidature will be cancelled and the Commission's decision shall be final and binding. Please note that the above procedure is the only valid procedure for applying. No other mode of application or incomplete steps would be accepted and such applications would be rejected. Action against candidates found guilty of misconduct Candidates are advised that they should not furnish any particulars that are false or suppress any material information, A candidate who is, or has been, declared by the Commission, to be guilty of: i. obtaining his/her candidature by wrongful support, or ii, impersonating, or il. procuring impersonation by any person, or ‘submitting fabricated documents or documents which have been tampered with or making statements which are incorrect , or false or suppressing material information, or resorting to any other irregular or improper means in connection with his/her candidature for the selection, or vi using unfair means during the test, or vill. writing irrelevant matter including obscene language or pornographic matter , in the script(s), or misbehaving in any other manner in the examination hall, or x harassing or doing bodily harm to the staff employed by the Commission for the conduct of their test. Attempting to commit or , as the case may be, abetting the commission ofall or any of the acts specified in the foregoing clauses, in addition to rendering himself/herself liable to criminal prosecution, may also be liable; Page 9 of 10 (@) to be disqualified by the Commission from selection for which he/she is a candidate , andlor (0) to be debarred either permanently or fora specified period:- ()) By the Commission from any examination or selection held by them. (i) By the Union Territory Government from any employment under them, and (0) if helshe is already in service under Government, disciplinary action can be taken against him/her under the appropriate rules.
