 Management of Change (MOC) : is a system defines a
comprehensive structure for identifying, communicating,
reviewing, planning and documenting all changes to plant,
process, organization, and procedures.

 Management of Change is a structured approach to change from


an existing state to a desired future state
• Effective Management of Change (MOC)
is vital for safe and reliable operations.

• Poor Change Control is the major cause in


over 20% of major process incidents (
Flixborough 1974, Bhopal 1984…….etc.).

• If a proposed modification is made without


appropriate review, the risk of accident
increases significantly.

• MOC minimises unplanned adverse impacts on system integrity,
security, stability, and reliability.

• MOC ensures proper level of technical completeness, accuracy of


modifications, and testing of systems before implementation.

• MOC ensures an appropriate level of management approval and

change.

 Engineering change is : any modification to the existing facilities, process
systems, and/or equipment which differs or may result in change to the original
design, specification or operation (ex. Set points, safeguards, alarm system,
raw materials, product specs, hot tapping)

 Engineering change can be :

1- Permanent.

2- Temporary.

3- Emergency.
 Change in organization can be for the for reasons:

 Outsourcing.
 Buy-out.
 Downsizing
 Merger
 Change in critical key persons.
 New regulatory requirement.
 New international standard.
 New company standard.
