4.3.1 Aircraft Security Checks:
Each Contracting State shall ensure security checks for
originating aircraft in commercial air transport,
determined by a security risk assessment.
4.3.2 Management of Items Left Behind:
Ensure measures are taken to remove items left by
passengers from transit flights before departure of
commercial aircraft.

4.3.3 Prevention of Unauthorized Entry During Flight:
Require commercial air transport operators to prevent
unauthorized persons from entering the flight crew
compartment during flight.
4.3.4 Protection during Aircraft Search:
Ensure protection of an aircraft subject to 4.3.1 from
unauthorized interference during the search or check
until departure.

4.3.5 Recommendation – Security Controls:
Controls outside security restricted areas to prevent
unlawful interference with aircraft.
4.3.6 Mitigation of Threats:
Based on a risk assessment, establish ground measures to
mitigate possible attacks against aircraft using Man-
Portable Air Defence Systems (MANPADS) and similar
threats at or near an airport.

4.4.1 Originating Passengers Screening:
Ensure screening of originating passengers and their
cabin baggage before boarding from security-restricted
areas.
4.4.2 Transfer Passengers Screening:
Screen transfer passengers and their cabin baggage
before boarding, unless validated through continuous
collaboration with the other Contracting State. Refer to
guidance in Doc 8973. 13

4.4.3 Protection after Screening:
Protect passengers and their cabin baggage post-screening until
boarding. Re-screening is required if mixing or contact occurs.
4.4.4 Transit Operations Measures:
Establish airport measures for transit operations to safeguard
transit passengers' cabin baggage and maintain security
integrity.

4.4.5 Recommendation – Suspicious Activity:
Establish airport and on-board practices for the identification
and resolution of suspicious activities posing a threat to civil
aviation.

4.5.1 Originating Baggage Screening:
Ensure screening of originating hold baggage before loading
onto an aircraft in commercial air transport operations from
security-restricted areas.
4.5.2 Protection and Re-screening:
Protect all hold baggage from unauthorized interference from
screening or carrier acceptance until aircraft departure. Re-
screen if baggage integrity is compromised.

4.5.3 Unaccompanied Baggage Transport:
Prohibit commercial air transport operators from transporting
baggage of non-passengers unless identified as unaccompanied
and subjected to appropriate screening.
4.5.4 Transfer Baggage Screening:
Screen transfer hold baggage before loading unless validated
through continuous collaboration with the other Contracting
State. Refer to Doc 8973 for guidance.

4.5.5 Criteria for Baggage Transport:
Ensure transport of hold baggage meeting criteria: individually
identified, screened to the appropriate standard, and authorized
for the specific flight.
4.5.6 Recommendation – Unidentified Baggage:
Establish procedures for dealing with unidentified baggage
based on a security risk assessment by relevant national
authorities.

4.6.1 Cargo and Mail Controls:
Apply security controls, including practical screening, for cargo
and mail before loading onto commercial air transport aircraft.
4.6.2 Supply Chain Security Process:
Establish a supply chain security process, including approval of
regulated agents and/or known consignors involved in screening
cargo and mail.

4.6.3 Protection from Unauthorized Interference:
Ensure cargo and mail are protected from unauthorized
interference from screening or security controls application until
aircraft departure.
4.6.4 Enhanced Security for High-Risk Cargo:
Implement enhanced security measures for high-risk cargo and
mail to mitigate associated threats.

4.6.5 Confirmation of Screening for Cargo and Mail:
Operators must confirm and account for screening or security
controls by regulated agents or approved entities for cargo and
mail. Unconfirmed items undergo screening.
4.6.6 Security Controls for Catering, Stores, and Supplies:
Subject catering, stores, and supplies for passenger flights to
security controls, ensuring protection until loaded onto the
aircraft.

4.6.7 Security Controls for Merchandise in Restricted Areas:
Introduce appropriate security controls, potentially including
screening, for merchandise and supplies entering security-
restricted areas.
4.6.8 Security Status for Confirmed Cargo and Mail:
Issue a security status for confirmed and accounted-for cargo
and mail, accompanying them throughout the secure supply
chain in electronic or written format.

4.7.1 Disruptive Passengers Requirements:
Develop air carrier requirements for the carriage of potentially
disruptive passengers due to judicial or administrative
proceedings. Refer to Doc 8973 for guidance.
4.7.2 Safety Measures in Security Programs:
Ensure operators include measures for the safety of passengers
obliged to travel due to judicial or administrative proceedings in
their security programs.

4.7.3 Information to Operator and Pilot:
Inform the aircraft operator and pilot-in-command when
passengers obliged to travel due to judicial or administrative
proceedings are on board for applying necessary security
controls.
4.7.4 Authorization for Carriage of Weapons:
Require special authorization for the carriage of weapons by law
enforcement officers and authorized persons in line with
applicable laws.

4.7.5 Inter-State Travel of Armed Personnel:
Consider inter-State requests for the travel of armed personnel,
coordinating with all involved States and allowing such travel
only upon unanimous agreement.
4.7.6 Carriage of Weapons in Other Cases:
Allow the carriage of weapons in specific cases, ensuring
confirmation by an authorized person that they are unloaded (if
applicable) and stored in an inaccessible place during flight.

4.7.7 Deployment of In-Flight Security Officers:
Deploy in-flight security officers as government personnel,
specially selected and trained, following threat assessments and
coordinated with concerned States while maintaining
confidentiality.

Notify the pilot-in-command about the number and seat
locations of armed persons on board.

4.8.1 Identification of Landside Areas:
Ensure the identification of landside areas by each Contracting
State.
4.8.2 Security Measures for Landside Areas:
Establish security measures for landside areas to mitigate and
prevent possible acts of unlawful interference, aligning with risk
assessments conducted by relevant authorities or entities.

4.8.3 Coordination of Landside Security Measures:
Ensure coordination of landside security measures according to
Standards 3.1.5, 3.2.2, and 3.2.3 among relevant departments,
agencies, organizations, and entities within each Contracting

in the national civil aviation security program..

4.9.1 Protection of Information Systems:
Each Contracting State, based on risk assessments, should
ensure the development of appropriate measures to safeguard
the confidentiality, integrity, and availability of critical
information and communications technology systems and data
used for civil aviation.

4.9.2 Implementation of Protective Measures:
Each Contracting State should encourage entities involved in the
national civil aviation security program to identify critical
information and communications technology systems and data,
assess threats and vulnerabilities, and implement protective
measures. This may include security by design, supply chain
security, network separation, and remote access control, as
deemed appropriate.
