BARANGAY STATE OF CHILDREN REPORT 2023

With the vision of creating a child-friendly community in Barangay


__________________________, our barangay is constantly implementing policies, programs,
projects, and activities to promote and protect children's rights, believing that every child in the
community deserves a all-inclusive and healthful opportunity for growth and development. Yes,
we consider children's welfare to be a top priority on our development agenda. They are the future
human capital of our barangay, so we must invest in them. The theme "Healthy, Nourished,
Sheltered: Ensuring the Life for All!" was celebrated during the National Children's Month
wherein the Department of Education also focused on the sub-theme "Stay Curious, Stay
Cautious: Empowering Learners to Surf Safely," in which highligthing the R.A. 11930, entitled
"An Act punishing Online Sexual Abuse or Exploitation of Children (OSAEC), Penalizing the
Production, Distribution, Possession, and Access of Child Sexual Abuse or Exploitation Materials
(CSAEM) and its recently enacted Implementing Rules and Regulation (IRR). With all of these
slogan it always covered the countless matters on children's right to survival, development,
protection, and participation in the new normal setting. I'd like to share with you the outcomes of
our collaborative efforts to promote and preserve children's rights in the year
2023.
In the heart of every community are its youngest members, the youngsters whose
innocence and promise hold the key to the future. As we traverse the difficulties of governance
and societal advancement, we must never lose sight of our obligation to defend and uphold
children's rights, particularly within the boundaries of the barangay. The barangay, the smallest
administrative component in our local government, serves as the foundation for the larger
socioeconomic structure. As a result, it is within the barangay's sphere of influence that
children's rights must be most closely protected and nurtured.
At the core of any discussion on children's rights lies the United Nations Convention on
the Rights of the Child (UNCRC), a landmark international treaty that outlines the fundamental
rights every child is entitled to. These rights encompass various aspects crucial to a child's
holistic development, including but not limited to protection from exploitation, access to
education, and healthcare, and opportunities for participation in decisions that affect their lives.

occurred in ages, 25-29, 35-39, 60-64, 65-69, and 70 above age group. The rest of the age group is
dominated by males.

FIRST, ON THE RIGHT DEVELOPMENT


Every child deserves a quality education and guidance. Education is the only inheritance
that they can have without anybody to remove and get it from them. Our barangay thinks that
education is a key factor in achieving success. It is a crucial instrument for children's
empowerment and achievement of their future goals. The Barangay Council for the Protection of
Children (BCPC) members made sure that these are available in our community and here are the
following:
Founding and Preservation of the __________________ Child Development Center
The presence of the Day Care Worker Teacher as the representative of the
Municipal
Social Welfare and Development Office
Provision and Aid to BCPC
Availability of Smart TV and Wifi for Educational Purposes Existence of
Playground
Newly constructed Basket Ball Court
At the heart of this right is the implementation of development initiatives aimed at
increasing and expanding the delivery of basic services, with a focus on educational advantages
and opportunities, particularly for children.
Presently, ______ preschoolers of ____________ Child Development Center (CDC) are
enrolled for the school year 2023-2024. The CDC allowed all children including young like 3
years old to be enrollees. Considering the protocols of the provincial government in the COVID-
19 pandemic, safety protocols are still observed for the safety of the children. However, with the
existence of the newly constructed basketball court at the ________________, children in the
barangay and other barangay are enjoying using the basketball court wherein they can fully learn
and show their skills through playing sports activities.
So, recognizing the vital role in building a sustainable society and making the future
leaders as well as professionals of our barangay rather the society with the aid of other
organizations in the barangay. With that, having a quality education can easily be achieved as
long as the local government unit continues its way in enabling the children to be equipped with
knowledge and skills that they can utilize in their advancement in the future. Thus, the BCPC is
enthusiastic to support and provide services through allocating budget.

SECOND, ON THE RIGHT SURVIVAL

Amid the activities in our barangay involving children and BCPC Personnel, they
participated in the following activities of 2023:
Distribution of Vitamin A
Immunization Program
Deworming
Operation Timbang (OPT)
LGU Feeding Program
Oplan Taob and Misting/Oplan Tak-tak

Visitation to Pre- and Post-Partum Mother Children's Congress


Formulation of Gender and Development Plan includes such as: o Aid to
BCPC o Air to Person with Disability (PWD) and Senior Citizens (SC) o
Juvenile Delinquency o Nutrition
Presence of Health Providers including BHW, BNS, BSPO and Committee
Chairman on Health and Sanitation
Updated Database on Children

In strengthening the programs on this right to survival are our very efficient and caring
Health Providers including our 4 Barangay Health Workers, I Barangay Nutrition Scholar
(BNS), 2 Barangay Service Point Officer (BSPO), 1 Committee Chairman on Health and
Sanitation who help and assisting health professionals, mainly to our Midwife
____________________, and nurses during the health care activities and services in the
barangay.

Safeguarding that our barangay has no mortality rate, especially in the survival of
infants, we made steps such as coordinating with the Municipal Health Office and maintaining
a clean and eco-friendly barangay. On nutrition, the frequency of underweight, wasting, and
stunting among 0-59 months old children in the barangay has remained its number. 1 female
child was considered malnourished but with the continuous supply of health food and
medicines it made a change and now, she's almost normal.

Aside from this, barangay immunization, deworming, distribution of Vitamin A,


operation timbang, plan taob, and misting which were supported by the City Health Office in
implementing have benefited all children and listed qualified recipients. Moreover, with the
presence of health providers including the active BHWs, BNS, BSPOs, and Committee
Chairman on Health and Sanitation these programs were properly executed under the given
time frame. Children with disabilities are obliged under the shared aid of the Person with
Disability (PWD) and Senior Citizens (SC) Program by the barangay allocating 1% of the total
budget. Amounting to Php 22, 780.00 was utilized in which it was used on purchase sacks of
rice and every recipient received 4kls of rice. The CSWDO also extends help to PWD children
by allowing them to have PWD Identification Cards and receive food packs.

Overflowing recipients especially children served by the Assistance to Individuals in


Crisis Situation (AICS) program through educational, medical, burial, transportation, food, and
financial subsistence assistance through the help of the Office of the 1st District Congressman
Hon. Ferdinand Alexander "Sandro" A. Marcos, Provincial Social Welfare and Development
Office (PSWDO) and also the City Social Welfare and Development Office (CSWDO).

THIRD, ON THE RIGHT OF CHILDREN TO PARTICIPATE:

With this BCPC Personnel and children were able to participate in the following:

Seminars and Training of Capacity Training for Barangay Council for the
Protection of Children (BCPC) Members of Establishment of VAW Desk
and VAW Desk Officer o 'Forum on R.A. 9344 or the Juvenile Welfare Act
and Orientation on the Formulation of Comprehensive Barangay Juvenile
Intervention Plan.

Our City Children's Code delivers the local government including the barangay to
endlessly promote our children's rights and welfare. To sustain the previous efforts that we
initiated, the barangay council for the protection of children has always participated in any
activity that is related to the welfare and protection of children. Last 2023 various activities were
conducted like seminars and trainings that promote and strengthen the advocacy for all the
children present in the community. Through these activities, BCPC members and even executive
orders gained knowledge and experience to help create a progressive and friendly barangay.
Also, in formulating action plans that can offer good and worthy services for the children.

Aside from these seminars and trainings, allowing children to enjoy and experience
different activities like Palarong Pamasko and Annual Trick or Treat which are geared towards
obtaining their sentiments has been an eye-opening experience as they are wonderful.

LASTLY, ON THE RIGHT TO PROTECTION:

To ensure the protection of children in our barangay, the BCPC members and executive
officers created different executive orders and ordinances. Here are the following:

Presence of the Barangay Human Rights Representative
Existence of Barangay Executive Orders, Resolutions, and Ordinances passed and
enacted by the Sangguniang Barangay.
o Barangay Resolution Adopting City Ordinance No. 2005-161 otherwise known as
"An Ordinance Prohibiting Minors to Buy, Take or Drink Intoxicating Liquors and
Imposing Penalties for Violation Hereof' o Barangay Resolution Adopting City
Ordinance No. 2005-093, "An

o Ordinance Amending City Ordinance No. 124, Series of 1975, otherwise known as
"An Ordinance Imposing Curfew to Minors by Presidential Decree No. 603, As
Amended" o Barangay Resolution Empowering the Non-Government Youth
Organizations in the barangay, the Barangay Seven A Youth Association and West
River Side Association to be the BCPC Partners in Promoting Welfare to Children
and Youth o Barangay Executive Order No. 2018-06, An Executive Order
Organizing Barangay Council for the Protection of Children (BCPC) o Barangay
Executive Order No. 2018-08, An Executive Order establishing a violence against
women and children (VAW) desk o Barangay Executive Order No. 2020-07, An
Executive Order establishing responsible parenthood and reproductive health

Financial Plan
o BCPC Form Ill: Crime Prevention Projects Undertaken by the BCPC

This year, there have been no recorded incidences of child abuse in the barangay.
Meanwhile, the Barangay Council for the Protection of Children (BCPC) has no recorded cases
involving children in conflict with the law and children at risk.
In regards to special protection, avoiding children being involved in conflicting with the
laws and children at risk, the barangay endeavors to provide counseling together with the PNP
Women and Children Protection Desk Officer, CSWDO Representative and VAWC Desk
Officer consults with parents to orient them the necessary procedures prior and during case
filings. Assistance is also provided for subsistence and transportation. Let's practice to be fully
aware that an effective advocacy campaign will impact barangay officials and constituents in a
way of ensures the child's development and growth to become a good abiding citizen not only in
our barangay but worldwide.

As for the future, we enthusiastically hope that ____________________________ will


become an inspiration for all to continually produce opportunities and innovations for the
advancement and stronghold of Children's Rights and Welfare.

I ask for your support and participation as the Barangay Council for the Protection of
Children of ______________________________________ aims to help raise healthy, values-
oriented, literate, and God-fearing children, who will soon be the next servants of this
community. Truly, this will be a tough responsibility but if we all deliver our dedication,
commitments, and efforts, each year will be a fortuitous for enhancement, to achieve our
mission and vision with everything we can give. So, with the constituents, family, and the
Almighty God as our inspiration, there is nothing we can attain.
