Chapter 2 Exercises

1. Moonlighting is considered as a violation of their professional conduct or ethical standard


because it violates their professional conduct as a police officer which is to carry out their
functions with utmost efficiency and dedication to ensure that communities are safe and
crime-free. Doing this behavior also affect their vowed responsibilities as a PNP personnel for
it takes their full time and attention towards their responsibilities which is to protect and
preserve the peace in the society with the best capabilities they can. PNP personnels should
remember that aside of being law enforcers, they should be exemplars of community service--
keeping the interest and welfare of the people at heart and serving them with professionalism,
morality and integrity. That is why, involving in moonlighting might also influence their
ethical standards and decisions in life which leads for them to either forget their vowed
responsibilities or do not set to carry on their professional conduct and focused on their own
interests rather than for the benefit of the Filipinos since there is a possibility that their
employers in their other job if they involved this activity might abuse their power and position
for their own benefit.

2. As professionals, police officers need to adhere with the professional conduct prescribed by
their organization so that they were able to do their responsibilities efficiently with integrity
and dedication. Adhering these professional conducts will also guide them on the right path in
performing their job responsibilities and will serve as their reminder of their limitations of the
power given to them by the government. These will serve as a constant reminder of the need
for our police officers to stand as role models in the community, adhering always to the
principle that public office is a public trust, and that public accountability must be the
unbending yardstick of all our actions and decisions in the performance of duty.

3. Accepting gifts from individual or organizations by any official or employee government is


prohibited by R.A. No. 6713 in order to prevent from any circumstances of abusing power by
the employee that might tainted the image of the department under the government. It has
been prohibited because this might lead to the employee to be swayed by his/her radical
decision in doing his/her job responsibilities with integrity and no biases for it gives a sense
of gratitude towards the receiver that he/she needs to repay back. Moreover, police officers
must be imbued with the strength of character and moral values to effectively guide them in
all facets of their work. This is a daunting challenge, especially in the face of taunts and
temptations that lead law enforcers astray from the standards of the uniform, and thereby
become a liability to the profession.
4. As a future Criminologist, what I can contribute to the profession to improve its public image
is to follow the professional conduct and ethical standards set for the PNP because by doing
this, I can be able to regain the trust of the citizens towards PNP department and slowly
change their bad perspectives about police officers. Moreover, I will also do my job
responsibilities with passion and dedication so that I will be able to efficiently perform my
role with integrity which can help to improve the public image of the department. Lastly, with
this, it will help me to become a good role model to other which will elevate the image of the
department.

Chapter 3 Exercises

1. Including the belief and love of God as one of the characters to be possessed by police offices
in PNP Ethical Doctrine can be able to help a police officer be ethically and professionally
sound for this will serve as their moral guidance to become a humble and good person in the
society. Aside of that, this will strengthen their morality as a person which will lead them to
do their job in a humble way with dedication and passion and to prevent them from abusing
their power since their center in life will be the God which is known as a humble mighty one
who cares and love his people. With those, there is a big possibility of them to become a
police officer who is ethically and professionally sound due to the other characters in the
doctrine is commonly based on this single character and they have just been specified.

2. Being a police officer is not an easy profession because there are times that because of
eagerness to protect and preserve the peace in the society, he/she tends to fail in observing the
human rights particularly for the criminals. One of the factors of these instances is the lack of
compliance with international human rights standards, such as legality, necessity,
proportionality, and accountability. Another reason is the racialized enforcement strategies
employed by some police departments, leading to concerns about discrimination and abuse of
power. Additionally, there is a prevailing resistance within police organizations to external
advice and a denial of human rights violations. Lack of expertise in handling prisoners also
contributes to human rights violations, as police officers may not have the necessary skills
and knowledge required for custodial care.

3. In my observation, I can say that it is very rare to be practiced by PNP personnel due to
various factors which implicate and influence their actions as an officer. Most of the time, I
frequently see in TV news about police officers who committed a crime and abuse their power
and position in which most of their victims are those who are in the poverty line or those who
were weak. They tend to show to those people on what they are capable of and higher than
them because of the power and position they have. However, I do not lose hope to the PNP
department because I know and believe that there are still other good police officers who
value their vowed job responsibilities and practice the ethical standards and professional
conduct of their profession.

4. Political patronage is one of the unethical practices that can be seen practiced by many police
officers in reality even though it was been prohibited due to various factors such as seeking
assignments, promotions or transfer aspects. However, despite being of prevalent, I believe
that this could still be minimized and prevented through different interventions. First, PNP
members shall seek self-improvement through career development and shall not directly or
indirectly solicit influence or recommendation from politicians, high ranking government
official’s prominent citizens, persons affiliated with civic or religious organizations with
regards to their assignments, promotions, transfer or those of other members of the force, nor
shall they initiate any petition to be prepared and presented by citizens in their behalf.
Moreover, they shall advise their immediate relatives not to interfere in the activities of the
police service particularly in the assignment and reassignment of personnel.
