Client GRIDCO

Project Utility Scale Grid Connected 1000 MW Floating Solar PV project(s) in Odisha, India

Project background

IFC has been engaged by GRIDCO (Client) to develop ~1000 MW equivalent of FSPV projects at multiple
locations/reservoirs in the State on Public Private Partnership (PPP) mode. IFC’s scope of work includes
screening of sites for FSPV projects.

The Government of Odisha, through its nodal agency for RE initiatives - Grid Corporation of Odisha
(GRIDCO/Client), aims to develop ~1000 MW equivalent of FSPV projects at multiple locations/reservoirs in
the State on Public Private Partnership (PPP) model.

Most parts of the state of Odisha receive average daily solar irradiance from 5.0 to 5.5 kWh/m2 (as per
satellite datasets) along with the average sunny days from 280- 300 in a year. Based on climatic conditions,
the State can be divided into two major climatic zones - composite and warm & humid, which are both
suitable for deploying large-scale solar power projects. Odisha being an agricultural state faces difficulty in
developing ground-mounted large-scale solar projects due to the unavailability of wasteland.

Project is having total Capacity of 1000MW Which will split in to three transactions let’s say Each transaction
of 300 - 350 MW.
We AFRY as Lead Consultant will be responsible for proposing criteria and help in selection of three to four
sites with highest solar exploitable potential. This includes considering the parameters described in the
scope of this ToR (irradiation, and availability at the substation among others), but also the
permitting/licensing challenges, distance for power evacuations, limitations in total potential for
evacuation, land assessment around the potential site for assembly of FSVP system before it is pushed to
water body, social and environmental concerns or/and technical solutions, amongst other factors. A long list
of reservoirs may be provided by Government, out of which the Consultant would be required to shortlist
reservoirs based on the screening criteria.

GRIDCO, OPTCL, GoO, OERC, OHPC,

stakeholder, the Consultant shall coordinate with GRIDCO/IFC as GRIDCO/IFC will lead the

Task 2.5: Power Evacuation System


• Assessment of existing and proposed transmission line, power evacuation
infrastructure at the substation side etc.

• The assessment of transmission line should include the route survey map (preferred
route up to the delivery point) along with the details of land type (i.e. ownership details),
any hindrances viz., Railway crossing NH/SH and MDR crossings, etc.

Based on the modeling and due-diligence undertaken, the Consultant would be required to
define technical specifications and reference standards including but not limited to the
following to be
included in bid documents:

g. Transformers suitable for operation in high humidity conditions and in conjunction with AFRY Pune

standards, including safety standards. This includes, but is not limited to, the following:

operation for the life of the FSPV plant
f. Technical criteria governing performance monitoring after installation

h. Performance requirements of the system
i. Insurance requirements, maintenance plan requirement and other relevant techno-
commercial aspects
j. All the formalities to be undertaken by developer and Client for various activities
related to grid integration with CTU/STU.
