I. RATIONALE

One of the initiatives that provide the opportunities to enhance learner’s

performance particularly the low proficiency levels in reading based on the
national and international assessment employ by Department of Education
is the implementation of Catch-up Fridays. As stipulated in the Department
Order (DO) No. 001, s. 2024 titled Implementation of Catch-up Fridays the
assessment results necessitate prompt attention to addresses the learning
gaps and strengthen the reading proficiency of the learner and bolster the
basic education priorities as articulated in the MATATAG AGENDA, and
accelerate the achievement of education targets as stipulated in the
Department Order (DO) No. 013, s. 2023, titled Adoption of the National
Learning Recovery Program and a need to intensify Values, Health and
Peace Education.
Moreover, an integrative approach will be employed and used as
springboard for developing the reading skills of learners. Jhon Dewey
claimed that learning could be more meaningful if content areas are blended

for curriculum and instruction. The use of unifying themes and real-life
activities could be more relevant learning (Dewey, 1938; New, 1992).
It involves some practices to be employed like incorporating the thematic
and integrated curriculum in the daily schedule and daily or weekly lesson
plan, foster an atmosphere that welcomes and encourages creativity in the
classroom, and use age-appropriate materials and techniques in teaching
and learning.
In line with the commitment of the school in the implementation of
this initiative, Dinasan Elementary School initiates the adoption of
integrative approach in the development of reading materials for Catch-up
Fridays Implementation.

Education (DepEd) issues the Gender-Responsive Basic Education Policy in
line with its Gender and Development (GAD) mandate as stipulated in the
1987 Philippine Constitution, RA 9719 Magna Carta of Women, RA 10533
The Enhanced Basic Education Act of 2013, and the Philippines’
International Human Rights Commitments to the Universal Declaration of
Human Rights, Convention on the Elimination of All Forms of
Discrimination Against Women (CEDAW), and the Convention on the Rights
of the Child (CRC) among others.” In line with this, DepEd commits the
integration of “gender equality, gender equity, gender sensitivity, non-
discrimination and human rights, in the provision and governance of basic
education…” to ensure access to quality basic education for all.
