Introduction
General information
The Government of Ethiopia is committed to delivering this climate resilient green economy vision in line with
national and international best practice, drawing on global experience and sharing lessons with other countries
tackling similar challenges, and has committed domestic public resources to these ends.
Ethiopia’s CRGE initiative sets the goal of reaching middle income country status by year 2025 with net-zero
greenhouse gas (GHG) emission growth while simultaneously building the resilience of the economy to climate
shocks.
Ethiopia also wishes to have access to international resources to support CRGE implementation. This is critical, as
preliminary estimates indicate that building the green economy will alone require total expenditure of around
Potential of Solar Energy in Ethiopia
Studies indicate that for Ethiopia as a whole, the yearly average daily radiation reaching the ground is 5.26
kWh/m2/day. This varies significantly during the year, ranging from a minimum of 4.55 kWh/m2 /day in July to a
maximum of 5.55 kWh/m2 /day in February and March. On regional basis, the yearly average radiation ranges from
values as low as 4.25 kWh/m2 /day in the areas of Itang in the Gambella Regional State (western Ethiopia), to values
as high as 6.25 kWh/m2/day around Adigrat in the Tigray Regional State (northern Ethiopia) Ethiopia.
This project
Ethiopia is located within latitude 30 15’N to 150N and longitude 330E to 480E, and has a population of over >100
million of which close to 85% lives in rural areas mostly engaged in farming.
The purpose of this project is to replace diesel driven rural water pumping systems to solar water pumping systems in
line with the green economy strategy of the country. This will help to ensure an increased and sustained supply of
water at lower financial, economic, environmental and social costs than with fossil fuel powered pumping systems.
1.3Main considerations
This section contains the information that will enable the bidder to respond to the bid by considering the following
issues. The bidder for this bid is expected to undertake the following:
The Supply of Solar power equipment’s and accessories requires the bidder to fulfil the following conditions: :
System sizing based on the technical specifications given here in this technical requirement;
In the event of being awarded, under the contract the supplier shall undertake a pre-installation site visit to all the
sites to ascertain the well characteristics and subsequently submit revised technical/engineering drawings and design
specifications for each of the sites to the WDC;
Submit source or manufacturer of solar pumping major components (module, Pump, Controller/invertor, cables,
etc.,) in order to realize a complete pumping system,
The Government of Ethiopia (GoE) through the Water Development Commission (WDC) shall provide the Bidder the
necessary customs clearance, tax exemption provisions, duties and others as necessary in accordance with the contract
conditions. Install the solar power equipment systems at the identified Sites.
Transport (it from the country of origin or manufacture) and deliver to site where to be installed via Djibouti port on a
CIP (Carriage and Insurance Paid) basis. However the bidder shall submit detail costs breakdown per item (FOB, sea
fright including insurance and inland transport with insurance)
Conduct capacity building activities for at least three persons per each site (two site technicians and one technical
person from woreda water office) on how to install, operate and maintain the systems.
names of local partners which to be included in the bid offer to ensure continued supply of spare parts and
maintenance services are in place, and
The bidder will respond to the bid in English and in responding to the bid the bidder will provide Technical proposal
and a financial proposal.
2.SUPPLY AND INSTALLATION OF SOLAR PUMPING SYSTEMS
2.1General requirement
2.1.1System Sizing
The system must be sized using computer based tools that can closely model the irradiation, rainfall; power generated
from the solar array, typical pump performance and can verify this through comparison with actually installed
systems. System sizing should be done showing monthly pumped water outputs in line with the water requirements
for each site.
2.1.2System Suppliers
The following requirements refer to the Suppliers of solar panels, pumps with control units and inverters being
proposed. Suppliers of good standing and experience are required to meet the requirements of this project. Bidders
should nominate the equipment Suppliers and complete this section with the Suppliers assistance. The bidder must
provide a letter of authority from the manufacturers stating that this information provided is true and accurate and with
their co-operation.
It is envisaged that the system is made up of the following components.
solar generator to provide power
Pump and pump motor to pump the required water
Some control equipment for optimisation and control of the system
Metric measurements – Cubic meters, Kilowatts and Meters should be used as standard in responses.
2.1.3Certification
The system Suppliers must operate a quality management system that is ISO 9001 or equivalent and have recognized
third party verification. Knowledge and proof of adherence to necessary product safety standards must be
demonstrated.
Bidders must have availability of TÜV or equivalent listed products for supply. Solar modules, pumps, motors, and
control equipment must meet the necessary CE/international standards for safety and where applicable functionality.
2.1.4Associations
The Suppliers should be positively recognized by industry associations. The Suppliers must provide evidence of being
successful in winning bids for governments and recognized organizations that operate professional purchasing
methodologies.
2.1.5. Installation/Service
Where Suppliers installation service partners will be used to fulfil the requirements of the bid, the following
requirements should be met: Must have a valid trade license in the supply, installation and after sales services,
qualified and trained staffs that are certifiable with the equipment.
The Suppliers must have experience of installing and maintaining solar pumping solutions of a similar size and scope.
The Suppliers must provide details of three reference projects. References will be followed up.
The partner must have access to spare parts supply with direct or indirect backing from the equipment. Parts should
be replaceable at a low level of modularity to reduce replacement costs. For the pumping systems (Pump end, pump
motor and control equipment) no single spare part should cost more than 20% of the total system cost.
2.1.6. Spare parts provision
Bidder must indicate which of the following key parts in the table are field serviceable plus the expected time and skill
level required for replacement.
The bidder must supply a full spare parts price list that is valid for at least 12 months, and spare parts must be readily
available on site within 5 days.
3. System planning and design
The system must be designed and planned using computer based tools that can closely model the irradiation, rainfall,
power generated from the solar array, typical pump performance and can verify this through comparison with actually
installed systems.
Planning and design should be done showing monthly pumped water outputs in line with the water requirements
below.
Due to the complex nature and multiple variables involved in calculating solar system performance for every hour of a
year it is deemed unrealistic to be able to do this without the use of proven computer based modelling tools.
Access to technical support
Suppliers must have access to design support team either directly or indirectly through an authorized body.
3.1Delivery& Installation
It is the responsibility of the supplier to deliver all goods to the project sites for installation.
All system installation will be as per the standard EN 50110.1 applicable to the electric exploitations facilities and
good practice specified by the standard IEC 60364 or IEC 60364.1.
The bidder will install, test and put in operation all systems. He will be responsible of all equipment including security
up to provisional acceptance.
The bidder is expected to have knowledge of on the sites conditions, for all the areas of implementation. The civil
work required under this bid includes the realization of:
(a). the foundation of the support structure for the photovoltaic field,
(b). the fence surrounding the PV array and all the components of the solar system.
Although the implementation of all installation work is of the responsibility of the bidder, it is recommended to
contract the local population to perform some of the civil work such as foundation and trenches digging.
For each site, a meeting will be organized by the authorities (WDC, Regional Water Bureaus and their subsequent
branches, etc.) in order to identify the positioning of the solar field and to confirm the space requirement for the
installation of the systems.
3.2 SUPERVISION of installation and staff training
Staff training is an important part providing sustainability of the system installed. It allows the beneficiaries to operate
efficiently and safely the system installed. It allows them to identify existence of abnormal situations; correct simple
malfunctions or call for maintenance intervention and prevent further damage.
The Company will provide the training of at least two people per site and one person from the administrative Woreda
on which this pump is located. The training will cover all the operations which have to be carried out as part of normal
use and routine maintenance by the recipient, including the concepts which are necessary to detect the existence of a
problem which should be pointed out to the maintenance company. Training will be done before the provisional
acceptance; it will include hands on training during installation of the pumping systems.
Contents of the training (including hands on) package will be agreed with WDC at least one month before the test of
the first unit. The company will develop in English, a procedure handbook illustrated with pictures or drawings. The
user manual will be delivered in English
3.3 Performance Specifications and Warranty
The PV Modules must be warranted with a specified Insurance policy from the supplier for output wattage, which
should not be less than 90% at the end of 10 years and 80% at the end of 25 years.
Inverter and controller: minimum 3 years;
The whole system including Submersible/ surface pumps shall be warranted for 5 years;
Required Spares for trouble free operation during the Warrantee period should be provided along with the system.
3.4Inspection
The material will be dispatched by the supplier after sample inspection by the WDC or its designated representatives
at his premises and acceptance of the same. The supplier shall provide without any extra charge, all materials, tools,
testing equipment, labour and assistance of every kind which the inspecting officer may consider necessary for any
test or examination which he may require to be made on the supplier’s premises. Testing charges if any charged by the
approved testing centres / Lab for the checking of performance will be borne by the firm.
3.5 Provision of certificates and documentation
Certificates
Knowledge and proof of adherence to necessary product safety standards must be demonstrated.
Bidders must have availability of TÜV or equivalent listed products for supply.
Solar modules, pumps, motors, and control equipment must meet the necessary CE / international standards for safety
and where applicable functionality.
Documentation to be provided in the bid For the installations in general, the bidder shall provide:
Detailed description and specification of the solar modules, electronic and pump systems;
Detailed and clear drawings of the offered pumps and motors, indicating the materials used;
A wiring diagram of the equipment in the control cabinet.
Technical information
After-sales service proposal for each installation, the bidder shall provide:
A table giving the flow rate in m3/h of the pump at irradiation levels between 200 and 1000W/m2;
The selected cable (panel to pump) number of cores, core cross section and material;
The selected riser pipe diameter.
Users’ manual
The supplier must provide a user’s Manual intended for safe operation/maintenance. This manual will be included
with each of the systems and will be the basis of the training of the water system caretakers by the suppliers.
The manual must be in English and all documentation should be simple and easy to follow and understand. Use of
sketches or graphics should be made to make the manual easier to use. The documentation is to include the following:

How the system works: The relationship between energy available on a daily basis, sunlight conditions and how the
solar water pump works should be clearly and simply explained.

A description of all user interactive hardware including disconnect switches and status indicators.
Any user maintenance items
A user trouble-shooting guide
A block diagram showing the main components
Contact information of suppliers and manufacturers for maintenance and access to spare parts.
The user manual shall be amply illustrated.
O&M manual
The supplier must provide an Operations and Maintenance Manual to be used by the service technicians. The manual
must be in English. The manual will include the specific details on installation, operation and maintenance:
A detailed technical description of the system and all its components
A complete copy of the User’s Manual
A complete list of all system components, with associated manufacturers documentations, specifications and
warranties
A recommended periodic maintenance schedule of the complete water supply system, with complete maintenance
instructions
A detailed troubleshooting guide, referencing all the system components
This shall include diagnostic and repair procedures that can be done by the supplier or a qualified third party. Repairs
and procedures to be done by trained electricians familiar with photovoltaic systems shall also be identified (if any).
A functional block diagram, electrical single-line drawing showing the placement of all hardware and ratings of all
component and physical layout diagram
Site specific and design relevant data
Designing Solar Pumping System
The minimum radiation of all the sites has been taken from NASA and specified for each site. The projected/expected
number of beneficiaries is calculated with the following equation:
Projected/expected number of beneficiaries = Current no. of beneficiaries x (1+ r)n
Where

Daily water requirement (m3) = (projected/expected no. of beneficiaries x 15 litre x (1m3/1000litre) x 1.1
In order to fill the autonomy slowly a 10% of increase (the factor 1.1) in the daily water pumping is made.
For each region two different tables are depicted. The first table shows all the sites with relevant data of the regions
including the geo-reference data and the respective distances from Addis Ababa. The second table includes all the data
needed for the bidders to design the respective system for each site.
The winner bidder shall consider as part of the contract agreement to make provisions for a pre-installation site visits
that will ascertain particularly the well casing diameter, the total well depth, the static water level which are basic
factors for system sizing.
The main reason for this was that during the sites visits it was evident that in some sites part or complete information
of total well depth, dynamic water level, static water level diameter of well casing (not diameter of the well) were
missing or could not be determined without removal of the well head and doing a dipping assessment. This was in part
due to the already existing and operational installation of diesel pump.
Subsequently, now that the final sites have been selected removal of such pumps to undertake the dipping exercise and
then install the solar pump can now be done.
It is within this framework, that a pre-installation site visit for the bidder who will be awarded the contract is a key
activity to allow the refinement of the system sizing.
The sites characteristics including those with data uncertainty or missing data are shown in the following tables.
Project information
Water requirements
All water requirements are provided in cubic meters. The system must deliver the following water requirements:
Peak water delivery per day of {x} cubic meters
Water delivery requirements by month of the year (cubic meters)
Below are alternative methods for specifying water requirements. This must be clear to the bidders.

Water Source and Environmental factors
When considering the design of the systems the following planning assumptions should be made. These are subject to
specific site inspection but are the basis for the tender award.

Experience
The Suppliers must:
Have a minimum of 14 years’ experience of designing and Suppliers solar pumping systems. 10 years is considered
the minimum amount of field experience in mechanical and electronic design to provide systems with a proven
reliability to meet the requirements of this tender.
Be able to demonstrate successful Suppliers pumping systems in similar applications.
As evidence of experience and success be able to demonstrate they have 50 solar pumps in operation.
Certification
The system Suppliers must operate a quality management system that is ISO 9001 or equivalent and have recognised
third party verification.
Knowledge and proof of adherence to necessary product safety standards must be demonstrated.
Bidders must have availability of UL / MET listed products for supply.
Solar modules, pumps, motors, and control equipment must meet the necessary CE / international standards for safety
and where applicable functionality.
Associations
The Suppliers should be positively recognised by industry associations.
The Suppliers must provide evidence of being successful in winning tenders for governments and recognised
international organizations that operate professional purchasing methodologies.
Corporate Social responsibility
The Suppliers must demonstrate a history and on-going commitment to corporate social responsibility activities.
The Suppliers must provide 5 years evidence of such activities.
Systems design shall consider providing the minimum required water in season when the least amount of sunlight or
energy is available.
5.2.2PV Template
An individual electrical performances test sheet of each module must be supplied, showing its real power and I-V
curve under 1000W/m², 25°C (peak power). A permanent Template must be mounted on the PV module frame
containing the following details:
Brand and name of the manufacturer
Model and type
Date of manufactured
Maximum power in Watt Peak
Open circuit voltage in Volt
Short circuit current in Ampere
Maximum rated voltage in Volt
Maximum rated current in Ampere
The serial number of the module must be encapsulated inside the solar panel.
5.2.3Support structures
PV Module
A solar panel is a set of solar photovoltaic (PV) modules electrically connected and mounted on a supporting
structure. The minimum amount of cell per solar panel is 36 or 54 cell modules. Cells must be redundantly connected
in series in each module.
Solar modules shall be equipped with plugs and sockets for easy connection of several modules in parallel or series.
The solar modules must be mounted on a support structure, tilted at an angle ensuring optimum utilization of the solar
energy.
The supporting surface and transparent protective cover of each module shall be rigid. Only toughened (tempered)
high transmission glass protective cover shall be used.
Plastic material is not acceptable. The assembly in general shall be designed to minimize the rise injunction
temperature of the solar cells, as well as to eliminate completely mechanical distortion under expected ambient
conditions. Information on the performance of the chosen modules in respect of current-voltage characteristics and
daily energy output, in Watt Hour and at STC (Standard Test Conditions), shall be submitted to verify that the output
of the modules will meet the requirements of each of the systems.
Mounting structure
The PV array is mounted on a pedestal which is made from concrete and Masonry with a height of not less than 40 cm
from the ground. Mounting structures should be anodized aluminium and should be able to withstand wind speeds of
minimum 120km/h. The lower part of the array shall be between 40cm to 80cm from the ground level so as to ensure
easy cleaning.
No tracking systems are permitted. Fixed Mount structures are less expensive and tolerate higher wind loading.
PV modules are generally tested, labelled and listed with four mounting holes used for bolting the modules to the
mounting surface. Module manufacturers shall provide instruction manuals that specify where top clamps may be
used on the module frame where required.
Pumping system support
The support structure used in the pumping system should be hot dip galvanized iron with minimum 80 micron
thickness.
Junction box
Protective index for junction box shall comply with IP54.
Bypass diodes
Solar panel junction boxes must include bypass diodes to protect the solar panel against “hot spot” phenomena, which
can lead to module destruction. By pass diodes must be easily replaced, without changing the module or the junction
box, welded diodes are not accepted.
DC pump controller Cabinet
Electronic equipment for controlling and/or optimizing the pump operation such as inverters with built-in switch
gear shall be installed in a control cabinet meeting the following requirements:
The cabinet shall be solidly mounted with a height of 50cm
The cabinet shall be placed under the higher part of the array so as to be protected from direct sunlight and rain any
time of year.
Weather and water resistance of enclosures shall be according to IP 54 standard or equivalent.
The cabinet shall be made of glass reinforced polyester that avoids condensation.
Equipped with a vertically hinged door that can be locked
Adequate cooling shall be provided to remove any heat generated by the electronic device(s)
The size of the cabinet should be such that the space occupied by the equipment (including the switchgear and
protection devices) shall not exceed 50% of the total inside space.
The cables inside the cabinet shall be arranged in a clear and orderly manner, using tie-ribs or other methods to bundle
cables together.
The cable shall be of the flexible type for outdoor application, all connections should be made with cable sleeves so as
to ensure a neat and durable electrical connection.
Switch gear and protection
The following switch gear and protection shall be provided and installed in the same cabinet as the converter.
High current circuit breaker, trip switch, on the panel side
Dry run protection relay switch with status indication.
DC circuit breakers shall be provided in the system, the usage of AC switches is not allowed. Circuit breakers shall
have voltage ratings higher than the maximum circuit voltage and have current ratings between 25-50% more than the
maximum design current.
A dry-run protection shall be supplied and installed to switch the pump off when the water level in the borehole/wet
well falls below the pump intake and to switch it on automatically when the water level has recovered sufficiently
above the pumping design level.
Electrical Wiring
The cables from the array to the control cabinet and from the control cabinet to the pump shall meet with the
following specifications: “IEC 60811-Common test methods for insulating and sheathing materials of electric cables”.
Cables must be colour coded in accordance with the existing electric coding norms in PV applications. (I.e. blue being
negative pole).
The cable from the array to the control cabinet shall be armored in a HDPE pipe, with a minimal wall thickness of
3mm, for protection.
The HDPE pipe shall be underground (at least 40cm deep) for the distance between the array and the control cabinet.
The cable from the control cabinet to the pump shall equally be armored in a HDPE pipe.
The pipe rising and cable shall be attached at intervals of 50cm to the water riser pipe.
The voltage drop over the cable from the converter to the pump shall not exceed 5%.
The minimum size of cable shall be as follows:
Module to module: 2.5 mm²
Array to control box: should be higher than that of the size of cable given for the pump
Pump cable: minimum as per given on the Summary of deliverables
Lightning arrestor and grounding
Grounding issues shall be free from failing inspection at PV installations as a result of hardware and product
installation inconsistencies. Typically, a module has four labeled grounding holes that have been tested to meet UL
1703 requirements for safe connection to earth through the equipment-grounding system. Module instruction manuals
and tech notes shall be provided with detail on how these labeled grounding holes are intended to be used to ground
the PV modules.
A lightning conductor, extending at least 1.5m above the highest point of the array, shall be mounted on the array
mounting structure. The lightning arrestor system shall consist of the following:
All metallic parts to be electrically connected (modules, supports of modules, metallic cabinet if any)

All DC distant cables, in and out, fitted with arrestors (MOV - metal oxide vairstance) between + and – poles.
One of the poles being connected to earth via an arrestor (possibly Positive if compatible with the rest of the system).
In case of a three phase electrical motor, 2 arrestors should be connected between the phases. The system shall be
grounded to a single point using the shortest practical route to an adequate earth contact using an uninterrupted
conductor of at least 16mm2 cross -section.
The maximum allowable earth resistance will be 10 ohms with the maximum bonding resistance 0.2 ohms. The
maximum allowable earth resistance between consumer earth terminals to earth spike will be 1.7 ohms.
5.3Motor-Pump set
Pump end
The pumps shall be applicable in:
Non corrosive, thin, clean, nonaggressive, non-explosive liquids, not containing solid or long-fibred particles larger
than sand grains.
PH value: 5 to 9.
Liquid temperature: 0 °C to 40 °C.
The pump can run at free convection (~ 0 m/s) at maximum 40°C.
Sand content: Maximum sand content: no more than 1%S particle size less than 0.2mm.
A higher sand content will reduce the pump life considerably due to wear.
Salt content (chloride ions CI-: The table below shows the resistance of stainless steel to Cl-. The figures in the table
are based on a pumped liquid with a pH value of 5 to 9.
Motor efficiency
In a solar system motor efficiency is a very important factor. The pump motor must:
Have an efficiency of at least 80%.
Not be limited to less than 20 starts/stop cycles in one hour so as to maximize water output at in early morning, late
afternoon and on cloudy days.
Bidders must provide an end to end efficiency calculation for the system being proposed with an explanation of how
this calculation was derived.
Motor technology
The motor should be of a design where:
Oil is not used for lubrication to avoid failure and contamination to drinking water supplies.
No corrodible materials are used inside and outside of the motor. The bidder should provide evidence from the
manufacturer that all materials used in manufacturing meet this requirement.
Ceramic or equivalent non-corrodible materials are used for bearings to provide long life expectancy. The bidder
should provide evidence from the manufacturer that all materials used in manufacturing meet this requirement.
5.3.1Surface mounted or submersible Pump
Pump
The pump must meet EN 809 and EN 60034-1 or internationally recognized equivalent standards. Pump system
performance must follow the IEC 62253 Ed.1 and IEC 61702 Ed. 1.0. The Following information must be included in
the pump documentation:
Manufacturer name (or) Distinctive Logo and date of production
Model and serial number
Maximum voltage, current and total head
Nominal discharge and head.
Performance curve
Design of Control equipment must:
Be separate from the other system components.
Provide direct solar connection as standard.
Have the ability to add on an optional power pack if required in the future.
Control equipment quality
Inverter/controller efficiency
See chapter 4.2 “summary of deliverables”
Ease of servicing
To ensure that servicing is economical and any failures can be remedied at reasonable costs the pump unit should:
Be of modular design to allow for replacement of individual parts (pump-end, pump motor and electronics) if failure
occurs.
Not use electronics underground / underwater

Pump technology
The pump should be of a design where: Rotors and impellers are made of stainless steel with a minimum grade of
AISI 304 or higher Pumps must be matched closely to the ground water temperature to ensure maximum efficiency.
Dry run protection
The system must have dry run protection to protect the system in event of low water levels. The dry run protection
must:
Be of modular design, exchangeable and preferably a float mechanism. Wet electrodes will not be accepted due to
unpredictable and unreliable performance.
Not be an integral part of the submersible pump or due to issues with serviceability and cost of replacement.
Control equipment matched to pump and array
Control equipment is any equipment that is used between the solar generator and the pump motor.
Control equipment includes monitoring, power conversion, and other equipment related to the solar pumping system.
The control equipment must meet EN 61800-1, EN 61800-3, EN 60204-1 or internationally recognized equivalent
standards
Accessibility & ease of servicing
Control equipment must:
Be positioned at ground level for ease of servicing, adjustment and system health diagnostics
Have an on /off switch at ground level to allow for speed control adjustment at ground level
Not allow users to adjust speed controls without the use of tools to avoid tampering.
Not be integrated into pumps as this presents service access problems.
Have simple system status indicators that are user visible for trouble shooting purposes – typically of pump status,
pump speed, well dry, tank full information
Be easy to service and unit replaceable by a trained person with modest skills.
Environmental protection
Control equipment must be housed in a suitable enclosure of robust design for mechanical and environmental
protection to a minimum of IP54 or higher
Fencing
The fence shop drawing shall be submitted for approval before construction is resumes;
A fence shall be built around the array and control cabinet.
The surfaced enclosed by the fence shall be such that the area taken up by the array constitutes no more than 40% of
the total enclosed area.
The fence shall be at least 1.5m high, made of 5x5mm2 galvanized wire netting with 12 SWG.
There shall be a barbed wire running along the top of all the posts and the gate.
The wire of the netting shall have at least 2mm diameter. The netting shall be attached to the poles by galvanized steel
wire. A hinged and lockable steel gate shall be provided.
The fence post shall be of galvanized steel (angular iron 40x40x4mm) placed in c-20 class concrete filled pits. The
corner posts and the gate posts shall extent at least 100cm into the ground; the other posts shall extent at least 50cm
into the ground. The gate and all corner posts shall be braced by a same size steel angle iron or pipe.
OPERATION AND MAINTENANCE MANUAL
An Operation and Maintenance Manual, in English and the local language, should be provided with the solar PV
pumping system.
The Manual should have information about solar energy, photovoltaic, modules, DC/AC motor pump set, mounting
structures, electronics and switches. It should also have clear instructions about mounting of PV module, DO's and
DONT's and on regular maintenance and Trouble Shooting of the pumping system.
Name and address of the person or Centre to be contacted in case of failure or complaint should also be provided.
A warranty card for the modules and the motor pump set should also be provided to the beneficiary.
Delivery Check list
A.SUMMARY OF TECHNICAL DESCRIPTION OF THE GOODS
The following tables give a summary of technical description of all 25 solar sites. The bidder is required to consider
this summary description in connection with the detailed specification given in the preceding sections of this summary
of Goods bid.
The table below indicates proposed average day to complete per cluster tack under the contract.
Thus the maximum number of days to complete the installations is estimated to be 152 crew days.
BBILL OF QUANTITIES
The Bill of Quantities for 25 solar water pumping sites in 6 Regions should be listed according to the following
template. The bidder has to use for each site a separate sheet.
Tigray Region: 2 solar water pumping sites
Amhara region: 6 solar water pumping sites
Oromia Region: 7 solar water pumping sites
SNNP Region: 5 solar water pumping sites
Benishangul Gumuz Region: 2 solar water pumping sites

Spare parts
The bidder shall offer spare parts as indicated in chapter 2.1 “General requirement” under “spare parts provisioning”
required for the next 5 years.

The following inspections and tests shall be performed:
Inspection and tests of all solar pumping system shall be conducted at the buyer’s premise respective at 25 project
sites in 6 Regional states.
Offered equipment will be tested and inspected by technical expert at respective project sites in 6 Regional states to
confirm their compliance with the technical specifications. Access to spare parts
The partner must have access to spare parts supply with direct or indirect backing form the equipment manufacturer.
Spare parts should typically be available within 5 days of payment.
Access to technical support
Partners must have access to the manufacturers design support team either directly or indirectly through an authorized
distributor.
Servicing
Recommended service intervals for each component should be stated along with parts costs, time and skill level
required to service.

Spare Parts
Parts should be replaceable at a low level of modularity to reduce replacement costs. For the pumping system (Pump
end, pump motor and control equipment) no single spare part should cost more than 20% of the total system cost.
Bidder must indicate which of the following key parts are field serviceable plus the expected time and skill level
required for replacement.
The bidder must supply a full spare parts price list that is valid for at least 12 months
Spare parts must be readily available on site within 5 days.
Cost of ownership
To allow the cost of ownership to be calculated the following information should be provided for each of these
common failure points:

Spare parts package


As it is not uncommon for accidental damage / transport damage to occur through mis-handling up to 3% of the tender
value will be made available for initial spares holding. The bidder must recommend the items that would be supplied
in line with manufacturers recommendation.
Solar generator
The solar generator must be designed to provide adequate power to the system in real world conditions. Pure
theoretical models must be avoided.

Design
All bidders must use solar radiation (insolation) data from the NASA Surface meteorology and Solar Energy (SSE)
group.
Solar module degradation due to solar module cell temperature rising above 25°C must be factored into the sizing
result. Bidders should show what assumptions have been made in calculating the solar generator size and include this
in the section below.
The solar module temperature coefficient that was used to calculate these losses must be indicated in the sizing report
to allow for comparison. The calculations on hourly losses per day must be shown.
Other Solar module losses such as dirt and wiring losses must be factored into the sizing result and clearly stated in
section 6.2.2.
Loss calculation transparency
With changing solar radiation changes through the day and the complexity of temperature coefficients, pump
performance then hourly calculations of losses must be made. As the calculations are complex and done on an hourly
basis then a computer simulation is required.
Bidders must clearly show the losses that have been included in their calculations for the following:
Maximum losses calculated at noon for the peak delivery month from section 3.1 must be shown.
Module quality
PV modules must be approved to IEC/EN 61215 and 61730 or UL 1703 certified and listed
All modules must be of a robust design and bidders should provide evidence of successful prior off grid use
Solar Tracking
Bidders should be skilled and experienced to consider solar tracking technology for extending the time that solar
energy can be used, for optimization of solar yield or reduction of the solar array size if this provides an optimal
response to the tender.
Pump-end and Motor
The water pump is often referred to as two distinct parts, a pump-end (or wet end) and pump motor (motor). As
these terms are used somewhat interchangeably for the purposes of this tender we will us pump-end to describe the
hydraulic element and motor to describe the drive for the pump. Pump is used to describe both parts together.
Motor Efficiency
In a solar system motor efficiency is a very important factor. The pump motor must:
Have an efficiency of at least 80%.
Not be limited to less than 20 start / stop cycles in one hour so as to maximise water output at in early morning late
afternoon and on cloudy days
Bidders must provide an end to end efficiency calculation for the system being proposed with an explanation of how
this calculation was derived.
Pump quality
The pump must meet EN 809 and EN 60034-1 or internationally recognised equivalent standards
Availability of UL / MET listed products may be required.
Ease of Servicing
To ensure that servicing is economical and any failures can be remedied at reasonable costs the pump unit should:
Be of modular design to allow for replacement of individual parts (pump-end, pump motor and electronics) if failure
occurs.
not use electronics underground / underwater

The motor should be of a design where:
Oil is not used for lubrication to avoid failure and contamination to drinking water supplies.
No corrodible materials are used inside and outside of the motor. The bidder should provide evidence from the
manufacturer that all materials used in manufacturing meet this requirement.
Ceramic or equivalent non corrodible materials are used for bearings to provide long life expectancy. The bidder
should provide evidence from the manufacturer that all materials used in manufacturing meet this requirement.

Mix and blend power sources with a preference to solar
pressure and/or flow on a fixed value and/or within given operational limits is only possible if the system can mix and
blend solar power with power from AC to offset the effects of clouds or low insulation during morning or evening

the bidder must be able to demonstrate how the system manages power from both sources simultaneously and
maximizes the use of solar, while minimizing the use of AC
