QUALITY ASSURANCE
PART 1 - GENERAL
1.1 Summary
A. This section details the Quality Assurance Program requirements for the project.
PART 2 - EXECUTION
A. The Contractor shall appoint a fulltime Project Specific QA/QC Manager. The QA/QC
Manager should have at least ten (10) years minimum experience and certified ISO
9001:2015 Lead Auditor. The Contractor shall submit the proposed candidate's
qualifications to the Engineer for review and approval.
B. The Contractor shall not be allowed to start on the works without the Quality Manager
being approved and mobilized on Site. The Quality Manager shall have sufficient
independent authority and shall be provided with adequate resources to assure that
the works is to the level of quality required under the Contract.
C. The Contractor shall implement a Contractor's Project Specific Quality Management
System (PQMS) which shall comply with the requirements of ISO 9001.
1. The PQMS shall include a Contractor's Quality Control Plan (CQCP). The
CQCP will be prepared in accordance with the requirements set out in Section
014500, Quality Control and Testing.
2. All nonconforming works shall be recorded.
3. The Contractor shall maintain a log of all works that do not comply with the
Contract, with a duplicate copy held by the Engineer.
4. All Non-Conformance Reports (NCR) shall be cleared and closed before the
Engineer will give final acceptance for the works or for any portion of the Works.
5. The PQMS shall provide for weekly I monthly reporting of all Quality Assurance
and Quality Control activities in a format approved by the Engineer.
D. The Contractor shall establish a Quality Assurance Program to assure that they
conform to their approved Quality Control Program and that all the Works proceed in
accordance with the Contract.
1. Accuracy and completeness of as-built plans and documents, and all record
documents including Operation and Maintenance Manuals shall be a part of the
Quality Assurance Program.
2. As-built records shall be maintained on a daily basis including updates of all RFI
answers, directed variations and the like.
E. The Engineer and Employer shall have the right to conduct audits, inspections, and
tests of all Works that are being executed by the Contractor and to observe the
execution of these activities by others.
F. The Contractor shall make available all records for audit necessary to demonstrate
that the Works are being executed in accordance with the Contract.

2.2 Project Specific Quality Management System
A. The Contractor shall prepare and submit within thirty (30) days from Commencement
Date, a project specific Quality Assurance Plan (PQMS) which is the means by which
the Contractor assures that its execution of the Works complies with the Contract and
addresses all activities relevant to the Works and shall demonstrate how all works
performed by the Contractor will conform to the contract specified requirements.
B. The Contractor's PQMS shall be adequate to cover all construction operations
including both on-Site and off-Site fabrication and installation works and shall include
the controls to be implemented to meet the Contract.
C. The PQMS shall define the documented quality system to be implemented by the
Contractor throughout the Works in compliance with the requirements of ISO 9001
and make reference to all of the Contractor's relevant quality procedures and
manuals.
D. The PQMS shall define the method for documenting all inspections and tests, and for
documenting the final as-built condition of the Works.
E. The PQMS shall address the interfaces between the Engineer, the Contractor, and
other relevant organizational entities. The PQMS shall include an organization chart
showing the Contractor's corporate and project organization responsible for
managing, performing, and verifying the Works. The organization chart shall be
supported with a reporting and functional description of the Contractor's project
organization and identification of the quality related responsibilities of key positions.
F. The PQMS shall be updated as necessary throughout the Contract to reflect any
changes to the Contractor's documented quality system. The PQMS shall include as
a minimum:
1. Cover the relevant Sections of the Contract (e.g., as applicable, design, if
required, procurement, fabrication, construction, installation, testing, and
commissioning).
2. Identify the hierarchy of the Quality Assurance Program documentation.
3. Describe the relationships and activities of the Contractor and any
subcontractors, suppliers, and consultants including provision of organization
charts.
4. Include an activity, responsibility, and procedure matrix. The activity,
responsibility, and procedure matrix shall address all aspects of the Works.
5. List procedures for activities including quality control relevant to the Contract.
6. Allow for external second- and third-party audits to be carried out as required by
the Engineer and others.
7. Identify comprehensive quality system audit procedures including the
preparation of audit reports.
8. Specify procedures to rectify non-conformances raised. This includes specific
and systems non-conformances raised as a result of both internal and external
audits.
9. Provide for regular management reviews of the Contract Quality Assurance
Program.
10. Identify Contract completion procedures which shall provide for review and
verification of records, Operation and Maintenance Manuals; Warrantees; Spare
Parts; Specialized Tools and Training by the Contractor's Quality Assurance
Manager.
11. Identify related quality Key Performance Indicators (KPI) and how they will be
measured.
12. Identify those subcontractor and supplier documents that are to be submitted for
review and approved by the Engineer.

2.3 Processes/Procedures
2.4 Audits
A. The Contractor shall submit within its PQMS, a schedule of its internal and external
audits that are to be conducted. The program, scope, and method of the audits shall
be such as to enable the Contractor to verify that all aspects of the Works are being
conducted in accordance with the Contract requirements.
B. The Contractor shall allow the Engineer and the Employer to observe and participate
in audits and to conduct additional independent audits as they consider appropriate to
provide assurance that the Works are being conducted in accordance with the
Contract. The Contractor shall invite the Engineer to attend their Health, Safety, and
Environmental and Quality audits. The Contractor shall provide the facilities and
access necessary for these audits.
C. All project related audits performed by the Contractor shall be copied to the Engineer
within seven calendar days after completion of the audit.
D. The Engineer, statutory authorities, and any Employer-authorized third parties shall

have the right to conduct audits and inspections of all works that are being executed
by the Contractor. The Contractor shall make available for audit all records necessary
to demonstrate that the Works have been executed in accordance with the Contract.
They shall also provide the Engineer with documents that demonstrate that the Works
are progressing in accordance with specified requirements. These are to be provided
to the Engineer as the Works progress on an agreed program.
E. Non compliances found during audits will be recorded as an NCR.
A. The Contractor shall develop its own organization chart, and one which shows its
subcontractors', consultants', and suppliers' organizational plan. The charts shall
show the reporting structure of the key personnel on the project. The charts shall
identify all personnel responsible for key QA activities.
B. The Contractor shall demonstrate that adequate resources are provided to fulfill the
requirements for quality and environmental management, inspection and testing and
certification as detailed in the Contract. This shall include demonstrating that
personnel possess the necessary qualifications and competencies required to carry
out specific tasks. The Contractor personnel performing key inspection activities shall
be independent of production.
C. The Contractor shall provide regular and appropriate training to all personnel in the
operation of the Quality Management System, and as necessary to ensure their
competence to do their works and shall maintain records of all such training.

G. The Contractor shall prepare and submit for approval to the Engineer a Certification
and Handover Document Procedure detailing all requirements.
