Construction workers receive over P57K

thru DOLE SEnA program


Cebu City, Philippines (20 February 2023). “Daghan kaayong salamat.”
This was the statement of ten (10) Boholanos who received a total of
Php57,274.78 representing their unpaid 13 th month pay for 2022 that
was made possible through the DOLE’s Single-Entry Approach (SEnA)
program.

The settlement took place on February 15, 2023 at DOLE Bohol Field
Office (BFO).
The workers, who are employees of a construction business, first filed
a Request for Assistance (RFA) before BFO earlier this month hoping to
immediately receive what is due them.

“It took three (3) conciliation-mediation conferences for both parties


to reach an amicable settlement. I commend the assigned SEnA Desk
Officer for exerting best effort in guiding both parties to arrive at
mutually agreed terms,” said BFO Chief Labor and Employment Officer,
Maria Eloida O. Cantona.

According to Cantona, field offices, like the Bohol Field Office, handle
different workplace disputes from different industries which are either
filed by the worker or the employer.
She said, “This good news is just one of the many settled requests for
assistance handled by our SEnA Desk Officers. We will continue to
give our best and deliver what is expected of us. This is our
commitment,” she added.

OIC-Regional Director Lilia A. Estillore encouraged the public to take


full advantage of SEnA since it is inexpensive, speedy and non-litigious
in nature.
“We encourage everyone to maximize SEnA first before formally filing
a labor case. There have been many disputes settled under SEnA.
Because of it, the number of cases lodged before DOLE and other
offices offering SEnA services has significantly diminished,” said
Director Estillore.

She added that filing of RFA may now be done online

SEnA is an administrative approach in settling labor issues or conflicts
between employer and employee to prevent them from ripening into
actual labor cases. It generally follows a 30-day period to resolve the
issue raised either by the worker or the employer. In the said period,
both parties need to undergo series of conciliation-mediation
conferences in order to reach some mutually agreed terms.

Some of the labor dispute issues that may be settled through SEnA are
termination or suspension of employment; claims for sum of money
due to non-payment or underpayment of last pay; salary, holiday and
overtime pay; and some OFW issues.
