PROJECT ABSTRACT:

Rice is the stable food of Liberians and it is estimated that Liberians


consume more than 300,000 Metric Tons of rice yearly. Regrettably the
major importers of this commodity are foreigners, as a result this poses a
security risks to the nation’s survival. These importers, who in fact, staple
food which is not rice are into this business solely because of the huge
amount generated, from the sale of the commodity in Liberia, to their own
benefit.

They can decide, at will, to deliberately haul the commodity to create


panic in the society than demand government to increase the price of the
commodity. When in fact there is absolutely no need for said increment.

It is Government responsibility to provide basic necessities for her


citizens; and in this instance, to ensure the commodity is available and
affordable, it is Government responsibility. The government should
ensure families can afford a square meal of this commodity on a daily
basic and not the importers.

This project will ensure adequate supply of the commodity on the market,
reduce the cost for a bag of rice on the market, command government to
control the price and thereby reduce the security risks scarcity of this
product poses to the society; above all put Liberia in control of their staple
food.
STATEMENT OF NEED:

There is urgent need for the government to support this project as the
recent increment in the price of rice has affected families and households.
The educational sector is highly hit as some children had to forego going
to school as the meager resource in some families had to be diverted to
ensure the family or household maintain livelihood. The prices of other
commodities, like flour, cassava, eddoes, plantain etc that supplement
rice, have also gone on the increase. Children are most vulnerable;
malnourished children is on the increase, the result will be increase death
rate. The alternate is for Liberians to control their food security.

PROGRAM DESCRIPTION:

Program implementer(Eupar ) will run the project for a period of 5 years.


Post this, after that, discussion with the government the operation can
be renewed by program implementer(Eupar) or can be taken over by the
government.

Problem:

- High cost for the quality of rice on the market


- Most household cannot afford the cost
- Quality of rice is poor
- Security risks

Solution:

-provide better quality of rice at lower cost

-ensure constant supply of rice on the market

-Liberians should be in their own food security

Objective:

-to supply quality and affordable rice on the market

-reduce national security risk


Activities:

-implementer(Eupar) will be responsible for the sale of rice to the vendors

-rice is available to all parts of Liberia

Set up and operation proposal:

-Implementer(Eupar) will be sorely responsible to market the sale of the


rice

- The government will provide the following:

@storage facilities, warehouse( in Monrovia, Harper and Greenville)

@implementer(Eupar) will provide the managerial team to manage the


sale of rice

@Government will provide the grant for the purchase of the rice

@implementer(Eupar) will source out and negotiate with suppliers on


best quality and price

Operative Model:

Public and private partnership with clearly defined role of the


government and implementer(Eupar)

Implementer(Eupar) will operate the project for 5 years. Post this , after
this discussion with the Government, the operation can be renewed by the
implementer(Eupar) or can be taken over by the Government.

Role and responsibilities of the Government:

@Identify via the Central Bank a local International Bank as source of


funding for the project

@Allocate storage facility to Implementer for 5 years

Implementer(Eupar)

- Furnishing of the building


-Recruitment of personnel

-Procurement of office supplies,

-Day to day operations

-Branding and promotional activities

- Compile and circulate Quarterly progress reports

Time Line

-Presentation of proposal to Government

-Approval of proposal

-Signing of contract with Implementer(Eupar) and supplier one week

-Project commences 30 days upon signed contract

- The Central Bank, through a Commercial Bank , would provide the


funds for the purchase of the rice
- Payment for the purchase of every single bag of rice would made
directly to the Commercial Bank
- The Bank to open an Escrow account to save guide the funds from
the sales
- At the end of the sales, the Bank distributes allotment as stipulated

Evaluation

-A midterm review of the project would be carried out in July of 2027 to


assess the effect on the society to see if there is a need to increase the
supply

-Assess the need to reestablish rice farming co-operatives for home


growing rice production

-Quarterly assessment would be carried out to determine the supply


demand and price on the market
