INTRODUCTION OF CASE STUDY

Mosquito fogging is a process that works by misting the air with a water and chemical
solution using fogging machines or foggers. It is the ideal mosquito control method
for places inundated with mosquitoes. While it works very well with active
mosquitoes, it is not a one-time solution for infestation. In extreme cases, there might
be a need for repeated treatment after some time. The Vector team of Majlis
Perbandaran Kluang as the city council is the one responsible to carry out this process
under the supervision of Mr.Zakaria.

The purpose of this activity is to get rid of mosquitos at the particular area because of
a dengue case. This process is usually carried out every week of the month and also in
the following month. Four persons were involved in this process. Three of them
handled the fogging machine while the other one handled the chemical mixing
process for the fogging. The chemicals that used for this process is Diesel as much as
4.8L and Malathion as much as 200ML. The process was carried out for an
approximately 45 minutes long.

Personal Protective Equipment also known as PPE such as gas respirator mask, ear
muffler, full body coverall jumpsuit, safety shoes and disposable handgloves were
used for this process. Wearing PPE before carrying out such activity that involves
chemical and hazardous substances is a mandatory option to make sure the workers
health and safety is not affected or cause any dangers. Osh Act 1994 (Act 514)
Regulation 16(2) states that where the approved personal protective equipment is used
to control exposure to chemicals hazardous to health, the employer shall establish and
implement procedures on the issuance, maintenance, inspection and training in the use
of the approved personal protective equipment.

Personal Protective Equipment plays a crucial role in safeguarding the employees


safety and also health when activity such as dealing with the chemical and working at
heights carried on. During fogging, the chemicals that contains in the mist will
eventually give effects to the employees if they did not wear the suitable PPE during
the process. It is the employers duty to provide the employees the suitable PPE by
ensuring all the possible hazards during the work to safeguard the employees health.
Employers who failed to provide the suitable PPE for the workers could be fined not
more than RM50,000 or maximum jail term of two years or both under the
Occupational Safety And Health Act (OSHA) 1994.

MISTAKES BY EMPLOYEES DURING FOGGING

As I followed the Vector team for the fogging operation, I personally noticed that the
employees does not wear their Personal Protective Equipment, PPE in a proper way
especially their respirator mask. One of the employee does not wear his respirator
mask in a proper way as he never tighthen up his respirator mask and let it be loose.
This mistake could lead to health problems because the fogging mist contains
chemical named Malathion which can be absorbed to the body via air inhalation
through the nose. This could give side affects to the employee in short term period
and also in long term period if he continues to do the same mistake without correcting
it as soon as possible.

Second mistake done by the employees is they never properly keep/dispose their PPE
such as their coveralls suit. The coveralls weared by the employees for the fogging
operation should be kept in a specific bag after they use it so that they can wash it
once they got home. It is because the coverall used for the fogging operation usually
contains chemical which the cloth had absorbeb during the process. So it is important
for the employee to keep it in a proper way at a proper place so that they would not
get exposed to the absorbed chemical.
SIDE EFFECTS OF MALATHION

Malathion can cause nausea, vomiting, Malathion also may damage the nerves

confusion, blurred vision, sweating, and poor coordination in the arms and

TREATMENT FOR MALATHION POISONING

Employees that had malathion poisoning has to undergo certain treatments such as
through decontamination, cardiorespiratory support and administration of the
antidotes atropine and pralidoxime. In cases of severe poisoning, diazepam should
also be administered.The antidotes should be administered as prevention even if the
diagnosis is in doubt. Once the person or employees started to feel the stated
condition, they should immediately go and consult the doctor to prevent the condition
from getting worst. Usually those condition occurs if the person gets exposed too
much to the Malathion chemical no matter through ingestion or inhalation. In case if
the malathion chemical gets in contact with the skin or clothing, the person should
immediately take off the contaminated clothing and rinse skin with plenty of water for
about 15 to 20 minutes.
CONCLUSION

So, as we can see personal safety and health is so important and we can safeguard it
by following the correct method and techniques. Personal Protective Equipment plays
an important role in all the workers life because it’s the only way to minimize the risk
of getting injured or other work related accidents to the workers. Jobs that involves
chemical things and process such as fogging have to be conducted cautiously since it
possess high risk of hazards to the workers in various unexpected ways. It is the
responsibility of the employer and the employees itself to be cautious and follow all
the rules and regulations regarding workplace safety by OSHA. Severe action will be
taken if the rules are not being followed by either the employer or the employees. So,
wearing PPE is a must and mandatory in working place.
