In exercise of powers conferred under sub-rule (2)(a) of rule 3, and rule 62 of the Aircraft (Security) Rules, 2023, Director General, Bureau of Civil Aviation Security, for the purpose of the safety of passengers, crew, ground Personnel and the general public in all matters relating to safeguarding against act of unlawful interference with civil aviation, directs that the National Civil Aviation Security Programme (NCASP) which has been reviewed and updated to comply with the Standards and Recommended Practices (SARPs) of Annex- 17, and security related provisions of Annex-9 to the Convention of International Civil Aviation, shall be implemented by all agencies and stakeholders connected with aviation security in India. 2. This is in supersession of AVSEC Order No. 1/2018 dated 3.1.2018 issued carlier in this regard. S. The GHA for the assigned Aircraft/ or the operation area where their staff is deployed shall keep adequate vigilance to monitor the activities of its staff to ensure prevention, detection and reporting of any incident involving the GHA staff. iii, The GHA shall ensure that baggage and its tags are not tampered with, in any manner during handling at BSA/BBA. iv. The CASTP shall be 15.114 For all such entities, which do not have their own ASTI, CSOs of such gntities shall develop, implement and review, periodically, the entity's CASTP, taking into consideration the relevant results from their entity's quality control activities training needs, regulatory and operational changes, and changes in the risk environment; and build & promote security culture. The CASTP shall be submitted to 1.5.11.5 All BCAS approved ASTIs_ shall_undergo periodic internal audit/inspection. These audit/inspection shall be carried out either by the CSO of the entity if he is a BCAS certified auditor. If the CSO is not a BCAS certified auditor then he shall accompany a BCAS certified auditor. However, audit shall be taken independently from the person responsible for implementation of security measures at that ASTI. 1.5.11.6 The CSO shall ensure that, as far as practicable, all equipment which is used at airports is available for training at ASTIs. A minimum of 20 CBT licenses and a server is mandatory, However, server can be used in the other ASTIs of the entity, if the entity has more than one ASTI. The CBT shall have upgraded image library and AMC. 1.5.1.7 A roster of qualified and/ or certified AVSEC Instructors shall be available at every ASTIs. Every BCAS certified instructor shall take at least two sessions every six months to maintain currency of his/her certification, failing which his/her nomination for refresher course shall not be accepted. An undertaking in this regard shall be submitted by the AVSEC instructor while submitting nomination form. 1,5.11.8 _ All ASTIs shall conduct a minimum of three approved courses annually to maintain their accreditation. The ASTIs shall ensure that all required training, basic and refresher, is completed as required for aviation security personnel and shall further ensure to check this aspect on a regular basis, through frequent inspection of training records of staff applying security controls. 1,5.11.9 _ Records pertaining to each AVSEC Course conducted shall be maintained in a single file starting from nomination forms till result sheet.
