1.0 INTRODUCTION

The purpose of this method statement is to specify the detailed requirements and
procedures carried out for installation o Medium voltage cable instal at Al Urubah
Park, as per the project Specification and Approved Drawings

2.0 PURPOSE & SCOPE OF WORK

This Method Statement highlights the work sequence intended for installation of
Underground Low & Medium voltage cable installation, testing & termination at
Al Urubah Park.

5.0 RESPONSIBILITIES

5.1 Project Manager (PM)


The Project Manager shall be overall in-charge of project activities and
responsible of implementing this Method of Statement.

5.2 Construction Manager (CM):


The Construction Manager is responsible for the approval of this method
statement and verification of any subsequent revision. He is also responsible to
ensure that all the equipment, plant and manpower required for the works are
available prior to commencing the activity. Also ensures that all safety issues
are promptly addressed and remedied, safety requirements, stipulations are met
and that all works are performed in accordance with well-established practice
and procedures and in compliance with the schedule. The Construction
Manager reports to the Project Manager on the overall status of the site
execution works.

5.3 QA/QC Manager (QA/QC Manager):


The responsibility of Project Quality Manager (QA/QC) is for reviewing this
MS and has the overall responsibility to ensure that works in field are
performed in compliance with all applicable quality standards, stipulations and
procedures, also to take corrective actions in case where the work is not
performed correctly. PQM is responsible to coordinates matter on site with the
Client Quality Team and a functional responsibility to the Project Manager.

5.4 Project HSE Manager:


The Project HSE Manager is responsible for reviewing this MS and shall be
responsible for the overall implementation of Project HSE Plan related to site
activities, through the Safety Supervisors/Safety Officers, that all works in the
field are performed healthy & safely. Project HSE Manager shall review prior
to the start of work, Job Safety Analysis and Risk Assessment that must be
implemented and observed during execution of work. Project HSE Manager is
responsible to coordinates with the Client HSE team along with the functional
responsibility to the Project Manager.

5.5 Electrical Engineer:


The Engineer is responsible to brief with this MS to all operatives involved in
the performance of this activity and have the correct information that they are
required to perform. Shall be directly involved in the planning and executions
of the activities. Monitor and coordinate the activities to ensure compliance

with quality, schedule and sequence requirements. Coordinates regularly with
the Safety Officers/Supervisors to ensure any and all safety situations are
promptly addressed and fully remedied. He shall also be responsible for
coordinating inspection requests to Quality Control Engineer to ensure that all
relevant inspections are completed and approved, he also takes corrective
action if any portion of work has not been performed correctly. Report directly
to the Construction Manager.

5.6 Site Foreman:


Foreman is fully responsible of day-to-day construction activity at site & in a
safe manner. He acts as a direct link between Site Engineer and workers,
follow up the proper execution of Daily work program as provided by the Site
Engineer and he arranges all construction materials, to be available on time at
Site. Conducts Toolbox Talks to ensure that each member of the crew is aware
its task, recognizes the hazards and all the control measures to arrest the
hazards are done prior to start of work. Ensures that all members of the crew
are familiar with the performance of the work they are tasked to perform, and
they perform it properly and on a timely basis.

5.7 Quality Control Engineer:


The Quality Control Engr. shall be responsible to inspect and ensure that
construction work is carried out as per Contract Specification, Project Quality
Plan and other Quality Standards. QCE shall coordinate with Site Engineer for
any inspection, rectification or improvement in work before final inspection.
Also coordinate to Client representative for the inspection activities. Report
directly to the QA/QC Manager if portion of the work has not been performed
correctly.

5.8 Supervisor/Safety Officer:


The Safety Supervisor/Safety officer shall be responsible for the overall
implementation of HSE Plan related to site activities. JSA and Risk
Assessment must be implemented and observed during execution of work and
conduct Training, stop/report any unsafe activities that may compromise
human life or pro
5.9 Document Controller (DC):
Document Controller shall keep a record of all documents, to be controlled in a
systematic order that can be easily accessed. He will maintain clear
communications between all departments and ensures proper and effective
flow of information.

7.0 PROCEDURE/WORK METHODOLOGY:

A. Pre-Installation:
1. Coordinate with other trades to avoid any crossing of utilities without minimum
required clearance
2. Identify all structures, obstructions and existing facilities within the work area.

3. Place sign boards such as “DEEP EXCAVATION” “MEN AT WORK”, “DANGER” and
other warning boards to indicate the excavation work.
4. Barricade the area, provide basic need for facilities & hygiene for people viz. shelter,
toilet, drinking water.
5. Check the area of excavation to find out any underground facilities using
appropriate detective equipment, such as cable detector, metal detector etc.
6. Ensure necessary shop drawings, tools, materials, equipment and manpower
required for the work to be on site.
7. Coordinate with Safety Officer regarding the risks associated to the activity.
8. Mandatory PPE for all workers on field.
9. Inspect the cable route to ensure compliance to the IFC & shop drawings.
10. Inspect the cable trench depth and width upon completion of excavation to ensure
compliance to the project specification.
11. Inspect the size of the cables to ensure compliance to the IFC & shop drawings.
12. QC Inspector shall be responsible for Quality Inspection.

B. Installation:
1. Excavation area shall be surveyed and marked for the lines and levels by surveyor as
per approved shop drawings.
2. The area of excavation shall be cordoned off using safety barricade.
3. The trench shall be excavated up to the required depth and width from the existing
ground level as per drawings.
4. As per the site requirements the dump trucks shall be readily available at site for
disposing of the excavated materials.
5. Dry sand bedding shall be carried out for a thickness as per project specification at
the bottom of the trench prior to the installation of cables.
6. Proper housekeeping shall be carried out and all unwanted debris shall be disposed
from the site.
7. Suitable inspection request notice for trench excavation shall be submitted in
advance.
8. Prior to commence the cable pulling the trench shall be maintained clean.
9. Cable rollers shall be placed if required on the cable route.

10. The cable drums shall be un-packed and cable shall be fixed to the winch, if used,
by means of a cable sock or gripper.
11. Cable laying shall generally start from one end of the route length or at any
suitable point if required.
12. In case of cable lengths which are more than one drum length, all cables which can
be laid from original position shall be completed. And then the cable pulling set-up
shall be re-positioned to the next location, from where the next length shall be
pulled.
13. Ensure the cable pulling lubricant shall be applied during cable pulling.
14. Bending radius of cables shall comply with cable manufacturer’s recommendation.
15. Unless the lengths exceed the maximum drum, lengths joints shall be avoided.
Joint markers indicating joint positions shall be provided above grade.
16. Prior to cut the cable, both ends must be inspected to ensure sufficient available
length for proper dressing and end termination.
17. The open ends shall be sealed till termination.
18. Cable identification tags shall be installed as per specification after the cable
pulling.
19. After completion the laying of all cables in the same route the cables shall be
dressed and tied.
20. Inspection for laying of cables shall be carried out by QC Inspector.
21. As-Built markup drawings certified by Contractor’s Supervisor and Engineer shall
be prepared.
22. Dry sand cover shall be installed on top of the cable as per relevant drawing.
23. Cable testing shall be performed wherever possible, prior to backfilling on Medium
Voltage cable only.
24. Empty cable drums shall be transported back to stores.
25. Cable markers shall be installed above grade to indicate the cable route in directly
buried trenches as per specification.
26. The excavated area will be backfilled using dune sand free from stones, rocks etc.

8.0 SAFETY MEASUREMENT

• All personnel involved in the mentioned activity shall be inducted on the safety,
health and environmental issues associated with the work.
• Only skill personnel shall be allowed to handle/operate the Equipment.
• Appropriate safety sign board, barriers and lighting and other safeguards shall be
provided as required by nature and location of the works. All operations shall be
carried out in accordance with safety requirements.
• All field personnel will use PPE (Personal Protective Equipment) safety
requirements like safety shoes, helmets, cover all, goggles etc. as required.
• All the safe practices shall be adopted during work activities.
• Good housekeeping around trees/ shrubs protection/relocation areas shall be
maintained and proper access to the working area shall be displayed by signboard.
• Ensure the area of working is properly illuminated, and provide access lighting.
• The Contractor shall take all measures reasonably required by any public or
concerned authority for the support and full protection of the utilities during the
progress of the Works, and shall construct and provide to the satisfaction of the
authority concerned, all works necessary for the prevention of damage or
interruption or delay.
• Conduct risk assessment for excavation for cable work and alert the team of
hazards through toolbox talks.
• Educate workers on how the hazards can be prevented and provide an action plan
for emergencies.
