1.0 GENERAL INFORMATION
1.1 SYSTEM OVERVIEW
Rapid Subproject Sustainability Assessment
- Is a web-based application that facilitate the assessment of locally-funded projects, one year upon its
completion. SubayBayan projects that meet the following requirements will be included in the lists of projects
in RSSA: (1) 100% Physical Accomplishments, (2) With attachment (proof), (3) Physical accomplishment should
be “Vetted”, (4) Physical Status should be “Completed”.

SYSTEM FEATURES
 Content Management System. It is a feature that allows user to create, edit and delete contents of
the system (e.g. Indicators).
 Integration of SubayBayan Projects. Completed projects in SubayBayan are automatically subjected
for assessment in RSSA.
 Assessment Module. It is a feature that allows users to create, view, update, delete and submit
projects assessment.
 Approval Process. It is a feature that allows user to review and validate the assessment submitted
by the other user.
 Dashboard. A feature that provides at-a-glance views of indicators relevant to a particular objective
or business process. It displays summaries & statistics through graphs and charts.

 Report Generation. A feature that allows user to generate standard or customized reports related
to project assessments.

1.2 ACRONYMS AND ABBREVIATIONS

Department of the Interior and Local Government (DILG)


It is the executive department of the Philippine government responsible for promoting peace and
order, ensuring public safety and strengthening local government capability aimed towards the
effective delivery of basic services to the citizenry.

Office of Project Development Services (OPDS)
It is the bureau under DILG that was responsible for the formulation of innovative approaches and
strategies designed to promote technical capabilities of Local Governments.

Local Government Unit (LGU)


It is an administrative and political government unit subsidiary to the national government which
could itself consist of sub-units.

Assessment
It is the evaluation of the project one (1) year upon its completion.

Rapid Subproject Sustainability Assessment (RSSA)


It is a web-based assessment system that users can assess the completed projects of DILG.

Data Capture Form (DCF)


Assessment Form filled-out by the LGU users.

Means of Verification (MOV)


Signed DCF by the assigned signatories.

Portable Document Format (PDF)


File format designed to present documents across multiple devices and platforms.

DCF Signatories
List of persons who are assigned to sign the DCF.

2.0 GETTING STARTED

2.1 USER ACCESS, ROLES AND PRIVILEGES

The users of the application are as follows:

 Super Administrator
Approved user accounts and assign user roles of the users in Central Office.

 Administrator (OPDS)
Evaluate, provide analysis and recommendations, and prepare overall narrative reports based on the
overall consolidated results of the assessment from the PMOs. Submit report to higher management for
guidance and further instruction

 PMO
View and Monitor projects and assessments.

 Regional Administrator
Approve user accounts and assign user roles in their respective regions.

 Regional Level User


Review & approve assessment. Consolidate the data and submit to the next level user

 Provincial Level and Cluster User


Review & authenticate assessment. Consolidate the data and submit to the next level user

 City/Municipal Level User (C/MLGOO user)


Review & validate assessment. Consolidate the data and submit to the next level user

 LGU User (Engineers in the City/Municipality and Provincial Level)


Conduct Assessment of Projects. Submit assessment to City/Municipality & Provincial DILG field officers.

2.2 LOG-IN/SIGN IN AND SIGN UP
2.2.1 LOG-IN/SIGN IN
For non DILG users (LGU engineers), to start using the application, you should log-in first. Open your web
browser, and type https://rssa.dilg.gov.ph/user/login to the address bar and the log-in page will be displayed
(Figure 1). To log-in, enter a valid Username and Password and click on the Sign in button.

For DILG Users, to start using the application, you should log-in first. Open your web browser, and type
https://intranet.dilg.gov.ph to the address bar and the DILG Intranet log-in page will be displayed (Figure 2).
To log-in, enter a valid username and password and click on the Sign in button.

After a successful log-in in the DILG Intranet, the homepage of the application will be displayed (Figure 3), on
the upper left side corner are the applications that you have access with, click Rapid Subproject Sustainability

Assessment (Figure 3) and you will be redirected to the RSSA application.

2.2.2 SIGN UP

To sign up and create an account, click Don’t have an account? Sign up! (Figure 1 and 2 no. 1) and the sign
up page will be displayed (Figure 4 for DILG users, Figure 5 for Public/non-DILG users).
In order to create a valid account, fill-in all the required information and click Sign up (Figure 4-1 for DILG

users, Figure 5-1 for Public/non-DILG users) when done. When already registered click Already registered?

Sign in (Figure 4-2, Figure 5-2) and sign in.

After signing-up check your registered email address for a confirmation message and follow the
instruction/link to activate your DILG Intranet account or your RSSA account. Then inform and coordinate with
your respective Regional Information Technology Officer for proper user assignment.

2.3 RETRIEVE PASSWORD
To retrieve your forgotten password, click on the Forgot Password? (Figure 1-2 and Figure 2-2) and the

recovery password page will be displayed. (Figure 6). Input the email address used during sign-up, verify the
code and click Continue button to proceed.

2.4 REQUEST NEW CONFIRMATION MESSAGE


To request for a new confirmation message, click on the “Didn’t receive confirmation message?” (Figure 1-
3, Figure 2-3) and the request new confirmation message page will be displayed. (Figure 7). Input a valid
email address, verify the code and click Continue button to proceed.

3.0 USER ROLES
Rapid Subproject Sustainability Assessment (RSSA) has seven (7) users including Super Administrator, please
refer to the table below for the roles and responsibilities.

3.1 LGU USERS

LGU Users are those engineers of each local government unit. They have eight
(8) menus namely (1) Dashboard, (2) SubayBayan Projects, (3) Draft (4) Filled Out, (5)
Submitted, (6) Returned (7) Consolidated Reports and (8) Signatories.

3.1.1 DASHBOARD
The Dashboard menu has two (2) sub-menus, click the arrow down icon
(Figure 9-1) and the sub-menus will appear.

To view the dashboard of programs and
project, click the Project sub-menu (Figure 9-
2), and you will be directed to the Project
Dashboard (Figure 10).

Figure 10-1 shows a total completed projects by LGU, Figure 10-2 shows a total of conducted assessments for
the projects of LGU, Figure 10-3 shows the conducted assessments per category and the number of
interventions and improvements needed, Figure 10-4 shows the total number of conducted assessments per
status and its year and level and Figure 10-5 shows the functional and non-functional assessment per
programs and category.

To view the dashboard of your performance, click the Performance sub-menu (Figure 9-3), and you will be
directed to the Performance Dashboard (Figure 11).

Figure 11-1 shows a quick statistics of how many projects have already been assessed. Figure 11-2 shows the
breakdown of assessment per program. Figure 11-3 shows the overall assessment performance statistics, the
number of to assess and assessed assessment per program. Figure 11-4 shows the statistics of on time and late
submission of assessment per program

3.1.2 SUBAYBAYAN PROJECTS
To assess a project, click the SubayBayan Projects menu on the left side bar (Figure 8-2), and you will be

redirected to the SubayBayan Projects page (Figure 12).

3.2 BARANGAY ASSESSMENT 2

Barangay Assessment menu (Figure 6-2) allows the user to assess the barangay in the six key areas. To
create a barangay assessment, click the Barangay Assessment at the navigation pane as shown in Figure 6.
Index of Barangay Assessment page will be displayed (Figure 8).

Figure 12 shows the list of projects in SubayBayan that were qualified for assessment. To search project input
or select the keyword in the fields of Advanced Search Panel, and click the Search button (Figure 12-1). To

reset keywords in the fields, click the Reset button (Figure 12-1).

To assess, choose the project and click the Assess button (Figure 12-2) that corresponds to that project. Upon

clicking the Assess button, another modal will appear (Figure 13).

Figure 13 shows the basic details of the project, to assess select the project category (Figure 13-1) and click
the Start button (Figure 13-2), and you will be redirected to the assessment form (Figure 14).

Read the instructions carefully before answering the assessment form (Figure 14-1).

To assess the project answer the indicators, click the Save as Draft button (Figure 15-1), to save the
assessment as draft.

Note: If the assessment forms were save as draft, the fields with asterisk (*) will not be required.

3.1.3 DRAFT ASSESSMENTS
To view the draft assessments, click the Draft sub-menu (Figure 8-3), and you will be redirected to the

Draft Assessments page (Figure 16).

Figure 16 shows the list of draft assessment, users can still update or delete the assessment. To search
assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search

button (Figure 16-1).

To update the assessment, click the pencil icon (Figure 16-2) and you will redirected to the Update

Assessment Page (Figure 18). To view the assessment, click the eye icon (Figure 16-2), and you will be

redirected to the View Assessment Page (Figure 19). To download the DCF click the file icon (Figure 16-
2) and you will be redirected to Download DCF PDF Page (Figure 20) to upload to MOV(Signed DCF) in
assessment form, To delete the assessment, click the trash icon (Figure 16-2). To view the submission

history of the assessment, click the hourglass icon (Figure 16-2), and a modal will be displayed (Figure

17).

To upload the MOV of the assessment, click the Browse button (Figure 18-3).

To save the assessment as Draft again, click the Save as Draft button (Figure 18-1). To save the assessment as
a Filled-out Assessment (ready for submission to the next level user), click the Save button (Figure 18-2).
Note: Make sure to fill-out all the required fields and upload the MOV (Signed DCF) before clicking the SAVE button
(Figure 18-2).

To update the assessment, click the Update button (Figure 19-1) and you will redirected to the Update

Assessment Page (Figure 18). To download the DCF click the Download DCF button (Figure 19-1) and
you will be redirected to Download DCF PDF Page (Figure 20), To delete the assessment, click the Delete

(Figure 19-1) button. To view the submission history of the assessment, click the Track Report (Figure

19-1), and a modal will be displayed (Figure 17).

To download the DCF, click the Download icon (Figure 20-1, left icon). And to print the DCF, click the Print
icon (Figure 20-1, right icon).

3.1.4 FILLED OUT ASSESSMENTS
To view the filled-out assessments, click the Filled Out sub-menu (Figure 8-4), and you will be redirected

to the Filled-out page (Figure 21).

Figure 21 shows the list of filled-out assessment, these assessment can still be updated and deleted. To
search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the
Search button (Figure 21-1). To reset keywords in the fields, click the Reset button (Figure 21-1).

To update the assessment, click the pencil icon (Figure 21-2) and you will redirected to the Update

Assessment Page (Figure 23). To view the assessment, click the eye icon (Figure 21-2), and you will be

redirected to the View Assessment Page (Figure 24). To delete the assessment, click the trash icon

(Figure 21-2). To view the submission history of the assessment, click the hourglass icon (Figure 21-2),

and a modal will be displayed (Figure 22).

To update the assessment modify the answer in the indicators, and click the Update button (Figure 23-1)

To update the assessment, click the Update button (Figure 24-1) and you will redirected to the Update

Assessment Page (Figure 23). To download the DCF click the Download DCF button (Figure 24-1) and you
will be redirected to Download DCF Page (Figure 20), To delete the assessment, click the Delete (Figure

24-1) button. To view the submission history of the assessment, click the Track Report (Figure 24-1), and

a modal will be displayed (Figure 25).

To submit the assessment to the next level user (City, Municipal and Provincial DILG field officers), click the
Process button (Figure 24-1), and a new modal will appear (Figure 26).

To submit the assessment to the next user, enter remarks (if any), select the necessary action and click the
Submit button (Figure 26-1)

3.1.5 SUBMITTED ASSESSMENTS
To view the submitted assessments, click the Submitted sub-menu (Figure 8-5), and you will be

redirected to the Submitted page (Figure 27). All your submitted assessments will be displayed in this
page.

To search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search

button (Figure 27-1). To reset keywords in the fields, click the Reset button (Figure 27-1).

Listed in this page are the assessment that the LGU Users have already processed. The status of the
assessment was displayed under the Status column. To view the assessment, click the eye icon under

column Action. To track the submission history of the assessment, click the hourglass icon under column

Action.

3.1.6 RETURNED ASSESSMENTS
To view the returned assessments, click the Returned sub-menu (Figure 8-6), and you will be redirected to

the Returned page (Figure 28). All the For Revision assessments can be seen in this page.

To search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search

button (Figure 28-1). To reset keywords in the fields, click the Reset button (Figure 28-1).

To view the assessment and remarks made by the other user who returned the assessment, click the eye

icon (Figure 28-2) under column Action. To track the submission history of the assessment, click the hourglass

icon (Figure 28-2) under column Action. To update the assessment, click the pencil icon (Figure 28-2) under

the column Action.

3.1.7 CONSOLIDATED REPORTS

To generate report, click the Consolidated Reports sub-menu (Figure 8-7), and you will be redirected to the
Consolidated Reports page (Figure 29).

Supply the necessary information and click the Download Report button (Figure 29-1) to download the
desired report.

3.1.8 SIGNATORIES
To view the signatories, click the Signatories sub-menu (Figure 8-8), and you will be redirected to Signatories

Page (Figure 30).

To add signatory, click Add Signatory button (Figure 30-1) and you will be redirected to Add Signatory Page
(Figure-31). Fill-out the fields and click the Save button. (Figure-31-1).

After you saved the signatory, you will be redirected to View Signatory Page (Figure 33).

To search assessment, input the keyword in the fields (Figure 32-1) and press Enter. To reset the keywords in
the fields, delete the keywords in each field and press Enter. To view the signatory details, click the eye icon

(Figure 32-2) and you will be redirected to View Signatory Page (Figure 33). To update signatory click pencil

icon (Figure 32-2) and you will be redirected to Update Signatory Page (Figure 34).

3.2 C/MLGOOs
C/MLGOOs are the DILG employee assigned in every city/municipality. They have eight (8) menus namely (1)
Dashboard, (2) Subaybayan Projects, (3) Filled-Out, (4) Received, (5) Returned to LGU C/M, (6) Submitted, (7)
Returned, (8) Consolidated Reports.

3.2.1 DASHBOARD

To search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search

button (Figure 39-1). To reset keywords in the fields, click the Reset button (Figure 39-1).

3.2.3 FILLED OUT ASSESSMENTS


To view the filled-out assessments, click the Filled Out sub-menu (Figure 35-3), and you will be redirected to

the Filled-out page (Figure 40).

Figure 40 shows the list of filled-out assessment. To search assessment, input or select the keyword in the
fields of Advanced Search Panel, and click the Search button (Figure 40-1). To reset keywords in the fields,

click the Reset button (Figure 40-1).

To view the assessment, click the eye icon under Action column and you will be redirected to the View

Assessment Page (Figure 41). To view the submission history of the assessment, click the hourglass icon and

a modal will be displayed (Figure 42).

3.2.4 RECEIVED ASSESSMENTS


To view the received assessments, click the Received sub-menu (Figure 35-4), and you will be redirected to

the Filled-out page (Figure 43). Received assessments are the assessments submitted by the LGU Users to
your level.

To search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the button
(Figure 43-1). To reset keywords in the fields, click the Reset button (Figure 43-1).

To view the assessment, click the eye icon under Action column and you will be redirected to the View

Assessment Page (Figure 44). To view the submission history of the assessment, click the hourglass icon and

a modal will be displayed (Figure 47).

To process the assessment, click the Process button (Figure 44-1), and a new modal will appear (Figure 45).

Put remarks and select the needed action (select Submit to Cluster Head if the assessment was accurate,
correct and you will submit it to the next level user, select Return to LGU City/Municipality if the assessment
needs revision). To proceed with the process, click the Submit button (Figure 46-1).

3.2.5 RETURNED TO LGU C/M
To view the returned assessments, click the Received sub-menu (Figure 35-4), and you will be redirected to

the Return Assessments page (Figure 48). Received assessments are the assessments that are for revision in
the level of LGUs.

To search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search

button (Figure 48-1).

To view the assessment, click the eye icon under Action column and you will be redirected to the View

Assessment Page (Figure 49). To view the submission history of the assessment, click the hourglass icon and

a modal will be displayed (Figure 47).

Figure 49-1 shows the remarks and the details of the user who returned the assessment, to track the history

PMED and OPDS are the users of RSSA in Central Office. They have seven (7) menus namely (1) Dashboard,
(2) Subaybayan Projects, (3) Filled Out, (4) Approved by Region, (5) Received, (4) Submitted, (6) Returned, (7)
Consolidated Reports.

To view Subaybayan projects, click the SubayBayan Projects menu on the left side bar (Figure 132-2), and you

will be redirected to the SubayBayan Projects page (Figure 135).
