BIMUN Draft Resolution
Noting with deep concern that the protracted conflict in Sudan has lasted over 10 months with no
lasting ceasefires or indication of imminent cessation,
Disturbed by the unprecedented scale of the disaster in displacing over 8.1 million and leaving 55% of
the population in need of humanitarian assistance,
Fully alarmed by the credible reports1 of the massacre, torture and rape of civilians in Sudan,
particularly in the region of Darfur, constituting violations of international law,
Regretting the ineffectuality of the Juba Peace Accords, UNITAMS, UNISFA, and other agreements
1. Calls for an immediate and sustained humanitarian ceasefire in Sudan between all parties, and
a return to democratic transition, that is to be accelerated by:
a. A private meeting at the earliest possible date between the DPPA2, Security Council
members, and relevant regional stakeholders,
b. Weekly briefings by the Secretary-General’s Personal Envoy for Sudan on ongoing
mediation efforts,
c. A dialogue on the options for increased international pressure, such as through
sanctions;
2. Authorises a thorough investigation into Rome Statue violations, particularly in the Darfur
region, by the Prosecutor of the International Criminal Court and related UN bodies, urging
States not party to the obligations of the Rome Statute to cooperate fully in preventing
impunity and gathering the necessary factual information;
3. Decides to expand existing sanctions, including arms embargoes, under the UN Panel of
Experts3 to include any groups found to be in violation of the Rome Statute;
5. Further calls for support to be lended to the condominium of the Abyei region shared between
Sudan and South Sudan, and for previous agreements4 on the region to be upheld and
expedited, such that:
a. All armed forces are immediately withdrawn and the region fully demilitarised,

b. Basic provisions and relief efforts are temporarily funded and coordinated by the UN
under the supervision of UNISFA,
c. An Abyei police service operating under international law is immediately established
under temporary UNISFA oversight to maintain order and protect civilian lives;
6. Expresses its hope that a reformed UNITAMS can be reestablished, with peacekeeper
presence and greater funding allocated to humanitarian aid needed
