CONTENT STANDARD
The learners demonstrate an understanding of politics and political science,
governance, political ideologies, power, states, nations, and globalization.

PERFORMANCE STANDARD
The learners shall be able to clearly identify a specific political phenomenon
and how it can be studied.

INTRODUCTION

In every aspect of man’s life, there’s always conflict and disagreement. In


addition, they disagree about the distribution of powers and resources as well as
how to resolve such disagreement.
This module will enrich your idea of the concepts of politics and governance.
Moreover, it dwells on how politics are often can be understood and applied.

ABSTRACTION

The Meaning of Politics

Politics is the study of “who gets what, when and how” as Harold Laswell
stated. Hence, politics is an exercise of power, the science of state, the making of
collective decisions, the allocation of scarce resources and a practice of deception
and manipulation.

Moreover, politics is consists of people acting politically by organizing political


interest groups and trying to induce governments to act in ways which is able to
promote their interests over those opponents.

The Science of Politics

1. It’s the essential knowledge and understanding of the state and the principles
and ideals which underlie its organization and activities.
2. It’s primarily concerned with the association of individuals into ‘body politic’ or
during a political community.
3. It deals with those relations among men and groups which are subject to
manage by the state with the relations of men and groups to the state itself
and also the relations of the state to other state.

Stages within the Study of Political Science

1. Religious Stage – the state, its leaders and laws were considered as divine or
divinely inspired.
2. Metaphysical Stage – the state was considered as an individual’s institution,
and it is, therefore, absolute (cannot be changed)
3. Modern Stage – the state was deemed capable of being improved by rulers
and subjects and its certain principles and laws.

Characteristics of Politics (Shievely, 2013)

1. Politics always involves the making of collective decisions for a group of


people;

2. Those decisions are made by some members of the group in which they are
exercising power over other members of the group.

The Meaning of Governance

The concept of governance is as old as human’s civilization. In which,


governance is that the process of decision-making by which decisions are
implemented and will be viewed within the following context:

• Corporate Governance;
• International Governance;
• National Governance; and
• Local Governance

Good governance entails and defined as to:


• Focusing on legitimacy – the state should have the consent of the
governed;
• Accountability – ensuring transparency, being responsible for any actions
and media freedom;
• Competence – effective policymaking, implementation, and well-service
assistance
• Respect for law and human rights.

Features of Good Governance

1. Participation – the key cornerstone in adapting good governance. Having a


participation in every governmental process could be essential to run good
governance.
2. Rule of Law - manifested through impartiality of fair legal framework just like
the promotion of a full protection of human rights and dignity especially those
members of minority.
3. Transparency – the transparent decisions were taken and enforcement was
implemented in a manner that follows rules and regulations.
4. Responsiveness – requires that institutions and processes try to serve all
stakeholders within an allotted timeframe.
5. Consensus Oriented – requires mediation of the various interests in society to
attain a broad consensus in society for the most effective interest that may
serve to the community and on how this can be achieved.
6. Effectiveness and Efficiency – produce results that meet the standard needs
of society by using the resources in a very purposeful manner and right way of
disposal, its sustainability and the protection of the environment as well.
7. Accountability – a key point for excellent governance not only in governmental
units but also in the private sectors and all other civil society.
