Monitoring and Evaluating The Performance

The document discusses monitoring and evaluating performance. It explains that monitoring tracks progress to see if activities are on track, while evaluation assesses whether activities were suitable to achieve impacts. Various frameworks for monitoring and evaluation are described, including conceptual, results, logic model and logical frameworks. Key aspects of monitoring include planning, data collection and analysis. Evaluation helps improve performance and informs decision making.

Monitoring and Evaluating

the Performance
Azhar Ali
M & E: Why?
Monitoring: if all activities are
heading towards the foreseen
and required end

Evaluation: Were activities

suitable to get a certain impact
Monitoring & Evaluation
are part of Performance
Management system
Performance Management
System
System of gathering & assessing
•Performance Information
•Monitoring
•Assessment
•Evaluation
•Reporting on performance
The System of Performance
Management must be
integrated in to the
management approach of
the organization
Performance Information
indicates
• how well an institution is
meeting its aims and objectives

• which policies and processes

are working
Performance Information
Types
• Quantitative
• Qualitative

Must be in comparable and

assessable – balanced and
actual
Pre Requisite
Performance Indicators
against which all progress can be
assessed

Type and Frequency!

Monitoring

Monitoring is a continuous process

• If program is on track
• Deviation indicator

Early warning system

Monitoring Purpose

Track and alert as to whether

actual results are/would be
achieved as planned
Monitoring Process

It is ongoing, routine effort

requiring data gathering,
analysis and reporting results
at periodic intervals
Before initiating any

Performance Indicators
Measurement of Change

•Performance Baseline

•Performance Target
Monitoring relies on
achievement of
performance indicators
Monitoring Planning
Define:
• Performance Indicators
• Data Sources
• Methods of Data Collection
• Frequency of Collection
• Responsibilities of Collection
• Data Analysis Plan
• Communicating and Using the Information
• Budget Availability
Evaluation

Evaluate the Results and Process

Helps to improve/modify

Process as well Performance Indicators

for future use
Evaluation Advantages

It helps

i. To improve performance
ii. Create accountability
iii. Helps towards informed decision-making
iv. To learn from experiences
Types of Evaluation
Projects’ Performance:
To improve performance of
ongoing projects

Projects’ Impacts:
Focus on outcomes and lessons
learnt
Monitoring & Evaluation

•Not same
•Don’t have same purpose
•Do not compete or replace
Monitoring & Evaluation…
•Complement each other
•Combined effects are greater
than individuals
•Helps to keep projects on
track and design better ones
next time
Questions e.g.
Monitoring
i. Is project achieving its objectives?
ii. Are activities completed on time?
Evaluation
i. How objectives could be achieved in
a better, efficient way?
ii. Which activities helped on the way,
which were obstacles?
M & E Frameworks

Key elements of M & E plans that depict

the components of a project and the

sequence of steps needed to achieve the

desired outcomes
M & E Frameworks…

Increase understanding of projects’ goals

and objectives, the relationships between
factors key to implementation, and describe
the internal and external elements that
could affect its success
Types of Frameworks

1. Conceptual
2. Results
3. Logic Model
4. Logical Framework
1. Conceptual Frameworks
Sometimes also called “research framework,”

• useful for identifying and illustrating the factors

and relationships that influence the outcome of
a program or intervention.

• Typically shown as diagrams illustrating causal

linkages between the key components

Conceptual Frameworks…
2. Results Frameworks
Sometimes called “strategic frameworks,”

• Diagram the direct causal relationships

between the incremental results of the
key activities all the way up to the overall
objective and goal of the intervention.

• This clarifies the points in an intervention

at which results can be monitored and
evaluated.
Results Frameworks…

Overall goal, a strategic objective (SO) and

Intermediate Results (IRs).
3. Logic Model Frameworks

Sometimes called “M&E framework,”

• Provides a streamlined linear interpretation
of a project’s planned use of resources and
its desired ends
Logic Model Frameworks…
Logic models have five essential components:
i. Inputs – the resources invested in a program, for example,
technical assistance, computers or training;
ii. Processes – the activities carried out to achieve the program’s
objectives;
iii. Outputs – the immediate results achieved at the program
level through the execution of activities;
iv. Outcomes – the set of short-term or intermediate results
achieved by the program through the execution of activities
v. Impacts – the long-term effects, or end results, of the program
Example
4. Logical Framework
Shows Linear relationship
Similar Concepts
Inspection: a general examination that
seeks to identify vulnerable areas
Investigation: a specific examination of a
claim of wrongdoing
Audit: an assessment of the adequacy of
management controls
Research: a systematic examination to
develop or contribute to knowledge.
