CHAPTER I
PROBLEM AND ITS BACKGROUND

INTRODUCTION
Technology has a big role that will help our police to prevent and detect crimes

that happen in our municipality and in other places. Nowadays, there are lot of crimes

spreading in our places and this is one of the perceived problems that needs a solution.

Criminal activity is a prevalent issue in contemporary culture and society, with most

nations facing unacceptable levels of crime. Technological innovation has been one of

the main driving forces leading to the continuous improvement of crime control and

crime prevention strategies (e.g. GPS tracking and tagging, video surveillance, etc.).

Technology has been considered a significant driver to law enforcement

strategies and tactics for as long as can be remembered. In the 20th century, the

introduction of the telephone, the automobile, and two-way radios created seismic shifts

in what police do; pushing departments toward strategy of rapid response to citizens

request for police assistance (Hariss 2017). These technological capabilities provided

closer connections and information sharing between police and the citizens they serve.

Now, in the 21st century, powerful technological advancements have emerged, including

closed circuit television, automatic licence plate readers, in-car cameras, and body worn

cameras, predicting policing software, and social media communication and monitoring

tools.
Technology is one of the most important influences upon crime. It can increase

or reduce the supply of crime opportunities, and the effect may be intentional or

unintentional. With respect to intentional opportunity reduction, security technology has

caused much of the major reductions in crime experienced in recent decades. An

important aspect is that the best security does not produce a fortress society but, instead,

also improves our quality of life. Technology has become prevalent in most areas of

society and, in a struggle to keep up with recent advances, public agencies are forced to

innovate at an ever-increasing rate. The use of technology has, however, been an

important part of police work, and technological innovation has gone hand-in-hand with

the evolution of police practice (Borrion, 2018).

The proliferation of computer technology, communication technology, and other

major technological advancements over the last several decades have made numerous

technologies available to law enforcement officers that were virtually unheard of by their

predecessors. Many departments are implementing these and other technologies to

increase efficiency and improvement outcomes, especially in times of diminished

resources and enhanced public attention on and scrutiny of law enforcement tactics and

outcomes.

The reality, of course, is that law enforcement and investigations aren’t quite that

simple. It can take weeks, months or even years to match a piece of evidence to specific

individual, if it can be matched at all; however, that doesn’t mean that a technology in the

real world isn’t catching up to Hollywood technology. New developments are taking

shape every day, making it easier to prevent and fight crime. According to (Carter, 2017),

advancement on law enforcement technology since 1990 has developed at a very high
rate especially regarding the use of computers as well as telecommunication and this has

impacted effectively on crime prevention.

The best way to fight crime is to keep it from happening in the first place, and

technology is in the forefront of crime prevention. Over the past several decades, policing

agencies have implemented an array of technological advancements to improve

operational efficiency and outcomes, especially in times of diminished resources and

enhanced public attention on and scrutiny of law enforcement activity. However, much

remains to be known about the prevalence and utility of technology among the nation’s

law enforcement agencies and the factors that influence its selection and implementation.

To address these issues we need to build the knowledge base of why and how police

select, implement, and integrate new technology; how that technology is being used; and

whether new technology improves policing in a meaningful way for both the agency and

the community.

The proponents of this research opted to determine the Effectiveness of

Technological Innovation to Crime Detection and Prevention in the Municipality of

Bongabong, Oriental Mindoro. This study will have a great importance to the teachers,

students, communities and police officers, which all seek to achieve understanding the

effects of Technological Innovation to Crime detection and prevention. Findings in this

research may serve as basis and reference for further study.

Crime Detection and Prevention in the Municipality of Bongabong, Oriental Mindoro.

The respondents of this study are the 30 Police Officers assigned in the Bongabong

Municipal Police Station.

The study was conducted at the Municipality of Bongabong, Oriental Mindoro,

Year 2023-2024.

Definition of Terms

In order to achieve clarity and understanding throughout the study the researcher

herby defines the following terms operationally.

Bongabong, Oriental Mindoro. It is the place where the study conducted.

Crime. the actions or illegal activities that committed by the criminals or offender.

Crime Detection. the action performed by the police officers to detect or discover the

criminal activities that happens in the Municipality of Bongabong by the use

technological innovation.

prevent crimes and the respondent of the study.

Technological Innovation. It refers to the dependent variables where the utilization of

this technology is measured in the study. And it helps the police officers to easily detect

and prevent crimes.

Theoretical Framework

1. Routine Activity Theory

The Routine Activity Theory was proposed by Cohen and Felson (2019) they

contended that for a crime to take place three requirements needed to be present; a

motivated offender, a suitable target, and absence of capable guardians. The theory

argues that crime is normal and depends on the opportunities available. If a target is not

protected enough, and if the reward is worth it, crime will happen. Crime does not need

hardened offenders, super-predators, convicted felons or wicked people. Crime just needs

an opportunity.
The theory is relevant to our study in the sense that it provides significant

understanding to why people engage in any kinds of crimes. They also stated that for a

crime to take place three requirements needed to be present; a motivated offender, a

suitable target, and absence of capable guardians.

2. Broken Windows Theory

The Broken Windows Theory was proposed by was proposed by James Q.

Wilson and George Kelling (2014) they stated that visible signs of disorder and

misbehavior in an environment encourage further disorder leading to serious crimes. The

reason the state of the urban environment may affect crime consists of three factors:

social norms and conformity; the presence or lack of routine monitoring; and social

signaling and signal crime. A broken window transmits to criminals the message that a

community displays a lack of informal social control and so is unable or unwilling to

defend itself against a criminal invasion, but if an ordered and clean environment, one

that is maintained, sends the signal that the area is monitored and that criminal behavior

is not tolerated.

This theory is relevant to our study because they stated that if the environment is

not properly monitored the criminals has a chance to a commit a crime, and to make sure
that the environment is safe we can use technological innovations such as CCTV cameras

to monitor and secure the areas.

3. Situational Crime Prevention Theory

According to Beebe and Rao (2015) Situational Crime Prevention Theory offers a

holistic view of crime prevention that can be applied to computer security that previous

theories have been unable to fulfill. They proposed that previous theories and strategies

have concentrated disproportionately on a criminal’s perceived cost of committing a

crime by utilizing strategies that would increase the chances of being discovered. These

strategies would include countermeasures, such as firewalls, network monitoring

software and physical security. An effective strategy would implement countermeasures

that would affect both the criminal’s perceived cost (likelihood of being discovered and

punished) and benefit (rewards of perpetrating the crime). This strategy closely mimics

previous research which stresses the need for a combination of technical (e.g. firewalls,

passwords, encryption), formal (e.g. policies and procedures), and informal controls (e.g.

education and training programs). The success of Situational Crime Prevention Theory

has been noted in several studies. Situational measures have proven successful in

practically eliminating aircraft hijackings by screening baggage and reducing post office

and bank robberies by target hardening. Application of this theory in the field of

computer security, however, has yet to be empirically explored, though the potential for

success in reducing insider computer misuse is very promising.

This theory is relevant to our study because they stated that through the use of

computer security it can help in reducing post office and bank robberies, and also

eliminating aircraft hijackings by screening baggage. This theory proves that

technological innovations has a big role in detecting and preventing the crimes.

CHAPTER II
REVIEW OF RELATED LITERATURE AND STUDIES

This chapter present the different literature and studies relevant to the research,

and other literary forms both foreign and local. It covers a review of existing relevant

literature which was explained according to its concern. It focuses on several aspects that

will help in the practices of this study. The literature of this study came from books,

articles, journals and pdf. This study concentrates in The Effectiveness of Technological

Innovation to Crime Detection and Prevention in the Municipality of Bongabong,

Oriental Mindoro.

FOREIGN LITERATURE

Koper and Lum (2019) in their article entitled “Understanding the Limits of

Technology’s Impact on Police Effectiveness” In U.S, that advancement in technology

have high influence for enhancing police work. For instance, use of technology may

improve crime control by strengthening the police ability to identify and monitor

offenders (most importantly repeat, high-rate offenders); making it easy to identify

places and conditions which unequally contributes to crime; quick detection and

rapid response to crimes, enhancement in the collection of evidence, police

deployment and strategies improvement, creating efficiency in organization which put

more officers in the field and for a long period of time, communication enhancement

between police and citizens, increasing perception that punishment is certain, and

strengthening the ability of law enforcement agencies to deal with technologically

sophisticated forms of crime (e.g. suicide bombing and cyber-crime, terrorism).

This is relevant to our study because the authors stated that advancement in

technology have high influence for enhancing police work. That means technology has a

big role in the in police work. By using technology, they can easily detect and prevent the

crimes that happening in our places. Technology can help the police officers to monitor

the areas and help them to easily identify the suspects or the offenders.

“Technology and Crime Prevention: A Systematic review of literature by

Harris (2019). Stated that the first technology revolution in the United States that

changed the way police were organized and how they operated centered around three

technological innovations that were incorporated into policing: the telephone, the two-

way radio, and the automobile: With the proliferation of telephones in the early twentieth

century, policing changed. Citizens called and in fact were encouraged to call the police

to deal with a multitude of problems, and the police responded to those calls from
dispatch via a two-way radio, and sped quickly to locations via patrol cars. These

technological advances, along with changes in police administrative procedures, helped

to create the police as we know them today.

This is relevant to our study since they stated that by the used of three

technological innovations such as telephone, the two-way radio, and the automobile helps

them to responds in the calls of the citizens to deal with a multitude of problems, and the

police responded to those calls from dispatch via a two-way radio, and sped quickly to

locations via patrol cars.

LOCAL LITERATURE

Abat (2013). stated in his article entitled “The Importance of Technology in

Reducing Street Crimes in Davao City” that the police station is increasing police

visibility in communities to reduce the numbers of crimes. Most of the policeman are

outside for advocacy programs and to maximize visibility. They put CCTV in every area

where crimes are constant, this way they could easily establish connection with the

community against criminal acts.

This is relevant to our study since he stated that by the used of CCTV, it helps the

police officers to recognize the offenders and it also helps in reducing street crimes so

that the citizens may feel comfortable in their areas.

ABS-CBN NEWS (March 1, 2023) by Mike Navallo stated that according to

DILG Secretary Benjamin Abalos Jr. modern technology will also be utilized to recruit

more police officers and review laws pertaining to the sale of vehicles. He said the

CCTVs could be programmed with a facial recognition feature that can be used to

identify wanted persons and local and international terrorists. Abalos also said this would

allow PNP personnel to determine if these individuals are mingling with the crowd and

take appropriate action immediately. “We were able to discuss among others the usage of

technology in the fight against criminality, and maximum police visibility,” Abalos

noted.

This article is related to our study because shows how effective the technological

innovation in police works specially in preventing and detecting crimes. It also gives us

an idea that technological innovations such as CCTV can help our police officers to

identify wanted persons and local and international terrorists.

According to the Professional Journalist of the Philippines, Christopher Lloyd

Caliwan (January 16, 2023) Maj. Gen. Jonnel Estomo said the S.A.F.E NCRPO App

Alert mobile application can be used via a finger touch to immediately relay an alert to

the nearest police officers patrolling in their area of jurisdiction. The app is connected to

an alert server that will be monitored by Tactical Operation Centers (TOCs) of NCRPO.

He said the app is not reliant on an internet connection as alerts will be sent via short

messaging system (SMS) if there is no mobile network signal.

This article is related to our study because through the use of mobile application

called NCRPO police officers can easily enforce the law, prevent and control crimes,

maintain peace and order, and ensure public safety and internal security with the active

support of the community.

FOREIGN STUDIES

Stuart (2018) found out on his study entitled “Police Use of Technology to

Fight Against Crime” that in Turkey social media is a crucial tool for law enforcement

agents, because it can help them connect with the general public. With social media, the

general public can send and receive real time information and provide related documents

such as pictures and audio records that can help to solve crimes. Social media allow law

enforcement agents to remain in contact with local communities thus providing a useful

source of information in an effective way.

This is related to our study because he stated that social media is a crucial tool for

law enforcement agents. That means social media can help them to connect with general

public. With social media the general public may receive real time information and it will

help to solve crimes and locate offenders easily.

Paul Wambugu (2015) stated in his study entitled “Application of Mobile

Phone in Crime Prevention within Central Division, Nairobi City County” that in

Kenya, the use of mobile phone application such as facebook, twitter as a tool for

community policing allows residents to engage in daily police work. This technology has
spread from large cities to police forces in rural areas and has been used by citizens as a

way to share local information about their safety with law enforcement agencies.

This is relevant to our study because through the use of technological innovation

such as mobile phone application can allows the residents of Kenya to engage in daily

police work and by using this mobile phone application they can share their local

information about their safety with law enforcement agencies.

Sutherland, T.K., (2019). Technological Innovations in Crime Prevention and

Policing: A Review of Research on Implementation and Impact. It stated that the

social networks of an individual can serve as the source for crimes and delinquency.

According to this author if a person is a subject to criminal activities and criminals then

the probability of his learning to carry out criminal activities will be high as criminal

behaviors learned.

This is related to our study because the author stated that if a person is a subject to

criminal activities and criminals then the probability of his learning to carry out criminal

activities will be high as criminal behaviors learned. Some criminal offenders learned to

commit crimes because of the people that they associate with.

LOCAL STUDIES

Dogaong (2011) stated in his study entitled “Utilization of CCTV Cameras in

Bontoc, Mountain Province” that in Bontoc, Mountain Province, Close circuit

television (CCTV) cameras are also becoming an effective tool in identifying criminals in

the Municipality. In 2011, police officers arrested three robbery suspects who robbed a

drug store at night. Through images captured by the CCTV camera installed inside drug

store, the police were able to identify the suspects that led to the issuance of warrants for

their arrest.

This is related in our study because through the use of CCTV cameras the police

easily identify the suspect who robbed the drug store, in this case it proves that

technological innovations can help our police officers to prevent and detect crimes.

Vicente, et.al (2014), on their study entitled “The Crime Prevention Programs

in Baguio City”, there were five strategies used to implement this programs that were

claimed as effective in preventing crimes. Among these strategies, having CCTV in every

area is considered as the most effective in preventing crimes by all the barangays.

This is relevant to our study because they stated that technological innovations

such as CCTV is considered as one of the most effective tools in preventing and detecting

crimes in all Barangay in Baguio City, and by the use of Closed-Circuit Television it can

help the police officers to easily identify the offender or the criminal in the area where the

crime is committed.

The findings support the study made by Surbhi (2018) The term motivation

comes from the word motive which means the needs or derives within a person. In

contrast, inspiration is the process in which an individual is mentally encouraged to do

something. Where there is a will there is a way is an old saying that motivates and inspires

us to work and stay committed to our lifetime goals. All of us need some motivation and

inspiration at some point in time in life. Many people might think that these two

disciplines are more or less than same thing, but they are entirely different concepts. While

motivation is always from an external environment, inspirations comes from within.

Motivation refers to a process of stimulating someone to act in definite way to achieve

goal.
