Document Purpose

The purpose of this Project Scope Report is to define the business (functional) requirements that
the project is intended to deliver. These functional requirements are subject to Powerlink’s design
and construction standards and prevailing asset strategies, which will be detailed in documentation
produced during the detailed scoping and estimating undertaken by DTS (or OSD), i.e. it is not
intended for this document to provide a detailed scope of works that is directly suitable for
estimating.

Project Details

1. Project Need & Objective

Enervest Pty Ltd have submitted a connection enquiry under Chapter 5 of the NER
“Rules” for the establishment of Hazeldean BESS, a 800MW Battery Energy Storage
System with a proposed connection point approximately 60km South West of Tarong
Substation.

Briefly, the project consists of the establishment of a new 275kV switchyard cut in to
existing feeder F832 between Tarong and South Pine Substations, with the inclusion of
code compliant type one metering.

The project involves a combination of Transmission Network, IUSA and DCA works to
establish the proposed connection. Only the Transmission Network and IUSA components
will be detailed and estimated under the connection enquiry response.

The objective of this project is to establish the required assets required to facilitate the
proposed customer connection by 31 December 2025.

3. Deliverables

The following deliverables must be provided in response to this Project Scope Report:

1. Interface Specification for IUSA

2. Functional Specification for IUSA

3. Delivery Specification for IUSA

4. Line Diagram, General Arrangement and equipment schedule drawings

4. Project Scope

4.1. Original Scope

The following scope presents a functional overview of the desired outcomes of the project.
The proposed solution presented in the estimate must be developed with reference to the
remaining sections of this Project Scope Report, in particular Section 5 Special
Considerations.

Briefly, the project consists of the establishment of a new cut-in substation to facilitate the
connection of a new BESS facility onto the 275kV network between Tarong and South Pine
Substations with the inclusion of code compliant type 1 metering.

The works associated with this connection enquiry shall be broken into the following portions
to align with section 5 of the NER.

• Work Package 1 – “Transmission Network”;

• Work Package 2 – Non-contestable “Identified User Shared Assets” (IUSA);

• Work Package 3 – Contestable Identified User Shared Assets (IUSA); and

• Work Package 4 – “Dedicated Connection Assets” (DCA) (not included in the


connection enquiry response).

4.1.1. Work Package 1 – Transmission Network

Design, procure, construct and commission all works deemed “cut-in works” under
chapter 5 of the NER. These works have been identified as non-contestable and must
be carried out by the relevant TNSP. These works do not form part of the threshold
calculation for IUSA.

4.1.1.1. Transmission Line Cut in Works

Design, procure, construct and commission a cut-in into the existing 275kV feeder 832
between Tarong and South Pine Substations, between structures 1051-STR-7360 and
1051-STR-7362.

• String the new line deviations into the new substation, including OHEW/OPGW,
terminating at the appropriate landing beams. Powerlink shall provide the connection
hardware including droppers;

• The transmission line cut-in conductor should be sized to match the existing feeder
configuration/rating; and

• Feeder 832 has no OPGW, allowance must be made to retrofit OPGW along the
entire length of the feeder ~126km. Carry out a review of the existing structures
including earth peaks and include any upgrades necessary to facilitate the new
fibres. One path to be terminated in a lockable fibre optic canister on the leg of the
first structure outside of the substation and spliced to an underground fibre to
provide opto isolation.

4.1.1.2. Remote End Upgrades – H002 South Pine Substation

Carry out modifications to the protection, control, automation and communications


systems associated with 275kV feeder bays for F832 to interface to the new remote
end.

4.1.1.3. Remote End Upgrades – H018 Tarong Substation

Carry out modifications to the protection, control, automation and communications


systems associated with the 275kV feeder bays for F832 to interface to the new remote
end.

4.1.2. Work Package 2 – Non-contestable Identified User Shared Assets (IUSA)

Design, procure, construct and commission all IUSA secondary systems and
telecommunications works excluded from contestability under chapter 5 of the NER.
These works have been identified as non-contestable and must be carried out by the
relevant TNSP, however the estimated value of these works is included as part of the
threshold calculation for IUSA contestability.

4.1.2.1. Country Creek IUSA Substation Works

Establish the appropriate secondary systems required for the new 275kV switchyard to
be located adjacent to the existing Powerlink easement on land acquired by the party
responsible for the contestable IUSA, taking into consideration the following
requirements:

• Powerlink requires a parcel of land with appropriate land tenure and access
rights to be provided by the party awarded the contestable IUSA, of a suitable
size to house the required secondary systems and communications
infrastructure (size to be determined by Design);

• Powerlink to establish separate telecommunications and control buildings for


exclusive use. Note: there is no requirement for this area to be fenced
separately to the switchyard;

• Powerlink to establish the required protection, control and communications


systems to the current standard for the proposed configuration outlined in
Diagram 3, including required standard Site Infrastructure and Network panels;

• Provision of local and remote control facilities;

• Provision of operational telephony and duplicate digital communications paths to


NOC;

• Provision of duplicated SCADA links between the customer’s substation and


NOC for provision of generator data to AEMO, in accordance with ASM-STD-
A533375 OSD-SCADA Requirements for Operational Purposes - Standard and
ASM-STD-A457182 SCADA Requirements for Generator Connections –
Standard;

• Installation of redundant 125VDC supply systems and 50VDC supply systems (for
telecommunications equipment) in accordance with ASM-SPE-A3369893 DC
Supplies Specification;

• Provision of appropriate type 1 metering, with Powerlink assumed to be the


metering coordinator. The entity responsible for the contestable IUSA is required
to provide metering class CTs and VTs to Powerlink’s specification;

• Installation of Power Quality Monitoring devices, including 3-phase current and


voltage signals for each of the customer feeders – Note: the entity responsible
for the contestable IUSA must provide special 3 phase VT suitable for
measuring harmonics characteristics;

• Installation of High Speed Monitoring (HSM) . Note appropriate CT and VT


inputs required from the entity responsible for the contestable IUSA for all BESS
feeders and 275kV feeder to South Pine;

• Installation of termination racks on or adjacent to the control building as the


interface point / asset boundary for secondary cabling;

• Establish duplicated WAMPAC architecture, including Phasor Measurement Unit


(PMU) functionality for BESS feeders at the Country Creek Substation; and

• Carry out all required interface testing / SAT of the integration between the
contestable IUSA and the non-contestable IUSA.

4.1.3. Work Package 3 – Contestable Identified User Shared Assets (IUSA)

The works deemed contestable under chapter 5 of the NER to establish a new 275kV
switchyard adjacent to the existing Powerlink easement including the acquisition of the
required land parcel. The contestable IUSA includes all site infrastructure and primary
plant associated with the substation switchyard.

4.1.3.1. Country Creek IUSA Substation Works

Design, procure, construct and commission a 275kV switchyard adjacent to the existing
Powerlink easement within lot 13 on plan SP294647at 4439 Esk-Kilcoy Road,
Hazeldean;

• The cost of the acquisition of a free-hold parcel of land to the required size
suitable for the contestable and non-contestable IUSA scope has been
excluded from the enquiry response and will need to be considered separately.
Note: Size to be determined during design;

• Completion of appropriate civil works including the provision of earth grid,


perimeter fence, helipad and all required site infrastructure. (Note: site
benching / fill and provision of access roads will be carried out by the party
responsible for the IUSA to Powerlink standards). The party responsible for
the contestable IUSA will be responsible for the acquisition of a free-hold
parcel of land to the required size suitable for the contestable and non-
contestable IUSA scope (size to be determined during design);

• Establish the following buildings for exclusive use:

o An amenities building including septic and water tanks; and

o A storage / workshop shed.

• Establish three (3) diameter circuit breaker and a half layout substation, to
facilitate the connection of the following bays;

o One 275kV feeder bay to H002 Southpine;

o One 275kV feeder bay to H018 Tarong; and

o Four 275kV feeder bays to the proposed BESS including Point On Wave
(POW) functionality on the HV CBs;

Note: The proposed configuration to be set out to limit the impact of generator
caused outages/ events to the existing network;

• Installation of the following in accordance with ASM-SPE-A3385483 AM


Substation Design Principles Specification for a significant site:

o The main and alternate supplies are to be provided via two sets of bus
EMVTs through an AC changeover board; and

o Installation of a diesel generator connected to the AC changeover board


for emergency supply;

• Provision of appropriate dedicated metering CT/VT units for the BESS


feeders;

• Installation of appropriate 3 phase VTs capable of harmonic measurement for


Power Quality Monitoring;

• Provision of 275kV CT and VT signals from the Country Creek IUSA


Substation for customer required power quality monitoring. Requirements for
the CT and VT signals to be provided by the customer and negotiated by the
party responsible for the IUSA.; and

• Provision of all secondary cabling between the switchyard and the termination
racks associated with the control building.

4.1.4. Work Package 4 – Contestable Dedicated Connection Assets (DCA)

These works are 100% contestable non-regulated works and are installed for customer
connection purposes. These works are not to be included in the statutory response to
the connection enquiry.

4.1.5. Easement/Land Acquisition & Permits Works

The proposed substation site is located within lot 13 on plan SP294647 at 4439 Esk-
Kilcoy Road, Hazeldean. The contestable IUSA Owner will be responsible for all
planning, environmental and cultural heritage approvals for the contestable IUSA
works.

The proponent will be responsible for all planning, environmental and cultural heritage
approvals for the DCA works.

Powerlink will be responsible for all planning, environmental and cultural heritage
approvals associated with the transmission line cut in works.

4.2. Key Scope Assumptions

The following assumptions should be included in the estimating of this scope:

• The substation platform, substation access road and associated bulk earthworks
are to be provided by the contestable IUSA Owner satisfactory to Powerlink’s
requirements;

• Contestable IUSA Owner to install suitable conduit and / or trenching between the
landing gantry to the control building along redundant paths for the connection of
the OPGW / fibre;

• Contestable IUSA Owner to establish all secondary systems cabling between the
primary plant and the termination rack located external to the control building, with
the cable specification and design to meet Powerlink standard;

• The requirement and scope for any anti-islanding / runback schemes will be
determined upon application; and

• The DCA substation will be located adjacent to the IUSA substation and hence
earth-grid will be bonded.

5. Project Timing

5.1. Project Approval Date

The anticipated date by which the project will be approved is 28 October 2023.

5.2. Site Access Date

The expected site access date (SAD), when the site is available for Powerlink construction
works to commence, is 3 months after notice to proceed / approval.

5.3. Commissioning Date

The latest date for the commissioning of the new assets included in this scope is 31
December 2025.

6. Special Considerations

Not applicable.

7. Asset Management Requirements

Equipment shall be in accordance with Powerlink equipment strategies.

All required asset management and business information systems, including SPF drawing
and configuration records, Nexus, SAP, bay and circuit ratings shall be revised in
accordance with activities associated with this project.

Unless otherwise advised Deepesh Poudel will be the Project Sponsor for this project.
The Project Sponsor must be included in any discussions with any other areas of Network
& Business Development.

Garry Burke will provide the primary customer interface with Enervest. The Project
Sponsor should be kept informed of any discussions with the customer.

8. Asset Ownership

All the works detailed in this project will be Powerlink Queensland assets.

The asset boundary with the generator will be dependent upon the scope awarded to
Powerlink.

If Powerlink responsible for the non-contestable scope only: the primary asset boundary
will be the attachment points at the IUSA gantries for the regulated feeders. If awarded the
contestable IUSA, the primary asset boundary will be the attachment points at the IUSA
gantries for the customer feeders.

The secondary asset boundary between contestable IUSA and contestable IUSA will be
the termination rack for all secondary cables.

The telecommunications asset boundary between the non-contestable IUSA and DCA will
be the redundant fibre interface communication pits located at the Country Creek Substation
fence.

9. System Operation Issues

Operational issues that should be considered as part of the scope and estimate include:

• interaction of project outage plan with other outage requirements;

• likely impact of project outages upon grid support arrangements; and

• likely impact of project outages upon the optical fibre network.
