 The Tenderer is required to check the web site for Addendum if any, before 12 hours

2. Interested bidders shall download the tender documents from website


www.nprocure.com

3 Tender fees shall be as explained earlier, only in the form of Demand Draft /
Pay Order from any Nationalized Bank (or Banks as per Annexure “A”) in
favour of Transport Manager, Ahmedabad Municipal Transport Service,
payable at Ahmedabad, which shall be non refundable. The Details of Tender
fees and EMD shall be submitted at time of tender submission on letter
head. Then the Technical Bid (along with the documents which are required to
support the bid shall be submitted physically within the date and time as
mentioned in the Tender .
(Price Bid shall not be submitted in the same envelope).

4. All bids must be accompanied by Tender fee & Earnest Money Deposit of the
amount specified for the Works in as explained earlier and drawn in favour of
Transport Manager, Ahmedabad Municipal Transport Service. If the
tender fee & EMD is not attached & properly addressed the tender will be
rejected.
5. The Bids (only technical bid) will be opened in the office of Dy Transport
Manager (General) Central Office Ahmedabad Municipal Transport Service,
First Floor, Transport House, Outside Jamalpur Gate, Ahmedabad in the
presence of bidders or their representatives who choose to attend. In the
event of the specified date of bid submission/opening being declared a
holiday for the Employer, the bids shall be received /opened on the next
working day at the same place and the same time.

PRE-QUALIFICATION REQUIREMENT :-

1. The Architect / Consultant should have experience of having successfully


completed major projects during last 5 years.
2. The Architect / Consultants should have proper registration with Ahmedabad
Municipal Corporation (AMC) or council of Architecture or with state Govt.
3. The Architect / Consultants shall be having an existing running office in /
around Ahmedabad.
4. The bidders shall have the financial capability and having Rs.20.00 Lacs
average annual turn over for last 5 years.
5. The Architect / Consultants satisfying the above criteria may apply in the
prescribed format along with the following details :

 Name, address and registration details of the Architect / Consultants with


details of key personnel.
 Company profile showing details of infra structure, staff etc.
 Details of the maximum value of work done in single contract during the
last 5 years. (Attach the letter of intent / work order from the employer)
 List of works executed during the last 5 years with the details of scope of
work performed along with the copies of Letter of Intent / Work order.
 Proof of registration with Ahmedabad Municipal Corporation (AMC) or
council of Architecture or with state Govt.

The client may verify any / all the above details on their own, submitting of any fake
data or misleading the client shall lead to rejection of the offer at any stage, and no
payment shall be made for the work done till then.

The Technical Tender document & details is to be submitted supported by relevant


details and proof of their eligibility at or before 16.00 hrs on Dt.04/04/2024 with
Demand Draft drawn from Bank only for Rs.1500/- which shall be non-

IMPORTANT INFORMATION / INSTRUCTIONS FOR BIDDERS :

 The selection process will lay high emphasis on the ability and competency of
consultants to do high quality work within the given time schedule.

 The onus of providing all necessary company / project related information, in


appropriate manner and medium, so as to demonstrate the competency of the
Applicant and to allow proper evaluation, will rest entirely on the department.
 All information has to be typed legibly. All pages of the Document have to be
initialed by the Applicant.

 All information has to be submitted in the prescribed format only. Projects for
which incomplete information has been provided will not be considered for
evaluation. The Applicant may attach separate sheets if so required.
However, the final bound document submitted, has to be submitted in vertical
A4 size (210 mm X 297 mm).

 Those who do not meet with the eligibility criteria need not submit Tender
document. The tenders of the ineligible, shall be rejected outright without
assigning any reason.

 Applicant should not be black listed by any Govt./ semi Govt. body. They
should attach affidavit stating the same with this document herewith.

 Tenderner with the litigation history shall give full information about their
litigations with A.M.C. / Govt. of Gujarat or any such kind. Hiding such kind of
information shall lead to rejection of the tender straight away. Even if there is
no litigation history, the bidder shall submit the same on their Letter Head.

 All details and schedules required for pre-qualification and technical


evaluation shall be submitted in hard copy in prescribed format.

 Document fees, EMD in form of Pay order / Demand Draft from Nationalized
Bank and other documents required. (Hard copy of Original Certificates, Data
Sheets, Company Details, Blank Tenders Document Duly Signed,
Forwarding Letter etc.) shall be submitted in a sealed envelope to AMTS
before prescribed date.

 Price bid shall be submitted through E-Tender.

 The technical bids will be scrutinized by Ahmedabad Municipal Transport


Service for satisfying various eligibility criteria prescribed for the bidders for
this work.

 The tenderer shall carefully read the eligibility criteria, furnish the details and
satisfy the same; otherwise the tender will be rejected without assigning any
reason. The Earnest Money Deposit (E.M.D.) may be forfeited of the ineligible
bidder in case of fake or insufficient data submitted for the bid.
Procedure for Submission of Tender

a) The Bidder should quote the price bid in e. tender form before schedule time
along with soft copy of Tender Document Vol. 1, scan copy of tender fee & EMD
(Draft /DD) or details asked and all other enclosures as asked in tender.

b) The bidder shall submit the Technical document physically in schedule time by
Hand Delivery in duplicate. This envelope shall be sealed in an outer envelope.

INSTRUCTIONS TO APPLICANTS :-

1. Intending applicants are required to submit their applications in the


prescribed format and with full particulars, giving details about their
organization, experience, technical personnel in their organization, which
will be kept confidential.
2. While deciding upon the Architects / Consultants, emphasis will be given
to the ability and competence of applicants to do good quality work within
specified time schedule and estimated cost of the project.
3. Each page of the application shall be sealed and signed. The application
shall be signed by the person / persons on behalf of the organization
having necessary authorization / Power of attorney to do so.
4. If the space in the Performa is insufficient for furnishing full details, such
information may be supplemented on separate sheets of paper, stating
therein the part of the Performa and serial number. Separate sheets shall
be used for each part, and a proper reference with page number must be
indicated in the main form of application. The applicant should, however,
enclose the application form downloaded from website along with the
application.
5. Application containing false and/or inadequate information will be liable to
be rejected.
6. Clarifications, if any required may be obtained from Assistant City
Engineer, A.M.T.S., Transport House, Outside Jamalpur Gate,
Behrampura, Ahmedabad.
7. The minimum general pre-qualification criteria shall be as stipulated
earlier. However, mere fulfillment of the minimum eligibility criteria will not
entitle to receive the Letter of Intent, as the selection shall be done after
taking into account various parameters including receipt of satisfactory
reports from the clients.
8. Architect/ Consultants is required to visit the site before submitting the
application to acquaint themselves with the site conditions.
9. Applicants shall furnish documentary evidence / certificate in support of
their claim of work undertaken and work in hand, failing which the
application will be liable for rejection.
10. Decision of Transport Manager, AMTS in regard to pre-qualification of
Architect / Consultant shall be final.
11. Transport Manager reserves the right to reject any or all application
without assigning any reason thereof.
Scope of Works, Duties & Responsibilities of the Architect / Consultants:

A SCOPE OF WORKS :
1. Architect / Consultant shall make his own arrangements at his cost regarding
the Total Station Survey if not available with the clients.
2. Preparation of architectural detailed drawings and incorporating them in the
particular specifications of the materials to be used.
3. Preparation of detailed structural working drawings.
4. Designing water supply system, internal and preparation of complete set of
drawings and incorporating them in the particular specifications of materials to
be used.
5. Providing total consultancy services for sanitary system internal and external,
and preparation of complete set of drawings showing them in the particular
specifications of materials to be used.
6. Providing total consultancy services for electrification work internal and
external, and preparation of complete set of drawings showing them in the
particular specifications of materials to be used.
7. Preparing detailed cost estimate with measurement sheet for the entire
project and all specialized services, making appropriate BOQ, Schedule of
Work and estimate for completion of the project which also include Civil
works, Electrification, Landscaping, Plumbing & Sanitary, Structural Steel
works etc.
(The Architect / Consultant shall deploy fully qualified and specialized
structural, electrical, landscaping, water supply & sanitary engineers at their
cost for preparation of design and execution of works.)
8. Preparing drawings sufficient for execution of work in the proposed project,
preparing specifications, and detailed estimate of works based on prevailing
latest Schedule of Rates and / or Market Rate supported by technical
justifications.
9. Drawing up detailed tender documents for proposed work, complete with
terms & conditions of work, detailed working drawings (if necessary),
specifications of works, special specifications for special items etc.
10 Preparing detailed criteria for pre-qualification of contractors for works
and recommending AMTS for pre-qualification with justifications.
11 To furnish completion plan of the project including all services on
completion of the project along with a complete set of design calculations for
structural designs, architectural working drawing, structural detailed
drawings, to form a permanent record for AMTS.
12 To coordinate the activities of various works as consultants with the site
engineers, advising the employer for implication for the deviations, material
deviations if any etc.
13 Submitting Completion and Structural Stability Certificate Report at the
completion of the project and/or as and when required.
14 The Consultant or their any representative shall visit the site at least 2
(Two) times a week or as may be instructed by the employer as and
when required for providing necessary guidance for smooth execution
of the work.
15.The consultants shall also do the following over and above the
mentioned works.

 Site visit, site appraisal and suitability.


 Site Planning
 Preparing Detailed Estimate as per latest Schedule of Rates
 Preparing, Evaluating Tender Documents
 Building Lay-outs
 Building detailed drawings viz. architectural and structural.
 All building services viz. Electrifications, Plumbing & Drainage,
 Surface drainage design and water management.
 Open space design-hard and soft areas.
 Plantation scheme & design.
 Landscape structures and features.
 Garden furniture design (If any).
 Illumination design.
 Graphic design and signage.
B TERMS & CONDITIONS OF THE Tender :-

1. At least two (2) alternates shall be submitted to the clients for better choice
and selection.
2. In no case the final project cost shall not vary + / - (Plus or minus) 30 % of the
estimated amount.
3. The consultancy fee shall be paid on either Estimated Project Cost or
Finished Project cost (Whichever is lesser).No payment for extra item will be
paid.
4. Architect / Consultants shall submit preliminary drawings, detailed cost
estimate and tender documents maximum within 15 days from the date of
appointment, with one or more work orders.
5. If for any reason / s beyond the control of the Client, the work has to be
postponed, cancelled or abandoned; fees will be paid to the consultants for
the services rendered by him up to the stage reached at that time.
6. If the services of the Consulting Engineer are adjudged unsatisfactory, AMTS
as an owner reserves all rights to terminate the services of the consultants at
any stage during the execution of project, without assigning any reason. If due
to negligent act on the part of the consultants, AMTS sustains any loss, the
AMTS will be entitled to deduct the same from the amount payable to the
consultant for the work he carried up to that stage. The decision of the AMTS
in this regard will be final and binding to the Consultants.

2. EXECUTION OF THE ASSIGNMENT :-

a. The Consultants shall keep the Client informed about the progress of
work in his office.
b. The Consultants will advise the Client on the Time Schedule (Bar Chart
/ PERT / CPM Network) prepared by the contractors for the completion
of work, if required.
c. The Consultants shall supply to the Client, free of cost up to two sets of
drawings at different stages.
d. The Consultants shall exercise all reasonable skill, care and diligence
in the discharge of his duties and shall exercise such general
superintendence and inspection as may be necessary to ensure that
works are being executed in accordance with the Conditions of
Contract.
e. All the drawings, designs and sketches etc. relevant to this Project
shall be the property of the Clients.
TERMS OF REFERENCE

SCHEDULE OF SERVICES:

The Consultants shall, after taking instructions from the client, render the
following services:

STAGE – 1 : CONCEPT DESIGN

Carry out site analysis and furnish a site appraisal report with regards to the
potential of the site vis-à-vis activities.

Furnish preliminary scheme for planning.


Prepare conceptual planning with reference to the requirements given and
prepare preliminary estimate of cost.

STAGE -2 : PRELIMINARY DESIGN AND DRAWINGS :

Modify the conceptual design incorporating required change and prepare the
preliminary drawings, sketches, etc. for the client’s Approval.

STAGE – 3 : DRAWINGS FOR CLIENT’S / STATUTORY APPROVALS :

Prepare drawings necessary for Client’s approvals and ensure compliance with
codes, standards and legislation, as applicable. Also shall prepare a presentation
for the same, so as to present in front of the Transport Manager and / or
Transport Committee, as may be decided.

STAGE – 4 : WORKING DRAWINGS AND TENDER DOCUMENTS :

Prepare working drawings, specifications and schedule of quantities sufficient to


prepare estimate of cost and to prepare Tender documents.

STAGE – 5 : WORKING DETAILED DRAWINGS AND SUPERVISION :

After award of the work to the contractors, prepare detailed working drawings
sufficient to for execution. Also as per the requirement, but minimum three (3)
times a week or as decided by the AMTS, supervise the ongoing works and direct
the contractors as and when required.

(Rs. Five Hundred Only) per day.

EVALUATION PROCESS :

STAGE : 1

Evaluation of bids shall be focused on following aspects.

1. works completed within last 5 Years


2. Staff and company profile
3. Financial Capability of the firm

The client may first evaluate the bids as per the above mentioned criteria and short
list the bidders qualifying for the further process.

The price bids of the bidders qualified after this stage shall be opened .
