1.0 SCOPE

This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of single phase or three phase, 60Hz, 33kV through 380kV oil immersed shunt
reactor intended to be used in the system of the Saudi Electricity Company, Saudi Arabia.

2.0 CROSS REFERENCES

This Material Standard Specification shall always be read in conjunction with SEC General
Specification No. 01-TMSS-01, titled "General Requirements for All Equipment/Materials",
which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 Type

The reactor shall be either single phase or three phase star connected, gapped core
design, oil immersed, suitable for outdoor service.

4.2 Performance Characteristics and Ratings

4.2.1 Shunt Reactor

a. Rating shall be as specified in data schedule based on nominal


voltage. However it shall be suitable for continuous operation at
105% of rated voltage and 110% rated voltage for 30 minutes during
emergency operating conditions without exceeding temperature
limits.

b. Impedance ratings with tolerance shall be in accordance with IEC


60289 or ANSI C57.21.

c. Zero sequence impedance values and mutual reactance values shall be


furnished for three phase reactors.

d. Reactor magnetic characteristics shall be either linear or non-linear.

e. Reactor shall be connected to line (Line Shunt Reactor) or bus (Bus


Shunt Reactor) as specified in data schedule.

f. Bus shunt reactor shall be provided with low voltage winding to meet
station auxiliary power requirement if specified in data schedule. The
winding rated voltage and power shall be per data schedule.

4.2.2 Noise level

Unless otherwise specified in data schedule noise level, when measured in


accordance with IEC 60076-10 or ANSI C57.12.90 shall not exceed the
limits specified in NEMA TR-1.

4.2.3 Vibration

The natural frequencies of the magnetic circuits, tank and accessories shall be
such that resonance shall not occur when the reactor is excited at rated
frequency.

4.3 Construction

4.3.1 Core

a. Core shall be manufactured of high grade, cold rolled grain oriented,


silicon steel with low carbon content and non-aging.

b. Magnetic flux linkage peak value versus current peak value curve per
IEC 60289 or ANSI C57.21 shall be furnished. For non-linear
reactors, saturation knee point in the above curve shall be per actual
requirement but shall not be less than 1.4.

c. Core shall be designed for linear magnetization characteristics up to


130% rated voltage.

d. Core bolt insulation shall be suitable for operation at high


temperatures. Core assembly shall be adequately bolted or braced to
prevent displacement and/or distortion under all conditions of
handling and short circuits.

e. Insulation materials and compound in contact with oil shall not


contaminate the oil and affect its performance.

f. Overall design shall be such as to provide effective magnetic


shielding.

g. Core grounding shall be brought out of the tank through insulated


bushing and shall be provided with disconnecting link for testing
purposes.

4.3.2 Winding

a. Winding can be circular, oblong or rectangular.

b. Shunt reactor designed for wye connection shall have the neutral
brought out through a bushing to facilitate additional connection to
neutral reactor with surge arrester or for solid grounding as specified
in data schedule. Solidly grounded reactor may have non-uniform
insulation.

c. Joints in windings to bushings shall be brazed and not soldered.

4.3.3 Tank

a. The tank shall be of conservator type construction.

b. The tank shall be made of formed and electrically welded high


strength steel-alloy plate, suitably braced to provide sufficient
strength for support of internal parts and to prevent damage or
distortion under service conditions or during transport or when the
complete reactor assembly filled with oil is lifted by crane or jacks.

c. The tank shall be designed to withstand the following without any


permanent deformation:

i. 25% higher than the maximum operating pressure from the oil
preservation system i.e. oil in tank and conservator.

ii. Full vacuum

d. The base of the reactor shall be rigidly welded steel frame/plate


adequate to withstand moving, skidding, shipping, handling of reactor
and supporting the weight of the reactor on a concrete foundation in
service.

e. Base structural members shall be so located that the center of gravity


shall not fall outside the points of support for 15 degrees tilt from the
horizontal, with or without oil in the reactor.

f. Interior of tank and all other oil-filled chambers shall be cleaned of all
scale and rust and given an oil-resisting coating.

g. The main cover shall be welded. Openings in the form of manhole or


hand hole with flanges or retainers shall be provided in the main
cover. The manhole shall be either 60cm diameter or 40x60cm.

The opening covers shall be sealed with suitable Nitryle rubber


gaskets or equivalent. Surfaces forming part of gasket joints shall be
machine finished and be provided with gasket retainers and metal
stops so as to ensure even pressure and avoid over stressing of gasket.
The gasket shall remain oil and gas tight throughout the service life of
the reactor and under the specified temperature conditions. The main

cover design shall be such that it shall prevent the accumulation of


water.

h. Core and coil assembly shall not be an integral part of the main cover.

i. Tank and accessories shall be designed without pockets where in gas


may not collect. Where pockets cannot be avoided pipes shall be
provided to vent the gas into main expansion pipe. The vent pipes
shall have a minimum inside diameter of 20mm and shall be protected
against mechanical damage.

j. Water shall not accumulate on the tank/top cover.

4.3.4 Radiator

 a. The tank shall have detachable radiators with flanged shut off valves
at each end.

b. The design of the radiators shall be such that dust and sand shall not
accumulate and block or restrict circulation of the air.

c. Each radiator shall be provided with air release vent and drain plug.

d. The radiators shall withstand the pressure conditions specified for the
tank.

e. The radiators shall be either hot-dip galvanized or painted.

f. For shipping purposes, the radiator valves shall be furnished with a


gasketted plate and bolted closed.

4.3.5 Cooling Medium and Oil Preservation

a. Reactors shall have oil as the cooling medium and shall be provided
with a conservator system. The oil shall not contain Polychlorinated
Biphenyl (PCB).

b. Accessories provided with the conservator tank shall include drain


valve, cut-off valve and magnetic type oil level indicator.

c. Oil conservator shall be fitted with bellows or other suitable


expansion devices. The material used for these devices shall be
Nitryle Rubber or better material. The failure of expansion device
(puncture etc.) shall initiate an alarm.

d. One end of the conservator shall be removable for cleaning purposes


and the drain valve shall be so situated so that the conservator can be
emptied completely without dismantling.

4.3.6 Losses

Manufacturer shall state total guaranteed loss, at rated voltage. The factory
measured total loss values shall not exceed guaranteed values with tolerance
per IEC or IEEE standards. Otherwise penalty shall be imposed per contract
schedules for loss values up to 5% above guaranteed value with tolerance. If
the actual losses exceed 5% above guaranteed value, SEC shall have the
right to reject the reactor.

4.3.7 Buchholz Relay

a. A two-stage Buchholz relay shall be provided for the tank and located
in the pipe (with a slope of pipe not less than 1 in 12) from the reactor
tank leading to the conservator. It shall be equipped with two
contacts, one for alarm and the other for tripping, along with facility
to test the alarm/trip functions.

b. The Buchholz relay shall be provided with a gas-sampling device


along with a bleed off valve accessible at the base level. The relay
shall be insensitive to vibrations and shocks with accelerations up to
0.5g.

4.3.8 Pressure Relief Device

Self-resetting type pressure relief device shall be provided for rapid release
of any over pressure within the reactor with oil collecting guard in order to
direct or disperse the oil only to ground level for personnel/equipment
safety. The device shall operate at a pressure less than the designed
withstand pressure of the tank. The pressure relief device shall be provided
with two sets of alarm/trip contacts.

4.3.9 Breather

Each conservator shall be vented to the atmosphere through a silica gel or


desiccant type, dehydrating breather with an oil bath. The breather shall be
of adequate size. The silica gel container shall be mounted, approximately
1.5m above ground level, so that tinted crystals may be easily observed and
replaced.

4.3.10 Oil Temperature Indicator

a. Reactor shall be provided with a liquid type oil temperature indicator


to indicate the top oil temperature and fitted with two sets of
alarm/trip contacts.

b. The dial marking shall cover a range of 20 to 160ºC with ±0.5%


accuracy. The words “Oil Temperature” shall be marked on the dial
or on a suitable nameplate adjacent to the indicator.

c. The indicator shall have a dark face dial with light markings, a light
colored indicating pointer and a hand reset maximum indicating
pointer.

4.3.11 Winding Temperature Indicator

a. Reactor shall be provided with winding temperature indicator W.T.I.


for indicating the winding hot spot temperature.

b. The W.T.I. shall have a dial type indicator with a maximum


indicating pointer. The dial marking shall be 20 to 160°C with ±0.5%
accuracy.

c. The W.T.I. shall have a dark face dial with light markings, a light
colored indicating pointer and a hand reset maximum indicating
pointer.

d. The words “Winding Temperature” shall be marked on the dial or on


a suitable nameplate, mounted adjacent to the indicator.

e. Four (4) individually adjustable sets of contacts shall be available for


the control of fans, alarm and trip functions. The contacts for the
control of fans and pumps shall be wired to available terminal points
for future use.

f. Dial of the W.T.I. shall be mounted inside the reactor outdoor control
cabinet. The sensing element shall be supplied by CTs installed on
the central phase of the winding.

4.3.12 Oil Level Indicator

a. Magnetic oil level indicator with alarm contacts shall be provided to


indicate the oil level in the tank.

b. The indicator shall have a dark face dial with light markings and a
light colored indicating pointer. The diameter of the dial shall be
about 210mm. The dial markings shall show 25ºC level as well as the
high and low oil levels.

c. The words “Oil Level” shall be marked on the dial or on a suitable


nameplate mounted adjacent to the indicator.

d. Shall be provided with low and high level alarm and trip contacts.

4.3.13 Off-Load Tap Changer

Off-load tap changer if required shall be provided with step voltage, total
number of positive steps and negative steps per data schedule.

4.3.14 Ladder

Ladder shall be fixed on the reactor if specified in data schedule.

4.3.15 Drain, Filter and Sampling Valves

a. The reactor shall be fitted with the following valves:

i. One drain/filter valve

ii. One filter valve

iii. Two sampling valves

b. The drain/filter valve shall be so situated that the tank can be drained
completely. The size of the valve shall be 50mm diameter.

c. The filter valves shall be of 50mm diameter, and located at the top of
tank diagonally opposite to the drain/filter valve.

d. The oil drain and filter valves, each, shall be provided with the
following connection fittings:

i. Brass Coupler, Size 1-1/2” N.P.T., Female plug connection rated 300
Psi.

ii. Dust plug for coupler with retention chain, 1-1/2” N.P.T.,Brass Plug
connection rated 300 Psi

e. The sampling valves of 20mm diameter each shall be at the bottom and
top of the tank. The lower sampling valve may be integrated with the
drain valve. The valves shall be of petcock type with dust cover. The
valves shall be readily accessible with the reactor in service. Drain/filter
valve and lower sampling valve shall be provided at a minimum height
of one meter from the ground level, for easy access.

f. All valves shall be of iron body with bronze or stainless steel trim.
Means shall be provided for locking the valves. Each valve shall be
provided with an indicator showing its position clearly.

4.3.16 Inspection Facilities

a. Adequate facilities shall be provided for inspection, testing and carrying


out minor repairs in the interior of the reactor.

b. The covers shall have adequate handles to facilitate lifting

4.3.17 Lifting, Moving and Jacking Facilities

a. Lifting Facilities

Suitable lifting arrangements for the balanced lifting of the completely


assembled reactors shall be provided.

Adequate facilities shall be provided for lifting the core and coil
assembly from the tank. Lifting eyes shall be provided for lifting the
cover.

b. Moving Facilities

The base of the reactor tank shall be suitably designed to permit rolling
in the directions of the centerlines of the segments.

Provisions shall be made on or adjacent to the base for pulling the


reactor parallel to either side.

Mounting channels shall be provided with bi-directional wheels with


wheel lock.

c. Jacking Facilities

Jacking facilities shall be located near the outer ends of the base.

4.3.18 Impact Recorder

The reactor shall be provided with two number 3 dimensional Impact


Recorders (one mechanical and one electronic type) during shipment, which
shall remain in situ, until the reactor is delivered to the site. The recorder
shall have a minimum time scale of 60 days. Duration of shock impulses
recording shall be longer than 50 milli seconds. The manufacturer shall
state the safe limits of shock impact(s), which the reactor shall sustain
without requiring any inspection against damage. In the case of Impact
Recorders are not installed on the reactor and/or not been functional up to
the delivery to the site, or excessive acceleration above the manufacturer’s
guranteed value, SEC shall have the right to reject the reactor and SEC
decision is final.

4.3.19 Grounding

a. Reactor shall be provided with grounding provisions near the base on


two diagonally opposite sides.

b. Two solder-less ground connectors shall be provided which will


accommodate conductor sizes of 1x 240 mm² for station fault level up
to 40 kA and 2x240 mm² for station fault level above 40 kA.

4.3.20 Bushings inside weather proof enclosure

a. When specified in data schedule, phase bushings shall be housed in a


weatherproof enclosure and shall be suitable for XLPE cable
terminations onto bushings inside the enclosure. The cable box shall
be designed to accommodate surge arresters, if required.

b. The bushings minimum creepage and insulation requirements shall be


as specified in 01-TMSS-01.

c. The neutral bushing shall be installed outside the enclosure.

4.3.21 Outdoor Bushings

a. Outdoor bushings for overhead terminations shall be electrical grade


wet-processed porcelain, brown in color, in accordance with relevant
IEC or equivalent ANSI/IEEE Standards. Fittings made of steel shall
be galvanized. All outdoor bushings shall withstand a washing
pressure of 3500 kPa without permitting water ingress into the
bushing turret and secondary terminal box of the bushing CT's.

b. All phase bushings for system voltages 69kV and above shall have a
test tap brought out to a separate terminal for testing purposes at
2kVac.

c. Outdoor bushings minimum creepage distance and minimum


insulation levels shall be per 01-TMSS-01. Minimum phase to ground
clearance shall be per Table I.

  4.3.22 Bushing Current Transformers (BCTs) (If Applicable)

a. Reactors shall be provided with bushing type current transformers per


IEC-60044-1 and IEC 60044-6 or ANSI C57.13, as specified in Data
Schedule.

b. Secondary leads of all BCTs shall be wired to terminal blocks with


manual shorting facility in the control cabinet. The blocks shall be
marked clearly to designate the BCTs phase and tap number in use.

c. The BCTs shall have short circuit withstand capability equal to that of
the system short circuit level. Other characteristics shall be per Data
Schedule. The terminal marking and the rating plate marking shall be
per relevant IEC or IEEE standards.

d. Magnetizing curve for CTs shall be furnished.

4.3.23 Outdoor Control Cabinet

a. The reactor shall be provided with a tank mounted control cabinet


accessible from ground level at a maximum height of one meter from
ground level. The cabinet shall house all terminal connections for
current transformers and control connections for reactor accessories.

b. The cabinet shall be of the outdoor type. It shall be made from 2mm-
sheet steel or 4mm thick anodized Aluminum with degree of
protection per 01-TMSS-01. It shall have a hinged door with
provision for padlocking and door switch for interior lights.

A thermostatically controlled anti-condensation heater with


overriding manual control shall be provided within the cabinet. The
cabinet shall be designed for bottom entry of the external control and
protection cables.

c. The outdoor control cabinet shall accommodate the following:

i. Oil and winding temperature indicators

ii. Control, protective gear and indications for the cooling


apparatus including push buttons for manual operation of
cooling system and auto/manual selector switches for cooling
equipment (if applicable).

iii. All terminal connections for CTs, alarm/trip contacts of


accessories, AC/DC incoming and outgoing cables, etc.

iv. Permanent nameplates shall identify all relays, switches,


terminal blocks and lamps. Plates shall be laminated, bolted
type. Adhesive labels are not acceptable.

vi. The door shall be provided with a suitable glass window for
observing the temperature indicators.

d. Wiring and Capillaries

i. Wiring raceways shall be galvanized rigid steel conduit or


flexible, weatherproof, galvanized metal conduit less than 500
mm in length.

ii. All cables on the exterior of the reactor shall have adequate
mechanical protection acceptable to SEC.

iii. All wiring and cables shall comply with the requirements of
ANSI/NFPA 70.

iv. All wires shall be minimum 2.5mm2 or equivalent, stranded


copper, rated 600/1000 volts. Current transformer wiring shall
be minimum of 4mm2 and power wiring shall be sized as
required. All wires shall be moisture resistant, heat resistant
and flame retardant and withstand minimum temperature of
90°C.

v. All wires shall be permanently marked at each termination end


with oil resistant, heat shrinkable plastic sleeves.

vi. All terminal connections shall be made with pre-insulated full


ring type crimp lug connectors using a non-magnetic split type
lock washer.

vii. All cable glands used for the attachment of cables shall be
shrouded metallic and not plastic.

viii. All cables shall be properly bundled, clamped, or otherwise


supported and protected.

ix. Terminal blocks shall be mounted on grounded rails provided


with 20% spares. No more than two conductors shall be
terminated at any one terminal point.

4.3.24 Auxiliary Power

The auxiliary power source for controls of reactor auxiliaries shall be as


given in the Data Schedule.

4.3.25 Terminations

a. The terminations may be of the following types, as applicable per Data


Schedule :

i. Oil/air terminations for overhead, bus duct or XLPE cable


connections

ii Oil/oil terminations for connections to XLPE cables

iii. Oil/SF6 terminations for GIS terminations

b. Cable Terminations

The cable entry shall be designed for bottom entry. Suitable metallic
cable glands shall be provided for sealing all cable entries at the
enclosures. Flexible link shall be provided between cable and bushings.

c. GIS Terminations

SF6/Oil bushings shall be provided, if specified in Data Schedule, for


GIS terminations.

4.3.26 Surge Arresters

Arresters shall be supplied with the shunt reactor, when specified, and shall
be coordinated with the high voltage terminal bushings for creepage
distance and BIL level as specified in 01-TMSS-01. Arresters shall be in
accordance with 35-TMSS-03.

4.3.27 Terminal Connectors

Terminal connectors shall be supplied with the reactor. Connector types


and sizes shall be specified in Data Schedule.

4.3.28 Reactor Oil

The reactor shall be filled with mineral insulating oil, which shall conform
to 54-TMSS-01.

4.3.29 Nameplate

a. The reactor shall bear a nameplate, which shall contain the information
as per ANSI C57.21 or IEC 60289 and additional information as
follows:

i. The words "Shunt Reactor" etc.

ii. Place and Year of Manufacture

iii. SEC Purchase Order No. or Contract No. or J.O. No.

iv. 58-TMSS-01

v. Volume of oil (liters)

vi. Schematic diagram showing oil lines, valves etc.

b. The nameplate material shall be stainless steel and shall be firmly


affixed to tank by stainless steel screws or rivets.

c. Stainless steel chart plate indicating oil level versus oil temperature for
main tank shall be provided.

5.0 TESTS

All test results shall be provided for review and approval by SEC.

5.1 Design (Type) Tests

All design (Type) tests prescribed in the relevant IEC or ANSI/IEEE standards shall
be performed on a complete functional assembly of one representative unit having
same design, arrangement and ratings as of those to be supplied or on the first unit of
every new design, rating or size to be supplied to SEC. For shunt reactor
manufactured per ANSI/IEEE standards, dielectric tests shall be carried out as type
tests in addition to all other type tests prescribed in ANSI/IEEE.

In lieu of the actual design (type) tests, certified test reports of design (type) tests
performed on an identical unit may be submitted to SEC for review and approval
during bidding stage.

5.2 Production (Routine) Tests

All production (routine) tests prescribed in the relevant IEC or ANSI/IEEE


standards shall be performed on all units prior to delivery to SEC. Production
(routine) tests shall be performed against “Vendor Approved Drawings”.

5.2.1 Impulse Tests

Lightning impulse tests shall be carried out for all reactors (both line and
neutral) as a routine test.

5.2.2 Acoustic Sound Level Tests

a. The tests shall be carried out as a routine test for three phase shunt
reactors rated 40 MVAR and above or single phase rectors rated 13.33
MVAR and above.

b. The test shall be carried out as a routine test for all shunt reactors rated
for 110kV and above.

5.2.3 Vibration Tests

a. The tests shall be carried out as a routine test for three phase shunt
reactors rated 40 MVAR and above or single phase rectors rated 13.33
MVAR and above.

b. The tests shall be carried out as a routine test for all shunt reactors rated
for 110kV and above.

5.2.4 Oil Leakage Test

Reactor tank and accessories shall with stand operating pressure due to oil
preservation system, i.e. oil in tank and conservator, plus an additional
pressure of 35kPa for 24 hours. Oil leakage shall not be observed during this
period. Operating pressure (kPa) due to oil preservation system shall be
stated in the test report. The permanent deflection after releasing pressure
shall not exceed 0.3%.

5.2.5 Vacuum Test

Completely assembled tank with its coolers, cable box, conservator and other
accessories shall be subjected to full vacuum for 30 minutes. The permanent
deflection, after releasing the vacuum, shall not exceed 0.3%.

5.2.6 Dissolved Gas Analysis (DGA) Test for Mineral Oil

DGA test shall be carried out before and after dielectric and heat run test.

5.3 Bushings

All routine and type tests on bushings shall be carried out in accordance with IEC
60137 or equivalent ANSI/IEEE standards stated under clause 3.0.

5.4 Bushing Current Transformers

5.4.1 All routine tests prescribed in the relevant IEC or equivalent ANSI
standards shall be performed.

5.4.2 The following additional tests shall be performed in accordance with IEC
60044-1/IEC60044-6 or equivalent at each tap for all CTs:

a. Turns ratio error

b. CT secondary resistance (Rct)

c. Excitation Characteristics

5.4.3 The following additional test shall be performed for CTs manufactured per
IEEE/IEC:

a. Determination of knee point voltage (Vk) for class C or K CTs


manufactured per IEEE C57.13.

b. Determination of excitation limiting secondary voltage (Ual) for all


class TPS CTs manufactured per IEC 60044-6.
