Dear Governor Tan:

Your initiative on developing a Health Information System (HIS) for the entire province of
Quezon is an exceptional work of dedication and commitment to facilitate government
services and deliver client-centric experience. We are grateful for considering integration
with our current systems to advance healthcare accessibility and coverage. The request
covers registration of PhilHealth members, checking of registration status, verification of
PhilHealth number, and registration in the Konsulta Program as part of their effort in
facilitating mass registration. In line with the requested integration, this office requires the
following submission of the following:

1. Annex A - Memorandum of Agreement (MOA) between PhilHealth and Quezon Province


2. Annex B - Data Sharing Agreement between PhilHealth and Quezon Province
3. Annex C - Non-Disclosure Agreement of persons from Quezon Province who will gain
access to PhilHealth’s data or information

The requested Application Programming Interfaces (APIs) will be developed, enhanced,


and/or configured by our Information Technology Management Department (ITMD). Once
the APIs are completed, the services will be required to undergo the Vulnerability Assessment
Penetration Testing (VAPT) of the Department of Information and Communications
Technology (DICT). The timeline will depend on the agreed services and as to when the
external party of Quezon Province can comply with the requirements. The said timeline will
also include collaboration with the DICT for the adoption of the eGov Superapp and the
eVerify System which will strengthen identity checking of individuals that will be enrolled in
the PhilHealth programs.

Below are the recommendations based on the evaluation of the requested APIs:
