1. Introduction

1.1 Purpose
The scheme is applicable to all the existing allottees of Industrial and Commercial &
Housing properties who have been allotted plots/sites prior to 01.01.2021 and are in
default in respect of dues payable to the HSIIDC for all the Industrial and
Commercial & Housing properties at Industrial Estates (including Industrial Parks,
HSVP transferred Estates and IDC transferred to HSIIDC), for clearance of
outstanding dues of plot cost and enhancement cost by existing allottees of
plots/sheds/sites, excluding resumed plots/sites, surrendered plots/sites or campus
development sites. Only those cases will be eligible under the scheme who are in
default on account of Plot Cost and/or Enhanced Cost dues payable to the
Corporation. Ineligible cases are liable to be rejected. Details/features of the

The purpose of this User Manual is to help user in making payment. The manual
consists of steps used for making payment under the scheme.

1.2 Important Points

 The compatible Browsers to be used for running the Application are:
o Mozilla (more Compatible),
o Internet Explorer,
o Chrome,
o Other Windows/MAC browser

2. Steps to Register and Login on esewa portal

Steps:

1. You are advised to go-through the terms and conditions before proceeding for
the payment under scheme. Details/features of the ‘Vivadon Ka Samadhan -
One Time Settlement Scheme (OTSS)’ may be referred at the website/link -
https://hsiidc.org.in/tenders-and-advertisements/latest-announcements.

2. For any help related to Vivaadon ka Samadhan scheme, allottee may contact the
concerned Estate Manager. Contact list of concerned Estate Manager available
on hsiidc.org.in.

3. To register and avail the OTSS scheme, the user manual and Operational
Circular is available on the Home page of HSIIDCeSewa portal. ‘Scheme for
clearance of outstanding dues under the OTSS Scheme (One Time Settlement
Scheme – 2024).

4. Further Click on Login link button to avail the OTSS scheme.

5. On click, the system will redirect you to the login page. In case, you do not have
your password, you can follow the below mentioned procedure. In the login
page, click on link ‘Forgot Password’, you can reset your password using,

6. In case you do not have your Username and Password, you can request for
username and password from link Generate User Name and Password which is
available in esewa portal Home Page. Post verification, Estate Manager will
send the credentials to you.

7. After login in HSIIDC esewa portal, system will display User Dashboard. Click on
‘Applied/Allotted Plot. The link ‘Click here for One Time Settlement Scheme (OTSS)’
will be available under allotted plot.

Note:
 If any allottee is not able to see details/link of ‘One Time Settlement Scheme
(OTSS)’ for his/her plot in the allotted plot, he/she may contact concerned Estate
Manager. Contact details of the Estate Managers provided on the hsiidc.org.in
(under Contact us).

8. After click, the system will display the conditions under the OTSS Scheme.

In case the allottee selects/clicks ‘I Agree’, the System will perform the ledger calculation
to save ‘as on date’ dues in the system. After calculation, the system will display the
dues in the system.

On click ‘I Agree’, it will save the dues details in the system.

9. Post verification of dues payable under the scheme by the Corporation, the link to
make payment under the scheme ‘Make Payment under OTSS’ will be available in
allottee Dashboard (under allotted plot). In case of any issue/clarification required
w.r.t dues shown in the system, the user can contact concerned Estate Manager.

Points to Remember:

1. The user can make the payment in parts/multiple tranches but the benefit under
the scheme shall be available only upon receipt of full payment by the stipulated
date i.e. 30.09.2024. Please note that the amount printed on the challan and the
payment to be remitted to the bank should be the same.
2. In the event of any mismatch of amount printed on Challan and the Payment
made to bank, the payment will be automatically rejected by the system and the
benefits of the scheme shall not be available to the allottee unless and until the
due payment is credited to the account of Corporation before close of the
scheme i.e. 30.09.2024.
3. The amount payable under the scheme must be credited to the Bank Account of
the Corporation by 11:59 PM on the date of closing of the scheme i.e.
30.09.2024. No claim w.r.t. amount deducted from the allottee's account but not
credited to HSIIDC's Account shall be entertained.
4. In case any dues/default are found payable upon audit at any stage, the same
would be liable to be cleared by the allottee, as and when informed in this
regard.
5. The benefits under the scheme on Plot Cost/Enhancement Cost shall be
available only upon receipt of all outstanding dues of Plot Cost, Enhancement
Cost, Maintenance Charges, Extension Fee (upto date), EDC, IDC, etc. before
close of the scheme i.e. upto 30.09.2024.
6. In case the allottee finds that the dues payable by him/her/it are not correctly
reflected on the HSIIDCeSewa portal, he/she/it may contact the concerned
Estate Manager by 10.06.2024 with all the relevant details for necessary
updation on the portal.
