1.0 GENERAL INFORMATION

1.1 PURPOSE

Purpose of this document is to describe the scope of work for the road network as per CLIENT rules and regulations.

1.2 SCOPE OF WORK

Contractor to asphalt new yard around 60, 000.00 square meters. Contractor material, equipment, personnel and
transportation to conduct works in the area as per scope of works.

1.3 TERMS AND DEFINITION

Method Statement : A written document that explains the planned execution methods to control the work at
various stages.

1.4 ABBREVIATION

RFI – Request for Inspection

QA/QC – Quality Assurance / Quality Control

1.5 REFERENCE DOCUMENTS

The D&B Contractor design work must follow the latest version of the following guide codes and standards:
• CLIENT Infrastructure Design Guidelines.
• The Highway Design Manual – Volume 1, 2, 3 & 4 issued by Ministry of Transport (MOT),
Kingdom of Saudi Arabia in Dhu Al-Qada, 1412 H. May 1992 G. and following amendments.
• Manual of Uniform Traffic Control Devices- MOT- KSA.
• Ministry of Communications (MOT) General Specifications for Road and Bridge Construction.
• Roadside Design Guide - The American Association of State Highways and Transport Officials
(AASHTO).
• AASHTO manual for A Policy on Geometric Design of Highways and Streets to cover the missing
criteria / data from MOT.

1.6 ROLES AND RESPONSIBILITIES

Project manager

- Oversee the planning and delivery of construction projects.


- Ensure that work is completed on time and within budget.
- He organizes logistics, delegate work and keep track of spending.

Site Engineer

- Give instruction to supervisor and foreman for the execution of the work.
- Work closely with other engineers to plan and prepare construction sites.
- Monitor construction progress to verify that work is completed according to project specifications and drawings.

QC Inspector

- Executes the specific inspections on materials, equipment, tests and construction/installation activities on site.
- Issues the relevant quality records and when necessary, write/send to contractor non-conformance reports.
- Raise Request for Inspection (RFI) to contractor after his inspection of activities or materials.

Civil Foreman

- oversee workers on civil activities and monitor attendance of crew.


- Coordinating construction work according to priorities and plans
- Allocating general and daily responsibilities
- Supervise and train workers and tradespeople
- Guarantee all safety precautions and quality standards are met
- Ensure manpower and resources are adequate
- Supervise the use of machinery and equipment
- Resolve problems when they arise
- Report on progress to managers, engineers etc.

2.0 METHOD OF STATEMENT

The Contractor shall be responsible for the supply ,safe storage and handling of all materials set forth in this Specification.

Asphaltic Concrete Constituents Materials

1. Base and sub-base Course : In accordance with standard and specifications

2. Hot Mix Asphalt Concrete Paving : In accordance with standard and specifications

3. Tack Coat : In accordance with standard and specifications

4. Primer Coat : In accordance with standard and specifications

5. Aggregates

The contractor shall furnish in writing to the CLIENT the location of the sources where aggregate will be obtained in
order that same may be inspected and tentatively approved by CLIENT.Changes in the source of aggregate supply
during the course of the contract will not be permitted without notification In writing to and the express approval of
the CLIENT.

(a) Fine Aggregate

Fine aggregate shall consist of sand having clean , hard, strong, durable,

Uncoated grains free from injurious amounts of dust, soft or flaking particles, shale, alkali, organic matter, or other
deleterious substances.

(b) Coarse Aggregate

Coarse aggregate shall consist of natural gravel, crushed stone or other

approved materials of similar characteristics having clean, hard, strong, durable, uncoated particles free from injurious
amounts of soft, friable, thin, elongated or laminated pieces ,alkali, organic or other deleterious matter.

Crushed stone shall consist of angular,cubical fragments of aggregate of

Uniform quality throughout .It shall be produced from rock formations or from

Boulders and stones and shall be from supplier approved by CLIENT.

(c) Asphalt Cement :

The Asphalt Cement shall be prepared by the refining of petroleum, it shall be uniform in character and shall not foam
when heated to 175 degrees centigrade.

2.2 METHOD PROCEDURE

Underground utilities

- Surveyor and foreman to identify underground utilities and shall put marking, signs and barricade.
- Inform the utility company for them to adjust, reconstruct or reset utility features.

Asphalt joint cutting

- Joints shall be prepared by cutting the layer vertically down by means of asphalt saw cutting machine and, in some
areas, using jack hammer. Joint shall be cleaned by using compressed air.

Storage of materials

- Removed materials shall be properly temporarily stored beside the working areas which shall be coordinated to
contractor before its proper disposals.

Asphalting for wearing course

- Apply tack coat to the top surface of asphalt binder course.


- Lay new asphalt wearing course and spread evenly before compaction.
- Compact the wearing course by using pneumatic tired rollers and tandem rollers compactor equipment.
- Ensure the required thickness of the asphalt as per standard and drawings.
- Newly laid asphalt roads shall be open to public vehicles after the asphalt is hard enough.

Asphalting for binder and wearing course

- Level the top surface base course using grader


- Water truck to spray water above the surface base course.
- Use tandem rollers compactor equipment to compact the base course.
- Apply prime coat above base course.
- Cure prime coat for at least 24 hours.
- Lay new asphalt binder course and spread evenly before compaction.

- Compact the asphalt binder course by using pneumatic tired rollers and tandem rollers compactor equipment.
- Apply tack coat above the asphalt binder course.
- Lay new asphalt wearing course and spread evenly before compaction.
- Compact the wearing course by using pneumatic tired rollers and tandem rollers compactor equipment.
- Ensure the required thickness of the asphalt as per standard and drawings.
- Newly laid asphalt roads shall be open to public vehicles after the asphalt is hard enough.

Disposal of debris, excess materials and trash

- A proper disposal shall be followed by the Contractor.


- Dispose to KSA Global approved disposal areas.

2.3 NON-CONFORMITY

Any non-conformity shall be recorded and submitted to contractor.

Contractor issued non-conformance report to Contractor shall be responded within 48 hours after the issuance.

2.4 INSPECTION AND TESTING

Approved third party testing laboratory and its technician shall be used for the civil testing.

Before laying, during spreading and before compaction of hot mix asphalt, take temperature of asphalt if reached the
allowable temperature in accordance to standard requirements.

Core samples and laboratory technician shall bring it to laboratory for testing.

Test results shall be recorded in log book and a copy shall be forwarded to contractor for their record.

Test instruments shall be calibrated.

2.5 PROTECTION AND PRESERVATION

Prepare the area before activity starts by protecting private properties and public using any means of protections (i.e.
safety barricades, safety sign boards, etc.).

Use barricades with appropriate sign boards to protect and preserve the newly laid asphalt on roads.

2.6 CONSTRUCTION COMPLETION WORKS

All areas occupied by the CONTRACTOR in connection with the work shall be cleaned of all rubbish, demolition
materials, excess materials, temporary structures, and equipment. All parts of the work shall be left in an acceptable
condition.

After completion of asphalt works, site shall have punch list items. After acceptance of the contractor, a hand over
form shall be prepared and to be signed by both contractor and sub-contractor representatives.

3.0 HEALTH SAFETY AND ENVIRONMENT

Safety Officer shall carry out the safety site inspections to ensure that safety requirements laid out in safety work
plan are followed during the Earthworks (cut/fill and Compaction) and Asphalt paving . Safety Supervisor shall review
Safe Work Plan and

Safety Action Plan and secure Work Permit if necessary prior to start of the work. Personal protection shall be
provided to all personnel involved in the job. Barricades shall be set up around the sites. Warning signs shall be
posted to caution other personnel on site of the ongoing work. The material Safety Data

Sheet of a hazardous material shall be available on site whenever in use at site. Only trained and skilled personnel
shall be allowed to handle and work with any hazardous material.

The contractor safety management must provide and attach the Risk Assessment Plan.
