METHOD STATEMENT

GRADING WORKS

1. Introduction
1.1. Purpose
The purpose of this Method statement is to outline the commitment of CONTRACTOR to Construct and Complete
the work for the project as per construction milestone without sacrificing the Safety and Quality of the project.

This Method statement remains a working document subject for revision/updating throughout the duration of this
project and will be discussed during daily construction meeting and weekly progress meeting as construction phase
progresses.

This method statement however sets out to demonstrate our ability to carry out the works in the optimum time, in
the most viable and safe manner to achieve a completed project to the satisfaction of all parties involved.

A well define procedure based on standards and guidelines will be presented from this method statement by
CONTRACTOR. and the main objective is to ensure that the particular scope of works will be carried out accordingly
in accordance with the construction standards and guidelines that is applicable to the project to attain a proper
earth works that meets the design specification and place.

This Method statement for earthworks shall comply with the CLIENT inspection requirements, procedures, Codes
and Standards for Master Gas Pipeline Corridor Washout Protection Project.

4. Materials / Manpower
4.1. Items for Earthworks activity are included the following:
a. PPE – Personal Protective Equipment

Al-Tamimi shall provide the proper PPE (e.g., hard hat, safety glasses, safety shoes, hearing protection, gloves,
FRC) that meets SA specifications to its employees. Reference; Chapter I-3, Personal Protective Equipment
(PPE) of the SA Construction Safety Manual (CSM). Al-Tamimi shall outline the minimum personal protective
equipment to be Proper PPE (e.g. correct for type of exposure, sized to fit the worker, meets applicable
Standards, no defects) shall be provided to personnel at the work site.

6. Responsibilities
6.1. Project Manager
• Work progress is carried out according to the planned program and all the equipment required to execute the
work are all available and are in good conditions as per project planning.
• Overall project policy monitoring relations with consultant and client’s team.

• Conducting daily / weekly meetings with all staff / suppliers to point out the work activities, requirement of
resources, order/ direct material and equipment at site with maximum efficiency, find solutions and taking
immediate actions Review correspondence for proper action Financial follow up and control the cost of project
duration execution, follow up monthly payment certificates, variation orders in co‐ordination with QS & Planner.
• He will be directing the Construction Manager, Site Engineer, Office Engineer, Planning Engineer, Quality
Control Engineer, Quantity Surveyor and the Safety Officer.

6.2. QAQC Manager


• Implement multiple levels of quality control for various and concurrent trades.
• Prepare QC punch lists and coordinate punch list completion with subcontractors.
• Manage the quality control functions/activities of a project including the quality control inspection schedules
and the collection of quality records.
• Assesses the implementation of the quality plan and quality control plans on the site.
• Manage inspections, reports and the documentation issued by inspectors and collect and file the required quality
records.
• Supports the construction roles in the management and control of subcontractors.
• Support and participate to all internal/external audits.
• Coordinates the relevant tracking systems for correct identification of materials.
• Training of QC/Construction personnel about the quality activities related to the work.

6.3. Construction Manager


• Manage the construction project from its beginning until its completion while collaborating with engineers of
different trades and architects.
• Prepares timetables, budgets and explains any technical and contractual information to other subcontractors or
construction workers.
• Ensures that the job site is free from hazard by adhering to the safety guidelines and taking considerations
the welfare of his manpower.
• Lead and oversee the implementation of project.
• Responsible for managing manpower, equipment and material involved in construction, and establishing /
expediting process plans.
• Further, technical problems that may arise at sites shall be resolved and supports be provided to suffice the
conditions specified in the drawing

6.4. Site Engineer


• Supervise the construction of project or the packages, providing technical advice, supervising staff on site and
ensuring that the packages are completed on time and within budget.
• Checking technical designs and drawings to ensure that they are followed correctly.
• Ensuring that the project meets the specifications, budget and timescale.
• Liaising with clients, subcontractors and other professional staff, quantity surveyors and the overall project
manager.
• Providing technical advice and solving problem on site.
• Ensuring that health and safety, sustainability, policies and legislation are adhered to.

6.5. QC Supervisor
• To lead the team of QC Inspectors for monitoring the activities.
• Regular site visits for foreseeing the potential deficiencies based on his physical experience to share with
construction crew and guidance to QC Inspectors.
• Ensuring the availability of QC Inspector during any operations.
• Conducting routine internal meetings with QC inspectors for further vigilance to the potential problems which
must be tackled accordingly to avoid non‐conformities.
• Imitating internal Log Book Entries/NCR’s to construction crew for effective implementation of project quality
plan, ITP’s, written procedures, project specifications, IFC drawings etc.

• Prepare “two week lookahead schedule” of construction phases as per Schedule Q requirements.

6.6. QC Civil Inspector


• Monitoring and administering the QA/QC Plan or Programmed and ensuring incorporated materials on
construction projects are in compliance with the plans and specifications.
• Assuring that the work is performed as required by the contract and meets or exceeds the required qualities.
• Issue materials receiving report for the delivered materials.
• Follow and maintain CLIENT standards of Quality in accordance with Company Quality System requirements.
• Initiate RFI after verification of activities to be offered for inspections.
• Verifies calibration validity of measuring, inspection and testing equipment’s prior to use.
• Coordinate with the 3rd party agency for the required tests.
• Prepare Non-Conformance Report if any non-conformity found at site.
• Shall coordinate with CLIENT personnel’s for witnessing and in dealing all inspections and acceptance of the
work items and preparation of inspection requests.
• To advise field foreman or supervisor of the specific requirements related to work quality and requirement of
company inspection and approvals at the different stages of the work progress.
• Discuss with the project manager or the engineer responsible on site the comments of the inspecting party and
prepare for a possible re-inspection of these previously raised inspection.
• Responsible for maintaining comprehensive inspection and test records as quality standards and company
approved quality plans.

6.7. HSE Officer


• The implementation of all safety measures in accordance with HSE plan and that the whole work force is aware
of its proper implementation.
• Inspection of all the site activities and training personnel in accident prevention and proper reporting to
construction and project manager.
• Ensure that only trained person shall operate power tools.
• Ensure all concerned personnel use PPE and other safety protection items as required.
• Ensure high risk elevated areas are provided with barricades, tapes and safety nets.
• Ensure service area/inspection area openings are provided with barricades, tapes and safety nets.
• Ensure the safe access to site work at all times.

6.8. Planner / Scheduler


• Produce project planning and cost deliverables in accordance with the project timetable of phased
implementation from engineering / procurement / fabrication / construction / pre‐commissioning /
commissioning data.
• Assemble planning and cost deliverables by early engagement with the project team so as to support the project
in a timely manner.
• Understand project documentation thus ensuring compliance with the scope of work and reflect in planning and
cost deliverables.
• Understand engineering procedures/interfaces for all disciplines and reflect in project controls deliverables

6.9. Field Foreman


• Carry out work on site and properly distribute all the available resources in coordination with site engineer every
day.
• Daily report the daily work progress to the site engineer and coordinate with his engineer the look-ahead
schedule to anticipate the would-be problem that can cause the delay on the project.
• Incorporate all the QA/QC and Safety requirements as requested by his engineer.

6.10. Work Permit Receiver


• Work permit receivers shall have sufficient knowledge and experience, be capable of recognizing hazards and
be competent in the requirements of CLIENT instructions.

• Work permit receivers shall attend and pass the classroom work permit certification course every two years in
order to maintain certification. Work permit receivers shall complete all required prerequisite training and
certifications.
• Candidates are required to successfully complete the classroom courses as prerequisites before being allowed
to take the Receivers certification course.
• Initiating and completing all applicable section of the permit to work.
• Supervising the work prescribe in the permit to work to ensure it is conducted in the most efficient manner.
• Notifying the issuer of work progress and completion, and ensuring that the site is returned to a safe and
operational state.
• Taking adequate care to preserve the permit in good condition.
• Providing and arranging all necessary resources related with performing the work.
• Revalidation of work permit is required.

7. Procedures
7.1. Quality & Safety Prior to Start any Activities
• The CONTRACTOR shall be responsible for constructing the proposed works according to the plans and
specifications and particularly refer to the CLIENT guidelines. Prior to construction, CONTRACTOR shall
provide a quality control plan that will serve as the guidelines for the construction of this scope wherein
construction requirements as per project plan and Standards will be followed.
• Procedures listed below were drafted to serve as the guiding procedure on how to execute and implement the
scope of works on site.
• All personnel shall undergo safety orientation seminar prior to site deployment.
• All necessary Personal Protective Equipment (PPE) shall be provided to those who are involve in the project.
• Risk assessment of the work activity shall be prepared.
• Surveillance and monitoring by Safety and Quality Team must be conducted for earthworks and other related
activities to prevent Safety Incident and Quality Violations.
• Approved excavation checklist must be acquired from CLIENT before any excavation execution is conducted.

7.2. Submittals
• The Contractor shall be responsible for transmitting the following submittals to the CLIENT Company
Representative:
• Compaction Test Reports, including all laboratory and field test logs and comments. Field test reports shall
include density and moisture content test logs indicating location by coordinates and elevation as per standard.
Reports shall be submitted as follows:

1. Daily “pass” or “fail” reports.


2. A summary report with test logs shall be submitted weekly or as required by CLIENT.
3. A complete record of all test logs and comments for permanent project records shall be submitted at
earthwork completion.

• Fill Materials and Water Test Reports. Sources and test results of all fill materials and compaction water shall
be submitted for approval prior to beginning fill operations. Compaction water shall be tested for Total Dissolved
Solids, Chloride (Cl‐) and Sulfate (SO4) contents according to standard.
• Controlled Low Strength Material (CLSM) mix design and 28‐day compressive strength shall be submitted for
approval prior to use on the site.
• Excavation Plan, including a Pre‐Excavation checklist, as per the CLIENT Construction Safety Manual and
Safety Management Guide shall be submitted prior to beginning excavation. Consulting Services Department
review of the Excavation Plan is required if excavation depth is greater than 6 m or if the Plan includes
support or protection for existing structures, foundations or underground utilities.

• All excavations, including shoring and sheeting materials and systems, shall meet the minimum requirements
established by the Construction Safety Manual and CLIENT Safety Management Guide. If an Excavation Plan
is required and shoring is used, the Contractor’s Excavation Plan shall:

1. Describe the materials and shoring system to be used.


2. Indicate whether or not any components will remain after filling or backfilling.
3. Provide plans, sketches and/or detail along with calculations.
4. Indicate the sequence and method of shoring installation and removal.

• Dewatering Plan. If dewatering of an excavation is required, the Contractor shall submit proposed methods and
details to the CLIENT Company Representative for review and approval, before beginning dewatering and
excavation.

7.3. Environmental

• Contaminated Soils Known contaminated soils within the construction limits shall be managed in accordance with
a contaminated soil management plan provided by CLIENT prior to the start of excavation. If unexpected soil
contamination is encountered during the work, the Contractor shall stop work and notify the CLIENT Company
Representative immediately.

Erosion/Sediment Control:
• The Contractor shall ensure that all slopes and other areas subject to erosion shall be maintained using
temporary erosion and sediment control measures during construction or until relieved by the CLIENT
Company Representative or until permanent measures are completed and functioning in a satisfactory manner.

7.4. Safety and Protection


• The Contractor shall place and maintain in good condition temporary fences, guardrails, barricades, lights,
shoring, bracing, and other protective measures required for the safety of personnel and the premises as
described in the CLIENT Construction Safety Manual.

Required Permits and Procedures:


• All necessary permits must be obtained from CLIENT prior to performing any earthwork.
• All rock blasting shall follow the procedures in the CLIENT Blasting Manual.

Excavation Safety:
• Before excavation activities begin, the location of any known or suspected underground utilities that are in the
area of the proposed excavation shall conform and marked.
• Pre-excavation Checklist shall be properly completed and made available at the work site.
• An Excavation Plan shall be submitted to the CLIENT Company Representative.
• All excavation shall be done in accordance with CLIENT safety requirements including, but not limited to, the
CLIENT Construction Safety Manual and Safety Management Guide, including:
• Provision of safe entry and exit.
• Precautions for Hazardous Atmospheres and Confined Spaces.
• Provision and maintenance of edge protection, clearances, barricades, and fixed lighting.
• Protection of underground utilities and installations.
• Protection against sidewall cave‐in. Shoring shall be installed or the sides shall be sloped or benched when any
excavation or trench reaches a depth of 1.2 m or when soil banks are greater than 1.5 m.
• Provision of proper inspection frequency.

• Proper backfilling and removal of shoring. Shoring may be left in‐place if so, indicated in the approved Excavation
Plan.

Hazard Mitigation:
• Whenever CLIENT determines that any excavation or embankment or fill which was created by a Contractor
and which is a hazard to life and limb, or endangers property, or adversely affects the safety, use or stability
of a roadway or drainage channel, the responsible Contractor shall immediately repair or eliminate such
excavation or embankment so as to eliminate the hazard.
• Any construction or maintenance work which restricts the full use of a pedestrian or vehicular roadway shall
comply with General Instructions, Street and Road Closure: Excavation, Reinstatement and Traffic Controls.

Protection of Existing Facilities:


• The Contractor shall be responsible for avoiding damage to all existing facilities. Unless otherwise specified,
any damage by the Contractor during performance of the work shall be repaired or replaced by the Contractor
to the satisfaction of the CLIENT Company Representative at no cost to CLIENT.
• No excavation is permitted under existing foundations.
• Excavations are not allowed to intersect a 45-degree plane extending downward from the bottom edge of
existing foundations unless an engineered support system, approved as part of the Excavation Plan, is in place
prior to the start of work or the excavation is in stable rock.
• Excavations adjacent to existing underground installations (e.g., piping, manholes, electrical and duct banks) or
sidewalks shall use bracing and shoring to protect those installations during construction. In general, protection
is required if the excavation will intersect a 45-degree plane extending downward from the bottom of the
structure or utility to be protected.
• Structures that require passive soil pressure for stability (e.g., light poles or tower foundations) shall be
properly braced whenever an excavation is within the passive pressure zone (generally a distance of 1.5 times
the embedment depth of the foundation). Fill or backfill of the excavation must meet the compaction
requirements as applicable.
• All reference points, property markers, bench marks, monuments, etc., shall be carefully maintained during
excavation, backfilling, compaction and earthwork. Unless otherwise specified, damage to a reference point by
the Contractor during performance of the work shall be reported to CLIENT and repaired or replaced by the
Contractor to the satisfaction of the CLIENT Company Representative at no cost to CLIENT.
• The Contractor shall be responsible for preserving and avoiding damage to trees, shrubs, and all other vegetation
in the areas beyond the designated excavation area.

7.5. Materials – Fill and Backfill


• Fill and backfill materials shall conform to the criteria in standard or as recommended by a geotechnical report.
• All sources of supply shall be approved by CLIENT.
• Stockpiles shall be placed, graded, and shaped for proper drainage. Storage or stockpiling of material shall not
be permitted on a completed subgrade. Stockpiles of cohesive soil shall be protected from freezing.
• Soils shall be classified per ASTM D2487.

General Fill Material:


• General Fill Material shall consist of gravel, sand and/or marl. The maximum size of the fill material shall be
one‐half the lift thickness or 75 mm (3 inches), whichever is less.
• Fill material shall be free of frozen lumps, organic matter, trash, chunks of highly plastic clay (classified as CH
as determined by ASTM D2487) or other unsatisfactory material.

• Select Fill or ‘Structural Fill’ shall be composed only of inorganic material and shall have 100% passing the 5 cm
(2 in) sieve and from 0 to 20% passing the No. 200 sieve.
• The portion of Select Fill material passing the No. 40 sieve shall have a maximum liquid limit of 35 and a maximum
plasticity index of 12 per ASTM D4318. Liquid limit and plastic limit tests are not required for select fill material
with less than 15% passing the No. 200 sieve.

Controlled Low‐Strength Material (CLSM):


• Other fill materials (e.g., rock fill, lean concrete, etc.) may be used with the approval of the Chairman,
Geotechnical Standards Committee.

Compaction Water:
• Water used for compaction of fill material shall be reasonably free of salts, oil, acid, alkalis, organic matter, or
other deleterious substances.
• Use of water with Total Dissolved Solids of 10,000 ppm or more (i.e., brackish water, seawater or water obtained
from ground pits such as subkha water) is not allowed.

7.6. Construction Execution


• In general, execution will be done by CONTRACTOR designated Team, each team is composed of Heavy
Equipment, below is the corresponding scope of work for each team:
a. Team 1 is for Clearing, Grubbing and Stripping of unsuitable materials & Rough Grading of Ground (cut &
fill) with excavations
- Equipment used: loader, skid steer and dump trucks for clearing, grubbing and stripping. Excavator,
loader, dump trucks and skid steer for excavation works. Compactor after the clearing, grubbing and
stripping. Manual is used in some areas.

b. Team 2 is for Supply and Backfill of Fill Material


- Equipment used: loader, skid steer and dump trucks for backfill. Compactor after backfill or rapid
impact compaction equipment (if approved for use).

Clearing and Grubbing:


• Clearing and grubbing will consist of the removal and disposal of trees, stumps, roots, vegetation, logs, rubbish,
and other unsuitable material.
• Except for trees and shrubs in areas designated in the contract documents for preservation, areas designated
for clearing and grubbing will be cleared.
• During construction operations, trees, shrubs, and other landscape features specifically designated in the
contract documents for preservation will be carefully protected from abuse, marring, or damage.
• Trees and other vegetation outside the construction area will not be damaged in any manner.
• Trees, stumps, and other vegetation in the areas designated for clearing and grubbing will be removed to the
bottom of their root zone.
• Depressions made by clearing and grubbing operations will be filled in accordance with standard and compacted
to conform to the adjacent surface of the original ground.

Stripping:
• Before any soil is removed, the area will be cleared of all debris.
• Stripping will consist of the excavation, removal, and satisfactory disposal of all topsoil and soil containing
organic material. Such stripped materials will not be used as structural fill material under any circumstances.
• Topsoil will be removed to full‐depth or as specified in the contract documents.
• Reusable materials will be stockpiled as necessary for constructor’s operations in areas approved by purchaser.

Rough Grading:
• General area grading will be completed to within a tolerance of plus or minus 0.20 feet (60 mm) of the elevations
shown in the contract documents, but will not be uniformly high or low.
• Roads, parking areas, and building areas will be excavated or filled to subgrade elevations shown in the contract
documents.
• Rock encountered through cut sections will be excavated to 1 foot (0.3 m) below subgrade elevation and will be
backfilled to the specified elevation.
• If unsatisfactory field conditions caused by rain, inclement weather, or other circumstances prevent
satisfactory performance of the work, earthwork operations will be suspended and the purchaser notified.
• After completing grading operations and before grassing operations, the graded areas that are not to be further
improved will be overlaid with topsoil of a compacted thickness of 4 inches (100 mm) minimum.

Structural Excavation:
• Structural excavation will include excavations for area paving, roadways, railways, foundations, grade beams,
sumps, basements, retaining walls, manholes, catch basins, trenches, and all other in‐ground and belowground
facilities, and areas to be used in the future to support structural loads as specified in the contract documents.
• Structural excavation will be performed in accordance with the contract documents to the dimensions, grades,
and elevations as noted and as required for formwork.
• Over excavation will not be permitted unless otherwise specified in the contract documents or approved by
engineer of record,
• Soils encountered at the bottom of excavation elevation specified in the contract documents which do not meet
the compaction requirements of standard will be removed and replaced with compacted structural fill or CLSM.

Earthen Structures:
• Earthen structures include, but are not limited to, ponds, canals, ditches, retention basins, levees, and dikes.
• Excavation for earthen structures will be made to the lines, grades, and cross sections as specified in the
contract documents.
• Side slopes of excavations will be cut and graded to the specified cross section.
• Unstable soil in the slopes will be removed, and the slopes repaired using material and methods in accordance
with standards.
• The bottoms of excavations will be graded to the elevations and configurations as specified in the contract
documents.
• Over‐excavation will be backfilled and compacted in accordance with standard.

Trenching:
• Trenches are excavations made for placement of, but not limited to, underground piping, electrical cables, duct
banks, and drainage ditches.
• The bottom of trenches will be graded to the elevations as specified in the contract documents.
• When applicable install shoring in advance of or simultaneously with trench excavation so that soils within full
height of trench excavation walls will remain laterally supported at all times.
• Unstable soil in the bottom of trenches will be removed and replaced using material as and methods in accordance
with standard.
• Over excavation of trenches will not be permitted unless otherwise specified in the contract documents or
approved by engineer of record.

Rock Excavation:
• Rock excavation will consist of excavation of boulders or pieces of detached rock measuring 1 cubic yard (0.76
cubic m) in volume or greater, or rock in ledges, bedded deposits, and conglomerate deposits so firmly cemented

that they present all the characteristics of solid rock, which cannot be excavated with earth moving, heavy
equipment. All other excavation will be earth excavation.
• If blasting is not permitted, rock will be excavated with mechanical rippers, mechanical breakers, or mechanical
drills with non‐explosive demolition agents.
• If blasting is permitted and required, blasting operations will be managed in accordance with the rock‐blasting
plan.
• If unexpected hard rock is encountered during the work, the work will be stopped until a blasting plan is
developed or until owner provides specific direction.

Stockpiling:
• Material will be stockpiled in a location specified by owner.
• Stockpiles will be placed, graded, and shaped for drainage.
• Storage or stockpiling of material will not be permitted on a completed subgrade.
• Stockpiling of contaminated soils will be in accordance with an owner approved contaminated soils management
plan or as specified by owner.

Drainage:
• Drainage of cuts, excavations, fills, stockpiles, spoil areas, surcharge embankments, and borrow areas will be
maintained at all times to prevent ponding of surface water because of ground water or rainfall by providing
temporary ditches, swales, culverts, and/or pumping systems as required in each respective site area.
• Temporary drainage facilities will be removed at the completion of the project or as specified by owner.
• A temporary surface seal (e.g., sealing with a smooth drum roller) will be constructed as required to prevent
saturation during wet weather or temporary shutdown of operations.
• Soil that becomes saturated will be removed completely or reconditioned in accordance with standard.

Disposal of Excess and Waste Materials:


• If practicable, all suitable materials removed by excavation will be used as fill.
• Excavated material, in excess of that required for normal embankment construction, will be stockpiled within
the construction limits or will be placed in a designated spoil area beyond the construction limits as specified
by owner.
• Material unsuitable for fill and debris, removed by clearing, grubbing, stripping, and excavation, will be removed
to a disposal area approved by owner.
• Burning of combustible materials will be performed only with the approval of owner and only if permitted by
local authorities.

Preparation of Areas for Structural Fill or Loading:


• Areas of structural excavation to receive structural fill or loading will be free of frozen subgrade, roots, trash,
snow, ice, or other deleterious material.

Areas will be prepared for structural fill or loading as follows:


• Drained of standing water.
• Proof‐rolled by crossing the area repeatedly and methodically with a 10‐ton (9‐tonne) minimum weight pneumatic
tire compactor or a fully loaded dump truck. See PIP CVS02350 for proof‐rolling requirements for roadways
and area paving. Areas having underground utilities shall not be compacted to prevent damage to the utilities.
• If proof‐rolling demonstrates ruts between 1 and 2 inches (25 to 50 mm) deep after localized soft spots have
been repaired, the top 6 inches (150 mm) of the overall area will be scarified and re‐compacted. For areas where
ruts exceed 2inches deep, the top 12 inches (300 mm) will be scarified and re‐compacted.

• For enclosed areas or tightly spaced areas, if access by proof rolling equipment is limited, hand operated rollers
or plate compactors may be used if approved by owner.
• In accordance with any other requirements specified in the contract documents including but not limited to
over‐excavation, moisture conditioning and re‐compacting of the upper soils, and chemical stabilization or other
methods of improving soil conditions.
• The density of the top 6 inches (150 mm) in areas for structural fill or loading will not be less than 90% of the
maximum Modified Proctor density in accordance with ASTM D1557, or 95% of the maximum Standard Proctor
density in accordance with ASTM D698.
• The density of the top 6 inches (150 mm) in areas of structural fill or loading, where granular soils exist that
do not exhibit well‐defined Moisture‐density relationship, will be compacted to at least 80% relative density in
accordance with ASTM D4253 and ASTM D4254.

Filling and Backfilling:


Unless otherwise specified in the contract documents, the following areas will be filled or backfilled using structural
fill:
• For foundations that require fill for subgrade improvement or to raise elevation, directly beneath and 3 feet
(1m) beyond perimeter of foundations.
• Beneath slabs, roadways, railroads, area pavement, and parking areas directly beneath and 3 feet (1m) beyond
the perimeter of improved area.
• All other areas not designated above may be filled or backfilled using general fill, unless otherwise specified in
the contract documents.
• Before placement of structural fill or backfill, the area to receive the fill will be prepared in accordance with
standard.
• Compacting will begin only after the fill or backfill has been properly placed and the material is at the specified
moisture content.
• When air temperature is below freezing, earth fill will not be placed on frozen soil. Earth fill will be free draining
and be placed at temperatures above 2°C.

Unless otherwise specified in the contract documents, material will be placed in loose lifts not exceeding the
following criteria, provided that the specified compaction is achieved for the full depth:
• Structural fill will be placed in lifts of 8 inches (200 mm) maximum in loose depth.
• General fill will be placed in lifts of 12 inches (300 mm) maximum in loose depth.
• General and structural fill materials placed as backfill and compacted with hand‐operated equipment will be
placed in lifts of 4 inches (100 mm) maximum in loose depth unless otherwise approved by purchaser.
• Compaction shall be performed with equipment compatible with soil type.
• Fill and backfill layers shall be uniformly compacted in accordance with the following density requirements as
per standard.

All Select Fill Material and any fill beneath and/or adjacent to foundations, grade beams, mats, buildings, lined
slopes or drainage channels, and process areas:
• At least 90% of the maximum Modified Proctor density as determined by ASTM D1557, or At least 70% Relative
Density as determined by ASTM D4253 and ASTM D4254 for cohesionless granular soils that do not exhibit
well‐defined moisture density relationship.

Select Fill Material beneath and/or adjacent to foundations with static loads over 320 kPa and foundations for
vibrating or heavy machinery:
• At least 95% of the maximum Modified Proctor density as determined by ASTM D1557, or
• At least 85% Relative Density as determined by ASTM D4253 and ASTM D4254 for cohesionless granular soils
that do not exhibit well‐defined moisture density relationship.

Asphalt and concrete pavement subgrades:


• At least 95% of the maximum Modified Proctor density as determined by ASTM D1557, or At least 85% Relative
Density as determined by ASTM D4253 and ASTM D4254 for cohesionless granular soils that do not exhibit
well‐defined moisture density relationship.

General Fill Material for areas not designated as open or landscaped:


• At least 90% of the maximum Modified Proctor density as determined by ASTM D1557, or At least 70% Relative
Density as determined by ASTM D4253 and ASTM D4254 for cohesionless granular soils that do not exhibit
well‐defined moisture density relationship.

General Fill Material for areas designated as open or landscaped:


• At least 85% of the maximum Modified Proctor density as determined by ASTM D1557, or At least 65% Relative
Density as determined by ASTM D4253 and ASTM D4254 for cohesionless granular soils that do not exhibit
well‐defined moisture density relationship.

• Working platforms for compaction on subkha deposits shall be compacted as necessary to achieve a stable base.
Subkha working platforms must be indicated as such and accounted for in the design. Compaction testing of
working platforms is not required.
• Topsoil identified as “for planting purposes” is exempted from compaction requirements.
• Compacted surfaces of fill and backfill shall be finish graded to the cross sections, lines, grades, and elevations
as indicated on the drawings.
• Topsoil will be placed, leveled to grade and lightly rolled to produce a firm surface suitable for landscape
purposes.
• Compaction by water jetting or flooding will not be permitted.
• Fill and backfill adjacent to structures (e.g., retaining walls, pits, and basements) will not be compacted with
heavy equipment, but with hand operated equipment to a distance of 4 feet (1.2 m) or greater beyond the sides
of the structures.
• To prevent unnecessary eccentric loading on a structure or foundation, every effort will be made to place
backfill materials symmetrically and in uniform layers.
• Unless otherwise permitted by purchaser, backfill around or over cast‐in place concrete will not be permitted
until the concrete has attained 75% of its specified strength.
• Compacted surfaces of fill and backfill will be finish‐graded to the cross sections, lines, grades, elevations and
tolerances specified in the contract documents.

7.7. Borrow Pit Area


A Land Use Permit (LUP) will be requested, processed and approved as outlined by General Instructions to grant
permission for temporary designated sites for proposed borrow pits. The anticipated closure date will be indicated
in the LUP request. Efforts will be made to utilize existing or closed borrow pits where practical and will conform to
standard.
The design, Construction, Pit Closure and Environmental Requirements will strictly comply and conform to standard.

8. Quality
a. Work execution and activities at site shall be monitored, surveyed, witnessed and recorded according to
applicable CLIENT Standards and Typical Inspection Plans.
b. Contractor shall issue written RFI’s 24 hours in advance prior to SAPID inspection and 48 hours for weekend.
c. CLIENT approved third party laboratory and technicians shall conduct all the required tests.
d. In any inspections the Contractor QC Inspector shall conduct an initial survey or witness prior to SAPID final
inspection.

e. Deficiencies noted during inspection should be corrected as soon as possible. Progressive failure from successive
flows must be avoided by providing timely maintenance intervention.
f. QC Inspector shall raise Internal NCR if installation is not as per the Standard requirements or it is not
according to the approved drawing.
g. CONTRACTOR shall institute a quality control program that will verify or ensure that the work performed
under the Contract meets the requirements of this Standard and the Contract Documents. CLIENT shall have
access to all facilities and records of the Contractor for the purpose of conducting performance
inspection/audits. During the audit, any inspection, test reports, and/or engineering analyses and calculations
associated with the
h. Scope of work shall be furnished upon request.
i. Material receiving inspection required such as select fill materials and other materials related to use will be
inspected by client before placing.
j. All required laboratory and field acceptance tests required shall be performed by a CLIENT‐approved
independent testing agency.
k. If testing and/or inspection is done by CLIENT, this does not relieve the Contractor of the responsibility to
meet all requirements of this Standard. Should it be later found that some work has been completed not in
compliance with this Standard, it shall remain the Contractor's responsibility to repair or reconstruct
deficient work until specifications are met at no cost to CLIENT.

9. Health, Safety & Environment


a. CONTRACTOR shall comply with the CLIENT and Contractor Safety requirements during delivery of
materials, handling, storage, applications and installations.
b. Safety requirements for complete PPE are mandatory and required for any related activities at site.
c. All site safety rules and regulations shall be in accordance with existing CLIENT Safety Guidelines.
d. All involve individual from this project shall be provided with personal protective equipment; hard hat, safety
boots, safety glasses and gloves.
e. Fire extinguisher will be provided in the key strategic area or equipment and designate an area to be used as
the assembly area in case of any emergency.
f. Daily tool box talk shall be delivered before work commencement.
g. Mechanical and heavy equipment shall be inspected on a regular basis by a competent heavy equipment inspector
or mechanic as per the manufacturer’s recommendations. Equipment covered under General Instructions shall
have a valid inspection sticker issued by CLIENT or a CLIENT approved third-party inspection agency.
h. Heavy equipment operators shall possess a valid Saudi Arabian Government (SAG) heavy equipment license and
a certification per General Instructions (as required) for operation of the specific heavy equipment. Additional
equipment not currently listed in General Instructions may also require a specific certification.
i. The general requirements for safe operation, inspection, and maintenance of mechanical and heavy equipment
described in CLIENT Construction Safety Manual (CSM) Mechanical and Heavy Equipment, shall be complied.
j. Only competent, experienced & trained personnel shall perform all the required activities mentioned from this
method statement.
