) Grading CARE has reaffirmed the CARE Grade 2 (Two) grading to the One Year Pre-Sea Training Course for Graduates in Mechanical Engineering of Technical Training Centre (TTC). Courses carrying this grade come under Very Good category. The aforesaid grading draws strength from experienced management with satisfactory track record, adequate infrastructure facility, strong support of Garden Reach Shipbuilders and Engineers Ltd. (GRSE) having sound financial position and adequate practical training provided in the shipyard. The grading is however, constrained by absence of formal placement set-up, inability to conduct any of the four Standards of Training Certification & Watch keeping (STCW) courses required as per the course syllabus, inadequate upkeep & maintenance of the campus. Background TTC was set up in 1995 as a training division of GRSE for training trade apprentices of various divisions of GRSE. TTC is located at Baranagar, Kolkata, and it currently conducts a one year pre-sea marine engineering training course for graduate mechanical engineers, besides conducting other trade apprenticeship training and vocational/summer training programmes. TTC has obtained the mandatory certification from Directorate General of Shipping (DGS) for conducting the One Year Pre-Sea Training Course for Graduates in Mechanical Engineering under the course name TME (Trainee Marine Engineering). The courses ISO 9001:2000 certification was upgraded to ISO 9001:2008 in January 2010. GRSE is a public sector undertaking under the Ministry of Defence, GoI, and a leading shipyard with its own engineering and engine manufacturing divisions. Management TTC does not have a separate governing body and is controlled by the HR department of GRSE. Shri Asit Kumar Pal (In-charge of TTC) reports directly to the HR department of GRSE. The Board of Directors of GRSE consists of CMD, three executive directors, three non-executive directors from varied fields and two nominee directors from Government of India. The entire day-to-day decisions of TTC are looked after by Shri Asit Kumar Pal who has a B.E. in Mechanical Engineering and more than three decades of experience. Infrastructure General TTCs campus is about one hour drive from Howrah railway station, around 30 minutes drive from Kolkata airport and 5 minutes drive from both Baranagar Railway station and the bus stop at B.T. road. TTC is spread over a two acre campus, just off the main road. Although the campus is isolated from busy main road, the nearby railway track is a hindrance to quiet ambience. The campus has six buildings comprising classrooms & administrative office in one building and a workshop, a welding shop, a store & maintenance department and two dining areas in separate buildings. There is adequate arrangement for water and power. Water is sourced from Kolkata Municipal Corporation and the electricity from CESC. TTC has a back-up diesel generator having a capacity of 110 KVA for power failure which is sufficient to take care of the entire key requirements of the unit. There is an in-house dispensary with a part time doctor and first aid medicines. The institute is in close proximity to a government hospital which is about 4-5 kms away from the unit. Trainees have access to one telephone line, along with internet & fax facilities, the usage of which is monitored by the institute. Training facilities TTC course is predominantly a practical training course as the trainees are required to have only three months of theoretical training, while the rest nine months are dedicated for workshop training (one month) and on-the-job training (eight months). One of the six buildings in the campus houses the administrative office, library and computer room on the first floor and classrooms on the second floor. TTC has three classrooms which are adequately spacious to accommodate the entire students. Two class rooms are air-conditioned and newly furnished and are equipped with teaching aids like blackboards, overhead projectors and slide projectors. One class room is used for the trade apprenticeship training and vocational/summer training programmes. TTC uses a computer based engine room simulator as a part of the training.
The reading facilities are restricted to a small library which houses study material and books that trainees can borrow. Moreover, on Saturdays, students have permission to use the library of Indian Institute of Port Management (IIPM). The campus of TTC has a parade cum play ground which is not well maintained. There is a volley ball court located next to the parade ground. Lodging and boarding facilities The course is not a residential course and the institute does not have any plan to make the course residential as students tenure at TTC is only four months and thereafter, they are sent for on-the-job training. Students have to search for accommodation in nearby residential areas with assistance from the institute. TTC has one recreation room and two dining facilities - one used by the executives & officers and the other by the TME students & trade apprentices (which can accommodate around 100 trainees in one batch). The canteen for the executives and students has been refurnished and modified. Food is available at highly subsidised rates in both the canteens. Operations TTC advertises in newspapers and on GRSEs website for students enrolment. Moreover, TTC gives introductory letter to All India Council for Technical Education (AICTE) approved engineering colleges, shipping companies and agencies for sponsoring of candidates. Admission formalities are completed at TTCs campus only. For enrolment, students need to satisfy certain qualifying criteria as required by DGS and undergo a medical check-up before admission. While total number of students enrolling for this course was showing a declining trend prior to 2008, there was a major turnaround in CY2008 and CY2009. The total number of students enrolled was 64 in 2008, 93 in 2009 and 100 in 2010. This was possible because of the initiatives taken by the management by circulating information about the course to all the engineering colleges teaching mechanical engineering in India. TTC has nine permanent instructors, in addition to two visiting faculties. TTC has a tie-up with Foreign Ownership Managers Association (FOSMA), under which FOSMA provides these faculties. However, there are no permanent faculties with the institute. TTC does not have any placement set-up and it clearly makes a mention in its advertisement that the institute will not provide any assistance in placement. However, many domestic and overseas shipping companies are regularly contacting this institute for engagement of TMEs. Financials TTC TTC does not have separate financials as it is a division of GRSE and all financial requirements are met by GRSE. TTC does not have any income, apart from the fees it receives on the TME course. The TME course fee is not sufficient to meet the expenses the institute incurs on the training programs (both apprenticeship and TMEs) and the excess of expenditure over TME course fee is attributable to the employee training cost of GRSE. GRSE derives intangible benefits like getting its technicians practically trained. GRSE Although the net sales of the company witnessed a decline of about 43.0% in FY10 over FY09, the financial position of GRSE is, by and large, comfortable. Despite decline in sales, PBILDT in FY10 increased 5.4% mainly due to decrease in raw material expenses (components & equipments, iron & steel, alloys and others). As a result, PBILDT margin also increased. Higher PBILDT led to an increase of 55.4% in PAT in FY10. PAT margin also behaved accordingly. GRSE has hardly any borrowing and hence, the solvency parameters were quite comfortable. Sustainability The top management of TTC comprises mostly old employees of GRSE with considerable experience in various divisions of GRSE. Besides, there is no dearth of qualified and experienced employees in GRSE to take over in case of exigency. All faculties and instructors are well qualified and experienced in their respective field. Both the visiting faculties have undergone the training course, specified for trainers by the DGS. TTC, as stated earlier, has an agreement with FOSMA to provide the faculties as and when required.
Since all the financial requirements of TTC are taken care of by GRSE, TTC has got a sound financial back up to meet its requirement. The following paragraph discusses in brief the salient features of the course: Trainees completing this course will be appointed as Marine Engineering Officers. This course is meant only for graduates in Mechanical engineering. TTC is approved by DGS to conduct this course. The capacity of TTC, for this course, is 100 students in a year which is divided in two batches. This is further broken into two groups undergoing theoretical or practical training. The course is predominantly a practical training course as the trainees are required to have only three months of theoretical training, while the rest nine months are for workshop training (one month) and on-the-job training (eight months). The allotted time for jobs in workshop for each trade consists of learning, practicing and final job performing. The strength of the institute lies in the practical training which it provides to its students. The GRSE shipyard is one of the better training place for students, where they can learn all the aspects of the running of ship and various ship machinery. The syllabus followed by TTC meets the requirements mentioned in the DGS guidelines. Detailed class / training schedules are prepared at the beginning of each course which are usually adhered to. Classroom lectures are supplemented with slide shows on projectors. However, some of the equipments and facilities required by the course are not available. For Standards of Training Certification & Watch keeping (STCW) courses, the trainees go to IIPM (Indian Institute of Port Management). Evaluation and assessment of trainees are made through practical and written tests which are taken for each trainee by the trainer after completion of each assignment. In the past two years, the students of the TTC have secured an average of 74% in the DGS examination for this course.
